REGULAR MEETING
NOVEMBER 17, 2004
I. CALL TO ORDER
Chairman Gary Hillery called the Regular Meeting of the Tuscawilla Lighting and
Beautification District Advisory Committee to order at 7:01 p.m., Wednesday, November
17, 2004 in the Commission Chambers of the Municipal Building (City Hall, 1126 East
State Road 434, Winter Springs, Florida 32708).
Roll Call:
Chairman Gary Hillery, present
Vice Chairman Rande Thompson, present
Committee Member Moti Khemlani, arrived at 7:12 p.m.
Committee Member Helen Baker, present
Committee Member Brantley Tillis, present
Chairman Hillery led the Pledge of Allegiance.

CONSENT
A. Approval Of The October 20, 2004 Regular Meeting Minutes.
"I MOVE TO APPROVE THE MINUTES OF OCTOBER THE 20TH [2004J."
MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE
MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE
THE MOTION WAS APPROVED.
MOTION CARRIED.

II. PUBLIC INPUT
Ms. Constance Fifelski, 705 Sybilwood Circle, Winter Springs, Florida: addressed the
Committee to inquire if the City of Winter Springs had plans to extend the "Brick Wall"
along Tuskawilla Road.
Mr. Mervin Warner, 673 Keuka Court, Winter Springs, Florida: spoke regarding his
concerns at Winter Springs Boulevard and Seneca Boulevard, and also commented on the
new plants. Mr. Warner said, "It looks beautiful." Mr. Richart, Urban Beautification
Coordinator, Public Works Department said, "Thank you."
Discussion.
With discussion on the lighting fixture "Globes", Mr. Richart stated, "I'm going to check
and verify that." Mr. Richart stated, "These lights actually belong to Progress Energy
even though we paid to have - them installed - we pay a rental amount to them, they own
the fixtures." Mr. Richart said, "I will email it to you - by next week. I will have an
answer on that situation." Committee Member Khemlani stated, "That's why I think we
need to just document it one more time, so that this doesn't happen again - we go through
this process because that was a condition that was discussed with Ron McLemore [City
Manager] that meeting as well. There were a lot of people from Progress Energy that
came in and I remember Steve Tucker [Progress Energy] was there and one of the issues
- we have a choice to make here. Are we going to get the guarantees from Florida Power
or not, and they gave us all the guarantees." Mr. Richart stated, "Okay - I'll get back to
you in my report."
IV. REGULAR AGENDA

A. Budget.
Mr. Steven Richart presented this Agenda Item.
Mr. Richart said, "The money in 55251 - the sixteen thousand nine hundred dollar
($16,900.00) encumbrance came from - I will have an answer to that soon." Discussion.

B. Maintenance Items And Progress Report.
Mr. Steven Richart discussed this Agenda Item.
With discussion on P & L Lawn Maintenance, Inc., Mr. Richart indicated some concerns
with their performance. Mr. Richart stated, "It's time for us to go out to bid. This Board
can review. We can investigate the 'Bidders'." Mr. Richart added, "I would like to wait
until after the Holidays though, if we could."
Mr. Richart commented about a letter he sent to Florida Water Features regarding
"Fountain Maintenance Services".

Discussion.
With discussion on "Decorations", Mr. Richart said, "Lightscapes, who also does our
entrance lighting, he's going to put the Christmas decorations up and store them. I'm
hoping to actually have him do some upgraded decorations too. I'm looking at maybe
spending about five hundred dollars ($500.00) to do some lighting - garland and some lit
garland - if you - would like me too." Discussion.
Chairman Hillery asked, "Do we need to authorize you to do this?" Committee Member
Khemlani stated, "I think we should go on record, authorizing him [Mr. Richart], any
expenditures." Mr. Richart said, "Okay."
"I'D LIKE TO MAKE A MOTION THAT WE APPROVE - UP TO FIVE
HUNDRED DOLLARS ($500.00) EXPENSE FOR DECORATIONS AROUND
THE MAIN SIGN AT THE FRONT ENTRANCE." MOTION BY COMMITTEE
MEMBER KHEMLANI. SECONDED BY COMMITTEE MEMBER BAKER.
DISCUSSION.
COMMITTEE MEMBER KHEMLANI ASKED, "ARE WE ALSO THINKING IN
TERMS OF SPENDING PART OF THIS MONEY ON OTHER ENTRANCES-
DECORATING THE OTHER ENTRANCES?" MR. RICHART SAID, "YES -
THE FIVE HUNDRED [DOLLARS] ($500.00) WOULD BE - ALL THE
ENTRANCES, BUT JUST GARLAND AND LIGHTS."
WITH CONSENSUS OF THE COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.
Discussion ensued regarding "Landscaping Upgrades".

E. Update On Landscaping At Tuskawilla Road Main Entrance.
Mr. Richart presented this Agenda Item.
With discussion on the landscaping, Mr. Richart stated, "What I would like to do -
immediately is, this month, at least get some of the shrubs done."

Mr. Richart stated, "What we want to do with this is give our entrance some height and
depth. Which it has neither right now. We want to really make it stand out. We want to
give it a nice back drop." Furthermore, Mr. Richart said, "We want to give our sign an
accent so it will draw people's eyes to it -left side - I want to build up layers."
Mr. Richart said, "I have an opportunity to get two (2) 'Southern Red Cedars' tomorrow."
Mr. Richart added, "Actually, they are twenty-two feet (22') tall that they can deliver
tomorrow at a price of about seven hundred [dollars] ($700.00) a piece." Lastly, Mr.
Richart said, "If we want to put them at the main entrance as another variety of a tree."
Committee Member Baker said, "I think that sounds like an excellent idea."
"I'LL MAKE A MOTION THAT WE PURCHASE THESE TWO (2) TREES AT
SEVEN HUNDRED DOLLARS ($700.00) A PIECE." MOTION BY VICE
CHAIRMAN THOMPSON. SECONDED. DISCUSSION.

MR. RICHART SAID, "INST ALLA TION IS PROBABLY GOING TO BE A
COUPLE HUNDRED DOLLARS A PIECE. IT WOULD BE JUST LABOR."
VICE CHAIRMAN THOMPSON STATED, "SO, WHY DON'T I AMEND THE
MOTION TO - FIFTEEN HUNDRED DOLLARS ($1,500.00)? DO YOU THINK
THAT WOULD COVER?" MR. RICHART STATED, "I IMAGINE A COUPLE
HUNDRED [DOLLARS] ($200.00) WOULD COVER IT A PIECE." LASTLY,
MR. RICHART SAID, "EIGHTEEN HUNDRED DOLLARS ($1,800.00)."
"I MAKE A MOTION TO APPROVE EIGHTEEN HUNDRED DOLLARS
($1,800.00) TO PURCHASE THEM AND INSTALL THE TWO (2) CEDAR
TREES." MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY
COMMITTEE MEMBER TILLIS. DISCUSSION. WITH CONSENSUS OF THE
COMMITTEE THE MOTION WAS APPROVED.
MOTION CARRIED.
Discussion ensued regarding the City's Insurance Policy for the fountains.
