Roll Call: Chairman Gary Hillery, present Vice Chairman Rande Thompson, present Committee Member Moti Khemlani, absent Committee Member Helen Baker, absent Committee Member Brantley Tillis, present A moment of silence was followed by the Pledge of Allegiance. PUBLIC INPUT Mr. Gerry Marino, 880 Bentley Green Circle, Winter Springs, Florida: spoke regarding the assessment statement that he recently received related to the Tuscawilla Lighting and Beautification District. Discussion. Mr. Marino also spoke about having an interest in serving on the Tuscawilla Lighting and Beautification District Advisory Committee. Discussion. DISCUSSION. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. "I NOMINATE RANDE THOMPSON TO BE THE VICE CHAIRMAN FOR THIS TERM." MOTION BY COMMITTEE MEMBER TILLIS. Community Development Department - Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Division Services Manager, Community Development Department presented this Agenda Item. Discussion. Tape 1/Side B REGULAR 302. Community Development Department - Urban Beautification Services Division Maintenance Items And Progress Report. Mr. Richart presented this Agenda Item. Discussion. Mr. Richart stated, "Additionally in response to requests, we have had Public Works go in and trim around the light poles on Winter Springs Boulevard. There are 133 trees that they trimmed on Winter Springs Boulevard to bring them away from the lights. Mr. Richart said, "You can call me during the week, during business hours and I can look at it; maybe we can look at what you are talking about, but that would be outside the TLBD [Tuscawilla Lighting and Beautification District] Scope." REGULAR 303.Community Development Department - Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and stated, "Weare working with PFM [Public Financial Management] on the loan. The pre-payments are due by March 31 [2006]. As of the twelfth, we have collected ninety two thousand nine hundred thirty six dollars and thirty cents ($92,936.30) for per-payments and we are looking at construction in March on Northern Way." Mr. Richart continued, "We came up with what order we wanted to do things. I will bring it to the next Meeting. It lays out the Streets." Discussion. Mr. Richart said, "We have [Mr.] Jim Matthews - with the 'Tuscawilla Today' and he has been awesome. This magazine has turned into a home Town Publication that deals with issues in the community, families." Mr. Richart added, "I talked to [Mr.] Ron Moore which is one of the companies we are looking at for our signs and he has mail boxes that we can offer that match our street signs. They are really competitively priced and I would like for us to maybe put it out through the 'Tuscawilla Today' that these are available to homeowners to match the street signs that are going in." Chairman Hillery said, "You will have the information so why don't you do it in your monthly write up that you give us and make mention of it." Mr. Richart said, "Yes, maybe we will put it out in the 'Tuscawilla Today'." Chairman Hillery said, "Yes". Mr. Richart said, "] just think that this Program is going to improve everything on these streets, ] think having these mail boxes available is great. " Discussion. -- = ~ c~ p . Office Of The City Clerk Approval Of The November 16, 2005 Regular Meeting Minutes. "I MOVE TO APPROVE THE MINUTES OF NOVEMBER 16TH [2005] AS WRITTEN." MOTION BY VICE CHAIRMAN THOMPSON. SECONDED BY COMMITTEE MEMBER TILLIS. WITH CONSENSUS OF THE COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. INFORMATIONAL AGENDA INFORMATIONAL 500. None 600. REPORTS Discussion ensued regarding the Holiday Lighting and Mr. Richart stated that, "What was done was not bad, but the problem they found was that they had too many people messing with plugs." Discussion. Vice Chairman Rande Thompson stated, "Maybe next year we can look at - go with the garland, which does not require electricity but then with the actual lighting let us try to get some kind of lens covers that give a red hue, a green hue, a yellow hue." Discussion. Chairman Hillery said, "What kind of plans do you have, since you mentioned irrigation, for going to the next phase of control." Mr. Richart said, "I am still working on pricing."
