A. Budget
1. TLBD Maintenance Fund - 184
2. TLBD PH2 Maintenance Fund - 185
3. TLBD PH2 Improvement Fund - 313
B. Maintenance Items and Progress Report
1. P & L landscaping is performing to standard.
2. Tru-Green is performing to standard.
3. The Shetland entrance sign has been involved in an auto accident. Staff is contacting
the insurance provider and seeking quotes for repair.
4. Florida Water Features has been asked to improve their level of service for the main
entrance fountains in Tuscawilla. The water was found to have a high algae content
and NO chlorine content during the week of October 9, 2006.
5. The main entrance brick wall features have been spot cleaned by Waterworks in October
2006.
6. Mulch is currently being installed at all medians and entrances within the TLBD.
7. The trees along Winter Springs Blvd, in the rights-of-way and medians, will trimmed
over the next (5) months as part of a grant from the Florida Division of Forestry,
Emergency Hurricane Grant Cleanup Program. The project will have a dollar value
between $18,000 and $50,000; to be determined at a later date.
8. Sweet Potato Vine are being installed at each entranceway in place of annuals. Red
Begonias are also being installed in select median end caps to add seasonal color. The
Sweet Potato Vine will act as a perennial planting that comes back after a winter freeze
and will also reduce annual color planting costs by several thousand dollars in FY 2007.
C. Phase 2 Beautification Project
1. Construction on Phase 2, Northern Way South began on August 21, 2006. Installation
of the streetlight poles is in progress and at 40% completion.
2. The sign portion of the streetlighting project is still pending awaiting the bidding process
for labor. The City is conSidering 'piggybacking' off of another publicly bid GSA
Government contract for the sign and pole purchases. Construction is speculated for
the beginning of 2007.

P & L LAWN MAINTENANCE
MAINTENANCE INSPECTION REPORT
Tuscawilla Lighting & Beautification District
10/02/06
Thomas Payne
1. Many of the annuals look rough and they are probably due to be
changed out.
2. Cycad scale is active on the sago palms at the Dyson Road, Howell
Creek and Deer Run entry planter boxes.
3. A Manganese deficiency is visible on the sago on the south side of the
Howell Creek entry planter box landscaping.
4. Many of the azaleas on the site show signs of an iron deficiency
(yellowing).
5. Some dollarweed and crabgrass issues are beginning to become visible
in some of the turf areas and there is also a little iron deficiency
(yellowing) visible throughout the site.
6. The roebelenii palm on the north end of the north side wall planting is
showing signs of curling bottom (older) leaves. This could be due to
herbicide drift, a recent chemical application to the plant and/or the
beginning of a nutritional problem. Our opinion would point to a
potassium deficiency in the current fertility program.
7. Islands #15 & #16 appear to be on the dry side, there is a broken
sprinkler head at the western tip of island #21 and there is a repair
that needs attention on the south side of the main entry behind the
wall plantings and all of these irrigation issues were forwarded to
Jeff Norris for attention. (repairs/adjustments completed 10-4-06)
8. We need to remove any dead plants found in any of the landscape beds
and especially the dead azaleas in the bed behind the wall plantings on
the north side of the main entry.
9. We need to be sure and pick up sticks/branches and remove them
from the site instead of piling them up in hidden tree rings.
10. A recent email from Steven suggested sight line interference from
the median plantings at Blue Creek Drive and Tuscora Trail and the
plantings in this area appear to have been recently trimmed down and
the problem may have already been corrected. In the future, it would
be a great aid to us in responding quicker to such a request if the
species of plant blocking or restricting the view was identified in such
a report.

Jeff,
Please check the medians on Winter Springs Blvd between the first bridge (Country Club) and Sam Smith Park.
Several areas are very dry.
We may want to make sure watering times are increase in dry areas to prevent loss. Please advise status.

Description
The ornamental sweet potatos (Ipomoea
batatas) are fast growing, twining vines
with palmately lobed leaves. These showy
forms produce a tuberous root identical in
appearance to the common (green leaved)
sweet potato but probably not tasty. Late
in the season tubular, fairly large flowers
appear which are similar to morning
glories. Usually they are not particularly
noticeable, though, because the foliage
claims most of the attention. Three types
are of ornamental sweet potato are
cultivated for annual, summer vines:
'Blackie' with dark purple, nearly black
foliage; 'Margarita' with chartreuse leaves;
and 'Tricolor' with pale green, white and pink margined leaves. 'Blackie' and 'Margarita'
come back with the same color foliage as the mother plant, but 'Tricolor' may revert to
green.
Location
The origenin Tropical Americas.

The ornamental sweet potato vines 'Margarita' and 'Blackie'
create colorful cascades in containers.
Culture
Plant in reasonably good, loose, well drained soil, and water as needed. Once established,
the plant is not particularly "thirsty," since the underground tuber retains enough water to
get through some dry spells. Cut often if needed to control for size and to create more
branching. The vines are vigorous and will put on new growth immediately. Beetles can
create annoying holes in the foliage; either tolerate imperfection or spray with insecticide
such as pyrethrin or malathion.
Light: Full sun to mostly shade.
Moisture: Average - leaves droop when the vine needs water.
Hardiness: USDA Zones 9 - 11. Grow as an annual in other zones.
Propagation: Where the ground freezes, dig roots in fall and put in dry storage.
Otherwise, tubers may be left in the ground or lifted for division in spring. To increase,
cut tubers into pieces, making sure that each has at least one "eye" (sprout).

Sweet potato vines 'Blackie' (dark red) and 'Margarita' (chartreuse)
altemate creating a ribbon of color cutting through Mr. Cason's
Vegetable Garden at Callaway Gardens, Georgia. I failed to notice
them among the dazzle but I suspect there are some plain green
"eating" sweet potato vines here too! - Jack Download a larae

Usage
Use any of the ornamental sweet
potatoes as an annual ground cover,
especially on a bank where it will be the
most visible. 'Blackie' and 'Margarita'
contrast beautifully and can be planted
side by side. In a container, 'Blackie' and
'Tricolor' can cascade down, their
purples intermingling with the lighter
variegation for brightness. Plant an
eggplant (Solanum melonzena) for
height! The purple flowers and dark
purple fruit will create a composition of
coordinated color!
