HomeMy WebLinkAbout2007 01 17 Consent 400 Requesting Approval of TLBD Regular Meeting Minutes October 18,2006 CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING OCTOBER 18, 2006 CALL TO ORDER The Tuscawilla Lighting and Beautification District Advisory Committee Regular Meeting of Wednesday, October 18, 2006 was called to Order by Chairman Rande Thompson at 7:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman Rande Thompson, present Vice Chairperson Helen Baker, absent Committee Member Mary Brook, present Committee Member Brenda Hayes Brown, arrived at 7:10 p.m. Committee Member Brantley Tillis, present A moment of silence was followed by the Pledge of Allegiance. PUBLIC INPUT Mr. Donald A. Gilmore, 803 Leopard Trail, Winter Springs, Florida: spoke on behalf of the Tuscawilla Home Owner's Association and commented that "The Tuscawilla Home Owners Board of Directors put in a request and a desire to install flags at the main entrance to Tuscawilla; at Tuskawilla Road and Winter Springs Boulevard; one (1) on each side. The TLBD (Tuscawilla Lighting and Beautification District Advisory Committee) chose not to endorse that installation." Mr. Gilmore asked that the Tuscawilla Lighting and Beautification District Advisory Committee reconsider the support of the flags and flagpoles. Mr. Gilmore stated, "I bring this to the TLBD (Tuscawilla Lighting and Beautification District Advisory Committee) because I think anything done in Tuscawilla as far as the beautification in the front entrance, the medians or anyone of the entrances, I think it needs the support of the TLBD (Tuscawilla Lighting and Beautification District Advisory Committee) and that is why I am here. I am going to bring it back again and I am going to ask you to reconsider what you did and discuss it. I am not asking for a decision tonight. The THOA (Tuscawilla Homeowner's Association) owns that property; the City has an Easement on it; but we can still put the flagpoles there." Further discussion ensued on the flags and flagpoles. Advisory Committee Member Mary Brook, asked, "What height are the trees that the flags will be near? Are they taller or shorter?" Mr. Gilmore stated, "The one on the north has large Oaks, I would suggest that ten (10) years from now we might have to trim that Oak a little bit - because it is - relatively close." Furthermore, Mr. Gilmore stated, "The one on the south is not as affected by a tree as the one on the north is." Ms. Brook continued, "Is the one to the south; is the tree taller than the flag will be?" Mr. Steven Richart, Urban Beautification Services Division Manager, Community Development Department stated, "Not at this time. It will be at some point." Mr. Gilmore stated, "You were talking about the potential of moving one (1) tree on the south side, were you not?" Mr. Richart said, "There is one (1) tree that has to be relocated; and potentially two (2) [trees] at some point. It may be better to go ahead and do that now while they are small enough to really move. It is really hard to get large equipment back into that area, so it may behoove us to move it now." Chairman Thompson asked, "And what tree is this?" Mr. Richart stated, "It is an Oak tree." Mr. Gilmore stated, "It is a small Oak that has been planted; it is not a natural growing Oak." There was discussion about perhaps the ideal spot to place the flag would be in the median where you come in. Chairman Thompson commented, "I would like for Mr. Richart to follow up with the City to see if they would support a larger single flag and flagpole in the median and if the THOA (Tuscawilla Homeowner's Association) would support that with the Tuscawilla Lighting and Beautification District Advisory Committee." Mr. Richart said, "I will go to [Mr.] Brian Fields, our City Engineer who would be the authority on this, and get it cleared through him and as well as [Mr.] Kip Lockcuff (P.E., Director, Public Works/Utility Department). I would have to go to Mr. McLemore [City Manager] for approval to actually use City property for that and possibly the City Commission." Mr. Richart continued, "It is up to the THOA (Tuscawilla Homeowner's Association) if they are willing to go this direction." AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 100. Not Used. Not Used. REGULAR AGENDA REGULAR 300. Community Development Department - Urban Beautification Service Division Review Of Budget. Mr. Richart presented this Agenda Item. Mr. Richart stated, "If you go to the next page you will see that our Shetland entrance sign entrance has been hit by a car. We are in the process of trying to get that settled." Discussion. Mr. Richart stated that he thought that speed bumps could be put there. Advisory Committee Member Brantley Tillis said, "If we do not do something different, we will not expect different results. So maybe we could put - a physical barrier to have cars get that far." Discussion. Mr. Richart said, "The problem is that we have so little space to work with - to do something." Mr. Richart added, "I can get with Brian [Fields] our City Engineer and see what we can do." Tape II Side B REGlILAR 301. Community Development Department - Urban Beautification Service Division Maintenance Items And Progress Report. Mr. Richart introduced this Agenda Item. Discussion. REGULAR 302. Community Development Department - Urban Beautification Service Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and stated, "I have had a lot of good comments on Phase I. People love it. People are happy. It is a good project." Her name is Linda Burkett and I will check and see what day the Advisory Committee may want to meet with her." Chairman Thompson said, "If I can not make it on any particular day; is there anyone else that would be interested in attending?" Committee Member Brown stated, "I don't mind." Mr. Richart said, "Maybe we can take turns. There are nine (9) streets that everybody could get a chance to be part of the process. I think that you learn a lot." REGULAR 303. Community Development Department - Urban Beautification Service Division Update On Perennials For Use At Entrances. Mr. Richart introduced this Agenda Item and stated, "I gave you a Flyer that has some plants that could be used as perennials." Discussion. CONSENT AGENDA CONSENT 400. Office Of The City Clerk Approval Of The September 20, 2006 Regular Meeting Minutes. "I MAKE A MOTION TO APPROVE THE MINUTES - SEPTEMBER 20, 2006." MOTION BY ADVISORY COMMITTEE MEMBER TILLIS. SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. VOTE: COMMITTEE MEMBER TILLIS: AYE CHAIRMAN THOMPSON: AYE COMMITTEE MEMBER BROWN: AYE COMMITTEE MEMBER BROOK: AYE MOTION CARRIED. REPORTS Committee Member Tillis stated, "Last month we talked about the Holiday, and what our plans were for the Holiday. I am trying to recall, did we decide what to do around the Holiday themes?" Mr. Richart added, "I know that we automatically have the decorations that are installed by the Contractor at the entrance signs. I believe that we talked about doing a limited number of poinsettias. I do not recall that there was any other action to be taken." Regarding the Tuscawilla Homeowner's Association purchasing banners for the street lights, Chairman Thompson said, "I would like to take Commissioner Gilmore's suggestion for the THOA (Tuscawilla Homeowner's Association) and if there is anybody that would like to champion it?" Committee Member Brook stated, "I think that you should do that." Chairman Thompson said, "Okay, I will do that then." Discussion. Committee Member Tillis said, "The last question I have is, have you arranged a date for the Contractors to start putting up the decorations - will it be some time in November?" Mr. Richart said, "Yes, Lightscapes [Inc.] does that every year - it is normally right after Thanksgiving. If there is a date that you have in mind that is more suitable, let me know." Chairman Thompson said, "Did you have a date in mind Brantley [Committee Member Tillis]? Committee Member Tillis said, "I guess if we wanted to coordinate with the City." Mr. Richart said, "Our main decorations will be up by the 18th of November." Chairman Thompson said, "Did you want to do it that soon?" Committee Member Tillis stated, "If the City is all prepared, should - we..." Committee Member Brook said, "... That would be about the 2ih, it would be the Monday after Thanksgiving." Chairman Thompson said, "And I would not be opposed to that. Is that something that we can take to Lightscapes [Inc.] and have them look at the first week after Thanksgiving?" Mr. Richart stated, "Sure." Chairman Thompson stated, "The action items for next Meeting will be: Will I hear something or will you hear something about the flag?" Mr. Richart said, "We will talk about that. I will find out about the THO A (Tuscawilla Homeowner's Association) meeting and I will get with Brian [Fields]." Discussion. Chairman Thompson continued, "And then the barrier for the Shetland entrance?" Mr. Richart said, "I am going to look into that and see what Brian [Fields] says about that. It could be that maybe we just put a tree in the middle there - a tree with a canopy and do that right away and see what it does. I do not want to block that view when you have the lights on at night."
