Please accept this memorandum as my official notification of intent to retire on November 3, 2008.
have accepted a position as the Director of the Center for Public Safety at the Seminole Community
College.
would like to take this opportunity to thank you for allowing me to serve as the Chief of Police of this
outstanding community. I have enjoyed your support, the support of the City Commission, the
members of the Police Department, the various city departments and our wonderful residents and
business owners. I consider myself a lucky man to have experienced working in such a fine
community.
Our accomplishments have been many in our city that has grown over 40% from about 25,000 to over
35,000 residents over the past 12 years. Meanwhile, our crime rate has dropped over 41 % and is
down again this year. Becoming both state and nationally accredited is an accomplishment that only a
few departments have achieved and the Winter Springs Police Department has become a leader in
the law enforcement community.
I am looking forward to the new challenges ahead with training and educating fire, rescue and law
enforcement personnel at Seminole Community College. Certainly my experiences here in Winter
Springs will assist me in my new position.
Once again, thank you and please let me know if I can be of any assistance in the days ahead or
during the transition.

City Manager Ronald W. McLemore announces resignation of Winter Springs Police Chief
Daniel J. Kerr
WINTER SPRINGS, FLORIDA, OCTOBER 20, 2008 -Regrettably, Chief Daniel J. Kerr has
announced that he will be retiring from the Winter Springs Police Department on November 3,
2008 after nearly 12 years with the city and 38 years in law enforcement. Chief Kerr has been
named Director of the Center for Public Safety at the Seminole Community College.
Dan was hired as Police Chief on February 3, 1997 after serving as Police Chief in Vienna,
Virginia. Chief Kerr holds a Masters Degree in Public Administration from the University of
Phoenix and a Bachelors Degree in Criminal Justice from the American University in
Washington, D.C. He is a graduate of the 161 S` session of the FBI Academy, a member of the
International Association of Chiefs of Police, the Florida Police Chiefs Association and the
Winter Springs Rotary Club.
During his tenure in Winter Springs the population grew from approximately 25,000 to 35,000
residents and commercial growth increased dramatically. Meanwhile, the crime rate dropped over
40%. Chief Kerr attributes the reduction in crime to the strong support of the police department
from the community linked to solid police work.
Accomplishments within the police department started with a strong emphasis in Community
Policing in Winter Springs and the implementation of a Citizens Advisory Committee to police
department. The police department has since become state and nationally accredited. Today the
Winter Springs Police Department has a very low turnover rate and engages in many community
events. Under Chief Kerr's guidance the department initiated the following programs and
services.

Although Chief Kerr will be greatly missed, his new position will offer him a new career
challenge with opportunities for new and important accomplishments in the field of public safety.
Chief Kerr plans to continue to live in Winter Springs with his family.
