Roll Call: Chairman Rande Thompson, present Vice Chairperson Helen Baker, absent Committee Member Mary Brook, present Committee Member Brenda Hayes Brown, present Committee Member Brantley Tillis, present A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk Election Of Officers. "I MAKE A MOTION THAT WE CONTINUE WITH OUR CURRENT OFFICERS WHICH IS CHAIRMAN RANDE THOMPSON AND VICE CHAIR [PERSON] HELEN BAKER." MOTION MADE BY ADVISORY COMMITTEE MEMBER TILLIS. SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. Community Development Department - Urban Beautification Services Division Review Of Budget. Mr. Steven Richart, Urban Beautification Division Services Manager, Community Development Department presented this Agenda Item. Discussion. Mr. Richart spoke for the Record regarding the Tuscawilla Homeowner's Association funding Poinsettias for the Holidays. Mr. Richart stated, "We certainly will cooperate with the THO A (Tuscawilla Homeowner's Association) but we have an Assessment District, we have easements on this property, and a lot of it is City Property - like the medians is completely City property; but the easements over the private property at some of the entrances, we are the custodians to take care of that. We will work with the THOA (Tuscawilla Homeowner's Association) but essentially it can't be in conflict with what we are doing." Advisory Committee Member Brantley Tillis spoke for the Record on alternatives to annual plants. Discussion. 1: -- ,; ,- -.-, ....tI ~."", CITY OF WINTER SPRINGS, FLORIDA MINUTES TUSCA WILLA LIGHTING AND BEAUTIFICATION DISTRICT ADVISORY COMMITTEE REGULAR MEETING - JANUARY I 7, 2007 PAGE30F6 Mr. Richart stated, "While we are on the Budgets, we are going to do a five (5) year plan; every five (5) years to re-examine where we are at on these Assessments and that is a good number - five (5) years; we are a little bit past that now. But we are going to plan five (5) years out and we are going to say 'This is what we project the Budget to be'. Now it may reduce or it may stay the same." Discussion. .:..:. Community Development Department - Urban Beautification Services Division Maintenance Items And Progress Report. REGULAR 304. Community Development Department - Urban Beautification Services Division Update On Shetland Entrance. Mr. Richart introduced this Agenda Item and recapped some of the issues. Discussion. Mr. Richart will contact the Seminole County Engineering Department to see if a warning signal can be installed by the Shetland entrance. Mr. Richart stated, "That will be a work in progress that we will bring back to you." Next, Mr. Richart said, "The entrance signs will need to be replaced starting next year. We need to be thinking about what we want to do." Discussion. Furthermore, Mr. Richart stated, "I would like to find something that is going to last longer than five (5) years." Then, Mr. Richart added, "I will need to bring you some samples and do the research. 1 just want to alert you that it is an issue coming up." Advisory Committee Member Brenda Hayes Brown stated, "I would like to know what it is going to cost to renovate and to make it right." Chairman Thompson stated, "I would like to also see - the base, but 1 want to look at the options." Mr. Richart said, "I think it is a start to see what our minimum cost would be. Weare budgeting this now and we are about to look at increasing those assessments so at least we would know what our minimum cost is." Mr. Richart continued, "I will go forward and ask for that renovation cost. So far, Sign King is the only one that will call us back, but 1 will try some others." Mr. Richart stated, "The North Fountain at the main entrance is down. We can still use it but it is leaking water." Tape 1/Side B Chairman Thompson asked, "Can you, Steven (Richart), email all of us, just to keep us up-to-date; what we find?" Mr. Richart said, "Sure," and added, "Give me a couple of days." Discussion. REGULAR 303. Community Development Department - Urban Beautification Services Division Update On Street Lighting And Decorative Sign Project. Mr. Richart presented this Agenda Item and stated, "They are seventy percent (70%) complete on Phase II, Northern Way South. The sign portion is estimated to start in March. As I said before, we have prepaid Phases three (3), four (4), five (5), six (6) and seven (7) to Progress Energy (Florida, Inc.)." Discussion. REGULAR 305. Community Development Department - Urban Beautification Services Division Update On Tuscawilla Homeowner's Association Flagpole Issue. Mr. Richart stated, "All I know from the THOA (Tuscawilla Homeowner's Association) is that they are continuing to pursue the Flagpole issue. Chairman Thompson said, "We were at the meeting and I again followed up with Mervin [Warner] after the meeting, the additional comment was that they are going to go back. Mr. Lacey said that they were going to do a poll - mailer to the THOA (Tuscawilla Homeowner's Association) members. There are a lot of voices that may not be heard with that issue and that is a concern. I would like some discussion on this with the folks here; if the THOA (Tuscawilla Homeowner's Association) is going to poll their members is this. We as a Board may want to consider going in with them to poll the entire and split the cost?" Discussion. Chairman Thompson continued, "I know that there were some comments made at the THOA (Tuscawilla Homeowner's Association) [Meetings] that the one (1) pole was not an option because the City Commission would not consider that. However, we have from the City Engineer that it is a viable option." Mr. Richart continued, "I think even if they do the survey that it will still end up before the Commission. " CONSENT AGENDA CONSENT 400. Office Of The City Clerk Approval Of The October 18, 2006 Regular Meeting Minutes. Chairman Thompson said, "There was one (1) - Item '600' - Reports, second paragraph, regarding the Tuscawilla Homeowner's Association purchasing Banners. The discussion was actually about Poinsettias. I was going to approach Mervin Warner about the Poinsettias not the Banners." This correction needs to be made to the Minutes." "SUBJECT TO THE NOTING OF THE CORRECTIONS, I MOVE THAT WE APPROVE THE MINUTES [OCTOBER 18, 2006J." MOTION BY ADVISORY COMMITTEE MEMBER TILLIS. SECONDED BY ADVISORY COMMITTEE MEMBER BROOK. DISCUSSION. WITH CONSENSUS OF THE ADVISORY COMMITTEE, THE MOTION WAS APPROVED. MOTION CARRIED. INFORMATIONAL AGENDA INFORMATIONAL 500. Not Used. 600. REPORTS Committee Member Tillis stated, "I just wanted to say, 'Great job' during the Holidays to Steven (Richart) and your Team." Tape 2/Side A Discussion. Mr. Richart stated, "We are going to do a lot of events coming up - one (1) is the Valentine dance. It is coming up very soon." Furthermore, Mr. Richart said, "Let me know if there is anything I can do to serve you better, let me know please." When Helen (Baker) - comes back, we - can sit down and have a discussion on that. Email might be more important with that." Committee Member Tillis said, "I will be out of town next month.
