REQUEST: The City Manager requesting the Commission to consider approval of
Resolution Number 2008-42 regarding City Donations to Charities.
PURPOSE: This agenda item is needed to respond to the City Commission's previous direction
for the City to prepare a Charitable Donation Policy,
CONSIDERATION:
On July 28, 2008 the City Commission directed the City Manager to prepare a policy statement
for the Commission regarding donations to charities.
On August 25, 2008 the City Manager published a draft of a proposed resolution which the
Commission approved for formal adoption at a future meeting.
The approved policy is provided in this agenda item for formal approval.
FUNDING: N/A
RECOMMENDATION: It is recommended that the Commission review Resolution Number
2008-42 and adopt with any amendments the Commission deems appropriate.

RESOLUTION NUMBER 2008-42
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF WINTER SPRINGS, FLORIDA
ESTABLISHING A POLICY REGARDING
DONATIONS TO CHARITABLE ORGANIZATIONS
AND CAUSES.
WHEREAS, the Winter Springs City Commission is receiving expanding
numbers of request for financial assistance from local charitable organizations in
support of worthy causes, and
WHEREAS, escalating pressures to reduce taxes during a period of
rapidly rising costs related to unprecedented increases in energy costs is making it
evermore challenging to maintain levels of basic services, and
WHEREAS, the City Commission believes that the support for charitable
organizations should result from voluntary decisions of individuals who support
charities of their choice as opposed to government imposing involuntary
donations to charities which taxpayers mayor may not wish to support.
NOW, THEREFORE, BE IT RESOLVED that it is the policy of the
City of Winter Springs to encourage the taxpayers of Winter Springs to
support charities of their choice through individual charitable donations of
their choosing, and to oppose the involuntary impositions of charitable
contributions upon taxpayers through acts of the City Commission.
ADOPTED this the _ day of October 2008 by the Winter Springs City
Commission duly assembled in Winter Springs, Seminole County, Florida.

although the "Motion to Approve" carried, it
was unclear as to "what" was Approved.
Resolution was brought back on 10/13/08,
but was tabled.
