Most of the time, the intersection is very dark due to the light not being on. The intersection is a hazard to pedestrians and vehicles. Many of the residents have small. children anal young drivers in the household. This intersection really needs appropriate, bright illumination.. Please let me know what course of action can be taken to get these lights changed and I thank you in advance for your assistance. Thanks, Thom Get a sneak peek of the all-new AOL_com.. 8/15/2007 P 8c L LAWN MAINTENANCE MAINTENANCE INSPECTION REPORT Tuscawilla Lighting & Beautification District 08/07/07 Thomas Payne 1. The treatments applied on the Asiatic jasmine beds for broadleaf weed control have provided very good results in most of the beds but a few beds are ready for additional treatments. We will continue to monitor this situation and apply follow up sprays as necessary. 2. Some chinch bug activity in the turf areas continues and was shown to Steven to report to the current chemical control operator. 3. Areas of crabgrass growth are starting to get thick in locations at the main entry along Tuscawilla Road and Steven will also report this to the current chemical control operator. 4. Treatments with Roundup to control the Asiatic jasmine plants in the landscape bed at the S/E corner of Seneca Blvd. will be continued as needed until this plant is totally eliminated. 5. The jasmine vines that are crawling up the brick walls or overhanging retention walls will be removed as they are noticed. 6. A few dead landscape plants were observed and these will be removed during our regular service visits especially the plants near the intersection of Greenbriar Road. 7. Regular trimming of the new summer growth on the landscape plantings was in progress and will be ongoing until the plant growth slows down this fall. Plants of concern that need to be knocked down and shaped include the thryallis, ixora, variegated arboricola, golden dewdrop, annuals plants and the ornamental grasses and this trimming has been discussed with the site foreman and the crew is currently engaged in this operation. 8. Steven agreed to wait until September for the annual flower "change out" but a decision on what plants to use has still not been determined. We will need to make a decision concerning what variety to use within the near future so that our grower can make sure that the plants are ready when needed. 9. Steven advised us that the Tuskawilla roadway contract goes out for bid on August 12 and he would like us to consider bidding this package. 10. Conversion figures for P & L re-assuming the annual plantings and the turf and plant pest control services have been prepared and will be forwarded to Steven. 11. A main line irrigation break near Davenport Drive was noticed and reported for repairs. In addition, a checking of the irrigation coverage and some adjustments to the run times were also requested in the western tip of island # 8 where the new Fakahatchee grass plants were installed this morning. 12. The seed pods were recently removed from the palm trees and the palms look great. 13. Estimates for landscaping work at the tips of the islands at Fox Glen, in the medians near Gazelle and in the east planter box nt the Deer Run entry will be prepared and forwarded to Steven when ready. 14. Steven reports that some of the ground level lights behind the main entry retaining walls have sustained mower damage. The city is currently repairing these lights and relocating them to areas not so likely to be exposed to mower damage. After this work is complete Steven will be watching these lights carefully for new damage and will hold those responsible for repairs. 15.Overall, the site continues to look extremely good. If we stay with an August planting, I would still prefer coleus. Concerning the proposals that you approved, we will initiate the process on repairing the damage at Whitehall Drive. As explained in the Little Sparrow removal proposal, pricing for transplanting was not included and to estimate such pricing, we will have to meet and designate and confirm all planting locations as the pricing would be based on the numbers of planting sites and their locations. Please call me @ 407-466-5446 to set up such a meeting in order to confirm the final pricing. Steven, `testerday, I met with our crew on the site and discussed with them all aspects of your recent emails. During our services over the next few visits, they will be trimming the coleus plants, arbacola plants, thryallis plants, the ornamental grass plants and the ixora plants as you so requested. They will also keep an eye out for median end plants that may be blocking oncoming vehicular traffic and trim accordingly but since this issue is so subjective, please notify us of any further requests for additional trimming. Sometime during this month, we will also send out the palm trimming crew to remove the seed pods and clean up the palm trees. Proposals for repairing the damage from the automobile accident at Whitehall Drive and for removing the large crinum lilies at Little Sparrow Court are attached. Please let me know if you would like either of these done and I will get them scheduled as soon as possible. We are also still waiting on your feedback concerning the next annual plant selection as we need to make arrangements making sure that these plants are ready on schedule from our grower. I do not recall looking at any issue in your area, except a limb overhanging City right of way near the bridge at Northern Way and Winter Springs Blvd, in the past 12 months. If I am mistaken, I apologize for the inconvenience. Please ask Ms. German to contact us and we will be very happy to help resolve her concerns. As a quick drive down Winter Springs Blvd. will reveal, there are several medians that have this same issue and need constant corrective trimming on the shrubbery throughout the year, so your area is not the only one in question. Some median ends have been re-landscaped with smallergrowing material and others are scheduled to be corrected next budget year. The landscape company will be working on the trimming at Little Sparrow (medians) and various other areas this and next week. The City keeps a copy of each and every email message that comes into my Division on file for at least (2) years I have searched my messages and have found no communications from you until the first one I received last week. In the future, I would kindly ask that you give me the opportunity to address your concerns before offering a negative review of the services provided by the City. My neighbor, Theresa German at 1608 Little Sparrow, contacted the urban beautification department three times in the past year. On one occasion, a City employee came out, looked at the foliage, and dismissed her concerns. I personally called the department once and sent an email on another occasion. Perhaps a resident's communication with the city should be by return receipt mail only, since four or five communication attempts seem to have vanished from the record. Why does the median at Little Sparrow have such foliage, when other medians have low-lying shrubs? We're beginning to think the City has it in for us. First it was the sewage flood that turned our houses into cesspools, then it was the accident-waiting-to-happen foliage, and for the past three weeks, it's been a muddy sludge at the end of the cul-de-sac from thousands of gallons of perfectly good drinking water going straight into the sewer. This is not the time to ask me or my neighbors what we think of our City services. The reviews will not be good. There is an area along Tuskawilla Road at the main entrance to the Tuscawilla subdivision (South side) that has come into question by a resident living at 831 Leopard Trail. It involves overgrowth along the property line adjacent to a turf area maintained by the TLBD. This area is, in my humble opinion, a valuable noise abatement buffer area between the homes and traffic on Tuskawilla Road. This specific resident is concerned about overgrowth at a gate attached to private fencing that borders the abovementioned buffer area, which hampers the gate being opened easily. Our precedent is to mow in front of the buffer area but not to cut any growth back within the buffer area. There are really no specific definitions (in the files) as to if this is the responsibility of the TLBD or not. My question is: Does the TLBD want to take on the responsibility of maintaining the buffer area, which could become a domino effect financially, or does the TLBD want to leave this responsibility to each homeowner that borders the buffer zone. While visiting the site, I have observed that residents are dumping yard debris and limbs over their fences into this buffer area. I would like to discuss this issue at the August 2007 TLBD Advisory Board Meeting. Thank you very much. Treatments with Roundup to control the Asiatic jasmine plants in the landscape bed at the S/E corner of Seneca Blvd, will be continued as needed until this plant is totally eliminated. 5. Weeding will be continuing in the plant beds, open bed areas, tree rings and around utility structures. 6. The turf is currently growing rapidly and we will need to be careful not to leave piles of clippings on top of the turf areas when mowing. 7. A few dead azalea plants were observed and these will be removed during our regular service visits. 8. Regular trimming of the new summer growth on the landscape plantings was in progress and will be ongoing until the plant growth slows down this fall. 9. Steven advised us recently that we will be taking over the annual plantings the next time a "change out" is scheduled and he will need to advise us of the date that the "change out" is due. l0.Overall, the site continues to look extremely good. It is about 10-15' from the faucet near the fountain pump box. The shut off is the backflow along WS Blvd on the North side of the street. Please repair the leak when possible as it is connected to the irrigation system mainline as well. Thanks. Best regards, Steven T. Richart, C.P.C.O.
