CALL TO ORDER
The Workshop of Wednesday, September 17, 2008 of the City Commission was called to
Order by Mayor Bush at 6:03 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

A moment of silence was followed by the Pledge of Allegiance.

Budget Review.
Mayor Bush opened the "Public Input" portion of the Agenda Item.
Mr. John Hogan, 105 Arrowhead Court, Winter Springs, Florida: commented on
Commissioners running for Election; and suggested the City try to reduce taxes for the
citizens.
Mr. Stuart Knoll, 201 Arrowhead Court, Winter Springs, Florida: as the President of the
Arrowhead Homeowner's Association, Mr. Knoll commented on the Fire Assessment;
paying more; wanted to see a reduction in the Millage; and suggested outsourcing to save
citizen's money.

Mr. Arsenio Calle, 110 Arrowhead Court, Winter Springs, Florida: commented about a
recent presentation on salary issues; and suggested the City Commission go back to 2005
levels.
Ms. Avery Knoll, 201 Arrowhead Court, Winter Springs, Florida: also suggested
outsourcing; commented on underachieving personnel; and offered to help raise money
for Special Events.
Mr. Corey Green, Winter Springs Firefighters:" commented on Winter Springs
Firefighters having to pay for dependent insurance for the month of September.
Mayor Bush remarked, "I think the Manager is going to have to look at the cost of this
and come back to the Commission."
City Manager Ronald W. McLemore said to Mr. Green, "I will be on the phone with
them tomorrow and see what can be done and be back with the Commission with a
recommendation."
Ms. Jean Hovey, 549 Brookside Drive, Winter Springs, Florida: said this was not the
right time for increased taxes and suggested the City Commission should listen to the
citizens.
Mr. Jay Alpert, 1151 Audobon Way, Maitland, Florida: as the Owner of the Belle
Avenue Industrial Park, Mr. Alpert presented some documents related to Fire
Consolidation and commented on higher Millage Rates.
Mr. Fred Curtis, 714 Andover Circle, Winter Springs, Florida: as the President of the
Georgetowne Homeowner's Association, Mr. Curtis commented on salary issues; and
noted his support for the Police Department.
Mayor Bush recognized former Commissioner Edward Martinez, Jr.
Mr. Edward Martinez, Jr., 205 Little Creek Lane, Winter Springs, Florida: spoke on a
previous Workshop; compression issues; and the Police Department.
Mr. Mark Fischer, 1112 Winter Springs Boulevard, Winter Springs, Florida:
representing the Orlando Philharmonic Orchestra, Mr. Fischer commented on the
relationship with the City; quality of life issues; the Orlando Philharmonic Orchestra's
support; and working together.
Ms. Pam Carroll, 865 Dyson Drive, Winter Springs, Florida: commented favorably on
the Police Department and noted her interest in keeping the Police Department; and
suggested the City consider the offer from the citizen who under "Public Input" offered to
assist with getting sponsorships for City Events.

Mr. Ron Ligthart, 1036 Winding Waters Circle, Winter Springs, Florida: spoke on the
issue of Pension Plans; noted that the market has shifted; and suggested that government
needs to adjust.
Chief of Police Daniel 1. Kerr, Police Department commented on the support for two (2)
new Police Officers and stated, "Maybe we can make it another year without adding
those people. I will constantly keep an eye on what's going on - if it looks like we're
negatively impacted, perhaps at mid-year, if I have to come back to you."
Furthermore, Chief Kerr noted, "I know the Fire Department has the one (1) employee
that would require probably having to add that back into the Budget - and I forgot to
mention this to the City Manager, but we do have right now, one (1) open spot in our
non-sworn personnel in Records that perhaps - that would save that amount of money."
Chief Kerr then said, "Perhaps we can move her into that spot."
The "Public Input" portion of the Agenda Item was closed.
City Manager Ronald W. McLemore addressed the audience on budget issues.

Discussion then followed on the City Manager's suggested recommendations.
Commissioner Rick Brown asked, "If you were to take your recommendation 1 or 2,
along with the impact of the Seminole County Fire Tax and put it up against 2006, what
does it look like?" Manager McLemore stated, "I'd have to run a calculation, Probably
give me a few minutes."
Next, Mayor Bush spoke of spreadsheets that he put together which was shown to those
in attendance. Continuing this discussion, Mayor Bush stated, "I will be glad to share it
with anybody who wants it. I will give it to the Clerk and she wi!! make you copies of
it." Commissioner Sally McGinnis noted, "I would like a copy."
Further discussion.
Mayor Bush again opened "Public Input".
Mr. Ron Ligthart, 1036 Winding Waters Circle, Winter Springs, Florida: spoke on
Millage Rates; per Capita numbers; and the economy.
Ms. Avery Knoll, 201 Arrowhead Court, Winter Springs, Florida: commented on rolling
back the Millage; underachieving personnel; community volunteers; and her willingness
to assist with Tallahassee legislation issues.
