CALL TO ORDER
The Tuscawilla Lighting and Beautification District Advisory Committee Regular
Meeting of Wednesday, September 19, 2007 was called to Order by Chairman Rande
Thompson at 7:04 p.m. in the Commission Chambers of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

Chairman Thompson stated, "Under the Report Section, I have been thinking about some
items long and hard. I have been a little concerned that I do not want to be a Board of
just coming and sitting and really not doing much. And I have talked with Steven
[Richart] on a couple of occasions and I would like to have our Board a little bit more
active. I have not quite figured out exactly how but I would like to have involvement
with the different sections of either one of the things that Steven [Richart] and I talked
about was we need to have help checking to make sure lighting is working; so everybody
lives in a different section and if everybody could take a section and once a week, once
every couple of weeks in conjunction with the folks that we have out there Steven
[Richart] ..."
Mr. Richart said, "...Victor Rodriguez." Chairman Thompson continued, "Victor.
Having them out there checking the lights, something that we take a little bit more active
role in. But there are some other things that I would like to look at as well, whether it be
Budgets; or everybody maybe take a little bit more responsibility. Now again this is not
to impede and I have had a good conversation with Steven [Richart] about this, and this is
very important. I do not want to impede what he is doing; we have got to let him do what
he is doing and not slow him down. I would like this to be an enhancement to what he is
doing. Maybe come back on a monthly basis and somebody have a little section and
maybe give a little Report on that area."
Chairman Thompson added, "I haven't quite honed it down yet but I wanted to broach
the Board with this; see what your feelings were with it and then maybe sit down with
Steven [Richart] hone some kind of a game plan to wrap our hands around and then re-
present it to the Board and then divvy up some tasks. And what are your thoughts?"

Discussion.
Continuing the discussion on the `working Committee', Chairman Thompson said, "And
Steven [Richart] and I will sit down and hopefully sometime this year, I would like to
have something put together."
Further discussion ensued regarding different items which can be done by the Committee
Members to help with enhancing the service to the residents. Chairman Thompson ask
the Committee Members to email some ideas which they may have to Mr. Richart.
Chairman Thompson and Mr. Richart will review these ideas as they sit down and
formulate a plan of action which can be brought back to the Committee some time at a
future Meeting this year.

601. Community Development Department -Urban Beautification Services Division
Review Of Budget.
Mr. Steven Richart, Urban Beautification Services Division Manager, Community
Development Department presented this Agenda Item.

602. Community Development Department -Urban Beautification Services Division
Maintenance Items And Progress Report.
Mr. Richart introduced this Agenda Item and gave the Committee a recap of what has
been happening this past month.
With further discussion, Mr. Richart remarked that the packet that he handed out will
bring the Committee up-to-date from last month as to what has been going on with
regards to all Maintenance Items as well as the Budget Items.

603. Community Development Department -Urban Beautification Services Division
Update On Street Lighting And Decorative Sign Project.
Regarding this Agenda Item, Mr. Richart discussed how the Billing for the Street
Lighting has been done.
Mr. Richart commented, "I have updated the schedule as to where we are at with Street
Lighting here. You can see all the streets and where we are at; where we completed;
where we've got a walk through schedule; what's in progress." Discussion.
Advisory Committee Member Brown stated that if Mr. Richart could get the information
to her, she will put the information in the `Tuscawilla Today'.
Further discussion ensued, regarding the notification of the `street lighting' being done on
a monthly basis and Advisory Committee Member Brown said that if an email could be
sent to her with the updates that need to be put in the `Tuscawilla Today', that she will
take care of getting this done.

Mr. Richart gave the following information to Advisory Committee Member Brown to
have put into the "Tuscawilla Today" - "Vistawilla [Drive] and Seneca [Boulevard] we
expect to be completed in sixty (60) days." Mr. Richart then said, "Shetland [Avenue] ~•• •r
being completed, I would say roughly in ninety to one hundred days hundred (90 - 100) ~
days." Furthermore, Mr. Richart suggested the timeline might in fact be "Ninety to one C~
hundred twenty (90 - 120) [days]." ~

Discussion continued. ~
Committee Member Brown said, "Last Meeting -you authorized me to go talk to the
THOA [Tuscawilla Home Owners Association] and I have and I will keep reinforcing it."
Committee Member Brown added, "I did go to Charles Lacey who is the VP (Vice
President) of the THOA (Tuscawilla Home Owners Association) and told him that I was
authorized to allow him to have the TLBD (Tuscawilla Lighting and Beautification
District) list to be able to do that mailing. I haven't heard one way or the other but I will
keep on it to either get a `Yes' or `No' with regard to that and to the flagpole issue."

Further discussion ensued regarding the median on Vistawilla Drive; the `Adopt a Road'
program and that Advisory Committee Member Brown had discussed the `Adopt a Road'
program with Mr. Kevin Smith, Director, General Services Department and Mr. Randy
Stevenson, ASLA, AICP, Director, Community Development Department. Discussion
followed on a possible partnership with the Metro Church. Discussion ensued on the
maintenance on the median and the property near the Veterinarian's Office, to which Mr.
Richart noted, "I'll get with Randy [Stevenson] on that tomorrow."
Discussion followed on the irrigation system, water usage, the flagpole issue, and the
upcoming election for the Tuscawilla Homeowners Association.
Chairman Thompson gave a recap of the flagpole placement issue and then asked Mr.
Richart to get a Plat to review with new Members.

Commissioner Rick Brown was recognized as being in attendance.
