P & L landscaping is performing to standard. 2. Tru-Green is performing to standard on the chemical program. 3. Lightscapes is performing to standard on the low voltage lighting. 4. Fountain Doctors is performing to standard. 5. Vandalism has occurred to the Dyson entrance low voltage lighting system at a cost of $1200 for repair. A police report has been filed. 6. Repairs have been completed for the Howell Creek Entry Feature brick pavers. 7. Annuals (coleus) have been installed at the entrances. 8. More than 80 East Palatka Holly were removed for the Winter Springs Blvd. medians due to a fatal and highly contagious disease commonly called `Witches Broom'. 9. The large oak tree at Tuskawilla Road and Winter Springs Blvd. (North fountain) has been removed due to disease and a progressive decline in health. The tree was becoming a public safety hazard. 10. Incorrect billing for the Seneca entrance from Progress Energy has been corrected and the City is seeking reimbursement for 2 years of funding. The electric meter for Chestnut Estates had been billed to the TLBD by mistake. C. Phase 2 Beautification Project Construction of Phase 2 Beautification Project, Street Signs Portion, is 35% complete. a. The installation company mistakenly installed two street signs on Vistawilla Drive, outside of the TLBD. This will be corrected. b. The final order for signs and materials has arrived and will be used to complete the project. Project completion has been moved to an estimated date of July 15, 2008. c. Once the project is complete, an order will be place for spare parts to keep in stock to be used for unexpected sign repairs that may happen in the near future. Today Steve went to the entrances and found vandalism and theft at both left and right sides of entrance. On Left we found 1- 300watt Transformer was stolen $340.20 4- Spot lights were also missing $351.68 2- Stakes were broken and need to be replaced $28.00 On Right side we found 3- Spot light that were stolen $263.76 4- Stakes were also missing.$56.00 Labor will be about 1 1 /2 hours ($120.00). We have to adjust lights that have been knocked down. This also includes connectors and bulbs that have to be replaced. Total for work will be $1,159.64 We need approval in order to do the work. Unit_12._Wall - As you are aware, the brick wall for Unit 12 is located in an easement dedicated to the public which gives the "public" the right to access the wall for maintenance but ownership responsibility to the individual lot owners. This item has been discussed in the past by the Tuscawilla Lighting and Beautification District but because of the special benefit the wall provides to Unit 12 it would not be appropriate for the TLBD to expend funds for maintenance of this wall. Your recommendation of a separate taxing district for Unit 12 is a viable one. If you felt that there was a majority of residents in Unit 12 who would support this I would suggest setting up a meeting with the City Manager, Ron McLemore, to discuss requirements and alternatives. 2. Wn_t_er__Spri_ngs._Boulevard - We considered the two way traffic with cones but the width is not adequate to allow two trucks to pass. The short stretches you noticed are areas where the road base is failing and the contractor is milling six inches down and replacing with asphaltic base. This is only being done where required as it is very expensive, hence the patchwork appearance. The base work is complete and the milling and final lift which is now occurring will be done in a more consistent pattern. We expect to be complete with the next three weeks. I do have a couple of issues I'd like to bring to your attention. 1. The brick fence surrounding Tuscawilla 12 on Winter Springs Blvd and Northern Way is going to need repair soon. A pillar at the corner of Little Sparrow and Winter Springs is beginning to lean. Parts of the fence are starting to separate. Since there is no homeowners association for the subdivision there is no mechanism iri place to address these problems. Should the adjacent homeowners be unwilling or unable to make necessary repairs the problem could impact market and assessed values in the' entire Tuscawilla area in a very negative way. My suggestion is the creation of a taxing district in Tuscawilla 12 to meet the need of maintaining the structure and tending to entrances to subdivision streets. Perhaps the existing special district for Tuscawilla could address this issue. 2. The Winter Springs Blvd resurfacing project. I would like to suggest using two way traffic on one side of the divided street by the use of traffic cones to permit traffic during the work. The current system is extremely disruptive. I also don't quite understand why short stretches of work are donf; and other adjoining stretches are left undone. Of course this means that another disruption affecting the same residents will recur to accommodate the work that remains undone instead of finishing a stage of the work all at once and moving down the road. It's a mystery. If you inquired about these items and received a satisfactory response I'm good with it, but I certainly think they are questions worth asking. 3. I have a neighbor at 1602 Little Sparrow who has had a wrecked SUV parked on his driveway since the beginning of the year. He also parks a large boat in his yard. His yard is an unsightly mess. The poor devil who lives two doors down has had his home on the market for three months. Not surprisingly he has not had a single person even look at his home. What can be done to encourage the resident at 1602 to address this and clean up his act? Can something be done about the SUV? I asked the Code Enforcement folks about it about a month ago. I did not hear back from them and nothing has changed with the SUV. The problem is that we (the City) got an extremely high water bill due to an employee from RLC leaving irrigation on all night at the Tuscora entrance, on at least one occasion, and also reprogramming our battery timer to water daily the new sod installed by TruGreen. RLC also extended our irrigation system by adding (5) heads to water the new sod; all without permission from the City or the TLBD. Now, I don't want to continue beating a dead horse, but I do want to make sure that everyone understands modifications to irrigation system(s) belonging to the TLBD or the City are NOT authorized. The reason you are involved is that an employee from RLC slated to one of our contractors that direction for this activity was given by `Denise from The Reserve'. I am sure he was mistaken and that really didn't happen. Ar.=f won't happen again. There will be no backcharges to RLC for this water bill unless there continues to be a problem. Case .- closed. The technician representing the RLC reported to P&L Lawn (our company) that the irrigation (our system) for this area was left to run overnight and the timer was reprogrammed to water daily for the new sod. Obviously, none of this was done with permission from the City of Winter SDrings or approval from the TLBD Advisory Board. We are in the process of informing the HOA and compiling the delta cost for exce:>s water used since this has occurred in addition to the cost for P&L lawn to disconnect the additional heads. Unfortunately, we are not able to keep the additional irrigation in this area due to boundaries of the Tuscawilla Lighting and Beautification District and the new sprinklers being outside of that boundary; therefore, the sod will likely perish. As of this morning. I have spoken with a representative from the landscape company (and the owner is a very honorable person) and provided information on what has happened with this issue. I've had multiple complaints regarding the irrigation on Winter Springs Blvd (medians) between Greenbriar (heading east) to Northern Way. Early this morning, the irrigation in several of these areas was shooting across the street from the median in multiple locations. We had recently requested this and other issues be address in a prior email. At the time of sighting this morning, a couple of zones were on and several had just finished watering. The ones not on at the time were quite obvious due to the water being on the roadway revealing the spray pattern. We MUST get this resolved immediately or we will be forced to choose another contractor to provide irrigation services for the Tuscawilla (TLBD) contract. I do not want this to happen. Our actual service address is 001 Winter Springs Blvd @ Blue Creek -TLBD and I believe our billing is being mixed up with billing for Chestnut Ridge HOA (do not know their account info), which is at the same location. The reason I know there is a problem is that I performed a field inspection to this site and found the same meter that services the Chestnut Ridge HOA irrigation and entrances to be the one on my bill for Tuscawilla (TLBD); this information verified by turning on and off breakers and looking at the service address tag. Additionally, the kwh daily usage on this account has gone up progressively with the rise in temperature, a direct result of more irrigating from the well. Our meter should only be running low voltage lighting (photocell controlled) and stay fairly consistent from dawn to dusk, just like all of our other minor entrances throughout Tuscawilla. Attached is a photo of the meters for both entities with labels depicting who actually owns each meter. I am not sure how long this has been improperly billed, but we need to go back as far as possible to get the proper accounts credited.
