TLBD Maintenance Fund - 184
B. Maintenance Items and Progress Report
1. P & L landscaping is performing to standard.
2. Lightscapes is performing to standard on the low voltage lighting.
3. Fountain Doctors is performing to standard.
4. At the main entranced to Tuscawilla behind the fountains, several Nellie Stevens Holly
have been identified to have Witches Broom'. This condition is eventually fatal and is
known to be spread by landscape trimming equipment that is not properly sterilized.
The lawn company has been advised to not trim these shrubs unless their equipment is
properly cleaned after trimming each shrub. Staff is working on a replacement plan.
5. The landscaping at Seneca and Winter Springs Blvd. has been refreshed.
6. Several bed areas in medians along Winter Springs Blvd. were affected by the recent
freezes. Most of the plants are recovering well; however, some plant material that has
perished will need to be replaced over the next few months. Staff is working with the
lawn company to get an inventory and cost.
7. The entrance sign at Shetland has been damaged by lawn equipment. P&L will be
required to pay for repairs to this sign. The sign manufacturer has been asked to
provide a cost for repair.
8. A moisture sensor has been installed at the main entrance to Tuscawilla on the irrigation
controller. This will help conserve irrigation water in this location.
9. Insurance Coverage on Tuscawilla Entrance Signs
a. $1,000,000 limit on entire project, excluding landscaping and irrigation.
b. $1,000 deductible
c. Up to $10,000 for outdoor signs not attached to a bldg.
C. TLBD Entrance Sign Refurbishing Project
• Signs at Winter Springs Blvd. and Seneca (large monuments) are currently in
progress and being refinished by Cockerill.
• Some imperfections were noticed on a few letters at both Dyson Drive signs
that have already been refurbished. These will be refinished again to our
satisfaction.

I have noted your comments below and have done work orders for the maintenance crew. Cindy has gotten the areas that
she is responsible for and will be reacting accordingly.
After much though and spending some time at the site evaluating all the existing conditions, I have begun to formulate the
proposals for the landscape problem areas near Seneca Blvd. Attached is the 1st site as the others are still being worked
on and I will forward them when ready.
The existing conditions for this proposal are dictated by a southern face, elevated soil and the backdrop of a brick wall.
This leads me to believe that these areas tend to "bake" in the warmer months and thus my recommendation for a
replacement plant material. Let me know what you think.

Weeds in the plant beds remain a problem East of Northern Way on Winter Springs Blvd. (near Seneca Blvd.) in
the medians.
Please remove the dead tree branch (large) behind the fountain at the South side of the entrance to
Tuscawilla. It is located in the large bed area bordering the rear of houses on Leopard Trail, I believe.
Irrigation should be turned back on this Friday (after the freeze warnings). Make sure you turn back on all of
the timers that were shut off by your crew.

Please refrain from trimming the freeze damage on all foliage until the very end of February (in case we
get another freeze). Once you start trimming at the end of February, make sure to trim all dead foliage
from plants in your areas of maintenance. If there are entire plants that have died, please make sure to
forward a replacement quotation. For example, Vistawilla median (Central Florida Landscape) has
many dead gold mound duranta, these should be quoted for replacement.
All grasses should be trimmed back 50% in March.

Hi Steven,
I can go out there myself today and double check at Tuscora. I can only go by what my guys tell me when they
are working out there. I do know that debris can get stuck in the diaphragm, and then can eventually work its
way back out.
Also, I will be replacing the electrical box cover at Seneca, sometime today.

There will be a potential freeze between this Tuesday night through this Thursday morning. Please turn off
irrigation in all of your areas of maintenance in preparation for this event.
You may turn the irrigation systems back on sometime Friday of this week.
Mike Goodall - Please shut down the following reclaimed mainlines: SR 434 from SR 419 to the Greenway,
Tuskawilla Road (including the Oak Forest feeds), and Winter Springs Blvd. - These areas could also be turned
back on Friday of this week. (Shutting these reclaimed mainlines off prevents us from having to go to over 150
individual TBOS Battery timers and turn them off/on and will be a huge benefit to P&L Lawn and
CFLandscaping). Baker Irrigation will shut off the two reclaimed feeds at Village Walk.

Quick update regarding the signs;-
Vistawilla right hand side returned and erected evening of Friday 20th Feb as promised, fine tuned Saturday
morning.
Vistawilla left hand side removed Saturday morning commenced work the same day we will be replacing by
Friday 27th Feb and removing another the same day.
Have you had a moment to check the right hand side one yet? As Mark should be starting the paint work late
this afternoon or early tomorrow morning on Vistawilla left hand side and would like your approval first if at all
possible. With the increase in dimension on these signs from previous he wants to double check, as with all
artistic work it's very subjective re taste and preference. He took photo's before commencing any work to try
and follow previous lightening/marble effect as closely as possible in line with your previous instruction of less
cloudy haze than original.

The streetlight is shown on your plan as being located behind lot #4, but is actually located behind lot #3 (1605 Tiverton
Street). Please schedule for a shield to be installed within the globe of this streetlight as soon as possible to reduce the
light intrusion into the home on lot #3. This home was damaged during a fire when the streetlights were being installed
and has only recently been re-occupied by the owner. The pole # is: 6972654.

A resident is complaining that two street lights are shining into the back of his home located at 1605 Tiverton Street in
the Carrington Woods subdivision within Tuscawilla. These are street lights that were upgraded on Northern Way as
part of our TLBD Phase 2 Street Light Project. The resident is Larry @ 407-359-8429.
Could we look into installing shields on these lights to reduce the light intrusion into his home? Please let me know if we
should meet on-site or if you can go ahead and order this to occur.

Kip,
We would be happy to have these installed along the right of way areas that my division maintains and also to service
them.
I think it is a great idea in addition to the trash pickup we do on a weekly basis.
The trash receptacles we have been using (Town Center and Oak Forest Wall) cost about $1k each. There are some that
cost less but are not as durable or as aesthetically
pleasing. A couple of these could potentially be sponsored by the THOA for purchase.
Please let me know if there is anything we can do to help!

Dear Kip,
If you need to delegate this to someone else, please feel free.
There are four ladies who walk up and down Northern Way, Winter Springs Blvd and some other areas, five
days every week picking up trash.
The THOA Board asked me to contact them concerning any small supplies they might need. I did speak with
one of them, Joan and she asked if the City could add a trash barrel near the blue bench (near the entry sign) at
Sam Smith Park. Also one on Winter Springs Blvd. between the creek and the Tuscawilla Country Club tennis
courts. Apparently because there is shade and a level area adjacent to the Blvd., many workers in trucks park
there, eat their lunches and litter!
(Also, that the City would promise to regularly empty these.)
Would you please look into this and let me know?

The last Trotwood sign was replaced on Tuesday 24th March, we removed one from Winter Springs Boulevard
and have started with the strip down and corrosion work.
This particular sign has previously been removed and has 2 sets of holes and front fastening screws. Quite a
number of the screws have broken in the holes during removal due to corrosion. To keep the sign equidistantly
spaced on the monument we see the best solution to raise the sign by approx 1/2 inch for the new holes, is this

We are due for an annual change out this month and we would suggest salvia, marigolds, dusty miller, etc. Do you have a
preference?
Also, I spent some time on site yesterday and noticed some leaf drop on the Nellie Stevens holly at the far south end of
the main entry. Upon further inspection, I found this plant to be infested with sphaeropsis gall (pictures attached) and I
would like to discuss some options as to how best to deal with this non-controllable disease. Please call me when you
have a few free minutes.

1. The annuals (pansies) appear to be established and are performing
fairly well.
2. Landscaping corrections obstructing traffic views at Greenbriar have
been completed but were not enough to satisfy all the homeowners.
Additional work is being planed and this proposal will be forwarded
when ready.
3. Frost/freeze damages are visible on the turf areas and some of the
more sensitive plant species. We will be holding off on removing any of
the freeze damaged plant material until after March 1 and it will take
a substantial period of warm weather to get the turf in a growth mode
and thus "green up". After we can determine if the damaged plant
material will recover, we will provide estimated costs to replace the
permanently damaged plants.
4. Treatments to control tea scale on the 11 Nellie Stevens holly trees at
the main entry will be continued.
5. Weeding of the landscape beds and annual beds will continue to get
high priority during the winter months due to the large numbers of
winter annual weeds expected.
6. Steven has requested that the crape myrtles throughout the site not
be pruned this year.
7. During the winter months we will also be removing drooping tree
branches and removing any low growing tree branches throughout the
site.
8. A number of dead and/or poorly performing plants (not related to cold
damages) will be removed with upcoming services and these beds will
be maintained as empty plant beds for the time being. Steven and
Thom documented these bed locations and pictures were taken to
provide the crew with the locations of these plants.
9. At the main entry at Tuskawilla Road, we will be "limbing up" the small
trees behind the south fountain area to provide approximately 5-6' of
clear trunk. We will also be raking level the wood chip pile at the N/W
property corner so as to allow the turf nearby to run into this area
and eventually cover it. Please note: there are 3 small landscape
lights in this location that should be removed and/or relocated
because if left sitting in a turf area, they will likely be damaged.
10. We have applied for and been granted a City of Winter Springs
Arborist License.

will be scheduled to be replaced next month and possible varieties
include dusty miller, salvia and marigolds. We will look for directions
from Steven as to what to use.

down to good live wood areas. After we can determine if the damaged

5. Broadleaf weed control treatments (especially for dollarweed) will be
scheduled this month. Hot spots include the area behind the fountain

6. We will cut the azalea plants back about z way in the azalea bed in the
median just west of Gazelle Trail in an effort to help bring these
plants back and in a fuller form.
7. Weeds treatments "over the top" will be initiated in the jasmine beds
especially in the east end locations around and near Seneca Blvd.
8. A proposal for planting additions into the current potato vine locations
will be prepared and sent to Steven.
9. Overall, and excluding the freeze damages, the site looks great.
