Richart Office: 407- 327 -5976 Fax: 407- 327 -6695 Email: srichartOwintersprincisfl.orci A. Budget 1. TLBD Maintenance Fund 184 B. Maintenance Items and Progress Report 1. P L landscaping is performing to standard. 2. Lightscapes is performing to standard on the low voltage lighting. High voltage up- lighting on the North side of the main entrance has been upgraded due to water damage. The South side will be upgraded to match in November. 3. Fountain Doctors is performing to standard. A new algaecide is being tested in place of chlorine to keep the fountains looking nice. It is a copper sulfate based granular algaecide that is advertized to last for several months between applications. 4. Annuals are scheduled to be replaced in early November for the holiday season. Poinsettias will be installed at select locations around the 2 week in December. 5. Mulching of the entrances and medians will take place in November /December. C. Winter Springs Blvd. Plant Replacement Project Tom MacCubbin is an urban horticulturist emeritus with the University of Florida Cooperative Extension Service. Write to him at: TomMac1996Ca1aol.com with any questions about your landscaping. Tom was hired as a landscaping consultant for this project. As part of the project, replacement landscaping is being installed using the philosophy of 'right plant, right place' with an emphasis on sustainability and water conservation. 1. Phases 1 &2 of the planting project have been completed for the following areas. a. Main Entrance at the fountains Winter Springs Blvd. and Tuskawilla Road. b. Winter Springs Blvd. medians from Tuskawilla Road to the entrance at Arrowhead. 2. Phase 3 will begin in 2 -3 weeks with the installation of cold hearty plants starting at the East end (Seneca) of the Winter Springs Blvd. medians heading West. 3. We will be limited on the types of plants that can be installed until March 2010 due to the possibility of freeze damage. Planting of cold sensitive materials will resume after March 2010. D. TLBD Irrigation Retrofit Project 1. Three bidders have submitted a proposal for this project as follows: a. LSP Nursery $63,635.57 b. Bruce Hage 86,650.00 c. Newberg Irrig. $87,000.00 The Advisory Board should decide at this meeting whether to move forward with the selection of a vendor, modify the scope of the project, or delay the project until a future date. If a vendor is not selected for recommendation to the City Commission at this meeting, bids will be cancelled and all bid securities returned to the bidders until such time as the Advisory Board wishes to move forward with the project. Staff has presented the Advisory Board with several options for the irrigation project at the Special Meeting on 9/16/09. Please keep in mind that State Law requires all automatic irrigation systems to have a switching device that will interrupt irrigation system operations when there is adequate rain or an abundance of moisture in the soils. Currently the irrigation systems on Winter Springs Blvd., in the medians, do not comply with this requirement. H F. F. H H H H H F. F. F.
