P & L landscaping is performing to standard. 2. Lightscapes is performing to standard on the low voltage lighting. The South high voltage lights are scheduled to be replaced this month due to old fixtures shorting out repeatedly. 3. Fountain Doctors is performing to standard. 4. Annuals were replaced with petunia in early November 2009 and will be due for replacement again at the end of February 2010, maybe sooner depending upon the weather. 5. Mulching of the entrances and medians was completed in December 2009. 6. There have been several hard freezes this winter which have damaged areas with cold sensitive plants and turf including the TLBD Entrances and Winter Spring Blvd. medians. Some of the material has perished while most will take a while to recover. Our plan is to do a massive pruning of dead foliage in early March 2010, after the threat of additional freezes has passed. In spite of the appearance, research has shown that the dead foliage will help to insulate plants from additional damage from further cold weather. 7. There was a recent rate increase for reclaimed water in Winter Springs. 8. The Tuscawilla Home Owner's Association graciously donated funding for the Christmas Decorations installed at the entrances to Tuscawilla recently. All decorations were purchased at Marge's Specialties in Orlando. There have been many positive comments about the decorations from residents. 9. The City Commission has approved the installation of an American Flag and pole at the median on Winter Springs Blvd. and Seneca Blvd. ( #23) by the Tuscawilla Home Owners Association. 10. The street light base rate was reduced by the City Commission beginning January 1, 2010 in response to a rate reduction from Progress Energy. The new rate is $14.02 per street light per month, just $ .22 less than before. C. Winter Springs Blvd. Plant Replacement Project 1. Phase 3 will begin in March 2010 with the installation of sustainable plants starting at the east end of Winter Springs Blvd., in medians ( #21,22,23). St. Augustine sod will be eliminated where possible in light of the upcoming water restrictions and cost increases. 2. Several bed areas of dead /dying plants have been 'filled in' on the Winter Springs Blvd. medians from Northern Way to Northern Way (Glen Eagle area). Staff will be reviewing plants that have suffered damage from the freezes for potential replacements. D. TLBD Irrigation Retrofit Project 1. LSP Nursery is in the project design phase and should be ready for construction to begin in approximately 30 days, once the signed and sealed plans have been approved by the City. 2. LSP Nursery has allowed $1,591.32 as a credit toward the contract cost for the donated Hunter Irrigation Controller and Modules for this project. A main cause for these first 2 items is because of the large volume of irrigation being applied to help establish the new landscape plantings. • One of the new wax myrtle bushes in the back has been lost due to a lack of irrigation and we will replace it. • A couple of azaleas along the back property line close to winter Springs Blvd. are showing signs of drought stress and will need more water. Dyson Entry: Howell Branch Road Entry: Deer Run Entry: Overall Comments: • Construction activity continues in the front and to the east of the Country club Entrance • Most of the Iigustrum trees have been shaped with only a few remaining to be done. • Mulching was in progress and had been completed from Tuskawilla road to the east side of Northern Way at this point. • The annuals will be switched in November and will be a combination of red and white petunias. • Many of the crinum lily clumps have been cleaned up and the remaining clumps should be finished within the next month. • Broadleaf weeds (dollarweed) are becoming more visible but with daily temperatures falling, herbicide treatments for this weed can now be safely applied. • Dry areas are beginning to show up but many of these spots are already being addressed as Louis was seen working on this site during this inspection. P & L LAWN MAINTENANCE MAINTENANCE INSPECTION REPORT Tuscawilla Lighting & Beautification District 11/16/09 Thomas Payne Main entry at Tuskawilla road north side: • One of the new wax myrtle bushes in the back has been lost due to a lack of irrigation and we will replace it next week. • More of the new azaleas are showing signs of wilt and the recent cut back of the irrigation requested by Steven to 2 days a week is not going to satisfy the establishment needs of these plants and the irrigation will have to be increased. • The gold mound duranta plants in the planter boxes need to be trimmed. Main entry at Tuskawilla road south side: • There is a dead wax myrtle that Steven has requested that we replace and this should be done next week. • Weed control is needed in the paver cracks around the fountain. • More of the new azaleas are showing signs of wilt and the recent cut back of the irrigation requested by Steven to 2 days a week is not going to satisfy the establishment needs of these plants and the irrigation will have to be increased. • The gold mound duranta plants in the planter boxes need to be trimmed. I wanted to know if there was a different drawing that showed more of the homes and drive ways for my LA to show the directional bores on the drawing. Also do you need submittles for the directional pipe that I am going to use? Also can we use the directional as the sleeve for the wire or do you want the conduit though the sleeve? Is there going to be a letter going out to the home owners along the project about digging in there yards or is it city r -o -w- and we should be ok? Let me know how you want to handle that. I am going to give the drawings to my LA and should get something back by the end of the week. SR 434 Winter Springs, FL 32708 Re: Street Light Base Rate Reimbursement Effective January 1, 2010 Dear Manager: The City of Winter Springs is sending this notification because _ a Neighborhood Association you represent has an agreement for reimbursement of the City's Street Light Base Rate (SLBR). _ A new SLBR usually becomes effective on January 1 of each year and is determined based upon cost adjustments regulated and approved by the Florida Public Service Commission (FPSC). Progress Energy has recently notified- the City of a price adjustment that became effective January 1, 2010. In response to this price adjustment the City Commission agreed to decrease the SLBR reimbursement by $.22 for, a new total of $14.02 per month (01/11/10 Agenda Item C-201), effective for the January 2010 billing cycle. As a reminder, all requests for payment must meet the following criteria to qualify for reimbursement by the City. • Reimbursement requests for street lighting must be made to the City on a quarterly basis no later than 45 days following the last Progress Energy invoice of the reimbursement period. Examp /e: (January, February and March Progress Energy invoices must be submitted for reimbursement no later than 45 days after March 31 of the same year). No reimbursements can be made later than 45 days following the last invoice date of the qualifying quarter. • Reimbursement requests must be accompanied by an invoice to the City from the Neighborhood Association along with a copy of each paid street lighting invoice from Progress Energy for the qualifying month of reimbursement. Reimbursements will not be made for invoices that have not been paid by the Neighborhood Association.
