Comparison Worksheets Articles I -IV
Article IV. Governing Body, Section 4.09, Judge of qualifications, Pg 20
My concern is that the language currently used does not require the council to act on either the election or
qualifications of its members. I would like to see language introduced that ensures action is taken as soon as a problem
is discovered.
Article IV. Governing Body, Section 4.10, City Clerk, Pg 21
Remove super majority requirement.
Article IV. Governing Body, Section 4.11, Investigations, Pg 22
My concern is that the language currently used does not require the council to act, simply that they 'may make
investigations.' While I understand that this grants the ability to do an investigation, I would like to see the council
compelled to investigate "the affairs of the city and the conduct of any city department, office or agency."
Article IV. Governing Body, Section 4.12, Independent Audits, Pg 23
In the spirit of making this as clear as possible I suggest that a date be specified for the audits to be completed by.

Article IV. Governing Body, Section 4.14, Pg 25

Include in the Winter Springs Charter, The last two sentences of the Model charter, Article II, City Council, section 2.13,
Ordinances in general, (b), That begins with "Every emergency ordinance" and Section 2.14 Emergency Ordinances in
its entirety.
