From: Joel Busher I wish to address this committee in order to propose a preamble to the charter for city of Winter Springs. First as a resident of Winter Springs I wish to thank the Charter Review Committee for the work they are now doing and for giving us a demonstration of democracy in action. The right to correct or amend our city charter as well as our state or federal constitution has its source from our Dedaration of Independence that says, "We hold these truths to be self - evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.." This right to have a city charter and to repair and amend it is a demonstration of our liberty and this liberty according to our Declaration of Independence is an inalienable right granted by our Creator. Therefore I, like many Americans, believe we ought to Rem ` - „ offer gratitude to Him who we own this incredible blessing.lIf we neglect the Source of our inalienable rights can we expect the Giver of those rights to continue to bless us with them. George Washington in his First Inaugural Address as president and public servant said, " No people can be bound to acknowledge and adore the Invisible Hand which conducts the affairs of men more than those of the United States. Every step by which they have advanced to the character of an independent nation seems to have been distinguished by some token of providential agency.." I agree with these sediments and I hope you agree as well. So having limited time I wish to read the 3rd modification of my proposal for a preamble to the charter for the city of Winter Springs keeping in mind that I do not pretend that the wording is without flaws but gladly offer the wording as is or to be amended or as simply as an example to the Charter Review Committee. The third modified reads, Preamble "We the citizens of the City of Winter Springs, desiring the blessing of Almighty God give gratitude to the Maker of our liberty, and finding security in representative government established by the people for their encouragement, happiness, and fulfillment do seek the orderly administration of civil government."
