Amendment to the Charter of the Winter Springs
This is a submission to the Charter Review Committee for an amendment to the Charter of Winter
Springs. This addition would be a preamble to the charter consistent with the fundamental principals
our nation's Declaration of Independence, the subscription clause of the US Constitution and Florida's
State Constitution.
To begin with the four legal principals of the Declaration of Independence are as follows,
1. As nation we received our inalienable rights from a Creator.
2. Are representatives are to appeal to the Supreme Judge of the world for the rectitude of their
decisions.
3. We as nation are to rely on Divine Providence
4. We are a nation under the "Laws of Nature and Nature's God ".
The subscription of the Constitution of the United States is as follows.
"Done in Convention by the Unanimous Consent of the States present the Seventeenth Day of
September in the Year of our Lord one thousand seven hundred and Eighty seven and of the
Independence of the United States of America the Twelfth In witness whereof We have hereunto
subscribed our Names... "
1. Constitutional interpretation recognizes that every word of the Constitution has equal authority
therefore the United State's Constitution by its very wording acknowledges Jesus as "Our Lord"
2. The Constitution of the United State must be legally bound and intrinsically tied to the
Declaration of Independence by the words "the Twelfth" and thus the four fundamental principals of
the Declaration are incorporated into the Constitution.
The Florida Constitution recognizes God with gratitude.
CONSTITUTION
OF THE
STATE OF FLORIDA
"We, the people of the State of Florida, being grateful to Almighty God for our constitutional liberty,
in order to secure its benefits, perfect our government, insure domestic tranquility, maintain public
order, and guarantee equal civil and political rights to all, do ordain and establish this constitution.
Therefore, I, Joel Busher, a citizen of the great state of Florida and of the United
States and a resident of the city of Winter Springs seek and encourage an adoption
of an amendment, a preamble, to the charter of Winter Springs to precede Article I
in the following words,
Preamble
"We the citizens of the City of Winter Springs, desiring the blessing of Almighty God
give gratitude to the Maker of our inalienable rights, do find security in representative
government established by the people for their encouragement, happiness, and
fulfillment by the orderly administration of civil government."
