Authorization
REQUEST: Utility Department Requesting Authorization to enter into Joint Planning Activity
with the City of Longwood related to alternative water supply issues.
PURPOSE: The purpose of this Board item is to authorize staff to continue alternative water supply
discussions with the City of Longwood including a letter of cooperation formalizing our
intent to pursue mutually beneficial solutions to the long term water supply issues in the
region.
CONSIDERATIONS:
This agenda item is needed for the City Commission to authorize staff to further explore
the feasibility and desirability of Winter Springs providing Longwood a nominal amount of
reclaimed water to meet the long term water supply needs for the city of Longwood. Staff has
had two meetings with Longwood and their consultants to discuss water supply, sanitary sewer
service, and reclaimed water supply. The attached letter from Longwood summarizes their
request.
It appears that supplying Longwood with a nominal amount of reclaimed water,
estimated at 100,000 gallons per day, could meet their water supply needs for the next 20 years.
It is envisioned that this would occur subsequent to the Lake Jesup augmentation facility coming
on line in the next few years. Preliminary discussions also have reviewed the possibility of
Longwood diverting an equivalent amount of sanitary sewer flow to Winter Springs to
guarantee suffiicient reclaimed water was available for Longwood without compromising service
to the residents of Winter Springs.
The planning and feasibility review would continue along these same lines. However, the
water management district has requested Longwood submit a more formal letter from the City

of Winter Springs providing conditional support of Longwood's request for reclaimed water as
part of Longwood's Consumptive Use Permit process.
FUNDING:
No expenses are anticipated at this time.
RECOMMENDATION:
It is recommended that City Commission authorize staff to continue alternative
water supply discussions with the City of Longwood including a letter of cooperation
formalizing our intent to pursue mutually beneficial solutions to the long term water
supply issues in the region.
IMPLEMENTATION SCHEDULE:
Staffwill provide Longwood a letter of intent to work together to find mutually
beneficial solution to the water supply needs of region including providing reclaimed water to
the City of Longwood.

As you know, the St. John's River Water Management District is requiring all water utilities to
obtain an alternative water supply by the year 2013. The City of Longwood has been focusing its
efforts up to this point in partnering with Seminole County on the Yankee Lake Regional Water
Treatment Facility to obtain potable water generated via the treatment of surface water from the St.
John's River. Upon reviewing the costs and proposed agreements for this project the City decided to
expand its options and began discussions with the SR-46 cooperators group as well as with your
city for the Winter Springs Lake Jesup Reclaimed Augmentation Project.
Through preliminary discussions among city staff it was determined that a partnership aangement
on the development of the Winter Springs Lake Jesup Reclaimed Augmentation Project surface
water treatment facility with a Longwood connection to the Winter Springs reclaimed system near
the Winter Springs western wastewater treatment facility will be beneficial for both cities. Based on
those discussions, the City Commission of the City of Longwood was presented all of the options at
their July 7, 2008 meeting and voted in favor of moving forwazd with the Lake Jesup project.
This letter will serve as our notification that we intend on working closely with you and your staff
in the near future to achieve a successful project that will be a model for development of alternative
