HomeMy WebLinkAbout_2009 03 12 City Commission Workshop MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP MARCH 12, 2009 CALL TO ORDER The Workshop of Thursday, March 12, 2009 of the City Commission was called to Order by Mayor John F. Bush at 6:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Joanne M. Krebs, present Commissioner Jean Hovey, present Commissioner Rick Brown, present Commissioner Gary Bonner, present Commissioner Sally McGinnis, absent City Manager Kevin L. Smith, present City Attorney Anthony A. Garganese, present City Manager Kevin L. Smith briefly addressed the City Commission. Chief of Police Kevin Brunelle spoke on the Lock Box program and stated, "Since Wednesday, yesterday, over twenty (20) people have signed up for it. And in addition to those twenty (20) people signing up for the Lock Box system, they also signed up for the `RUOK'." Chief Brunelle added, "I would like very, very much in addition to take the time to thank you all -Commissioner Krebs, you brought this up and we checked into it and then the Commission bought into it unanimously." Further discussion. Commissioner Jean Hovey suggested that since the Citizen Advisory Committee Meeting was not held last evening, "Maybe you could send something out to all of those people that normally would have attended about that." Chief Brunelle noted, "Not only am I going to do that; we're actually preparing a flyer to go out as a community alert as we speak." Chief Brunelle further spoke on other efforts he was doing. C[TY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP -MARCH 12, 2009 PAGE 2 OF 4 Commissioner Gary Bonner said to Manager Smith, "Perhaps this would be newsworthy to the Florida League of Cities?" Commissioner Bonner then said to Mayor Bush, "As the Chair of our Tri-County League of Cities, you may want to bring this forward to our local organization as well." Mayor Bush suggested that as he will not be able to attend Tri-County League of Cities, perhaps Deputy Mayor Krebs could bring this issue up. Deputy Mayor Joanne M. Krebs also suggested that this could also be brought up at a Council of Local Governments in Seminole County [CALNO] Meeting; and added, "If there are no objections from the Commission, the Chief (of Police) and I had talked about - we are actually in the process of finding out if any of our sister cities in Seminole County are utilizing any type of program like this. What we would like to do is go to their Commission Meetings and present it, once we have what Captain (Kevin) Presley is working out." No objections were voiced. With further discussion on reaching residents of Hacienda Village and special needs residents, Commissioner Hovey stated, "I can send it out to the PTA (Parent-Teacher Association) Presidents also." Commissioner Rick Brown then mentioned to Chief Brunelle about employees in his company wanting to volunteer and stated, "If you get permission from the Boards of Hacienda Village or Tuskawilla Trails, I am sure I could find some folks who could go door to door and make sure that everybody has that." Chief Brunelle stated, "That would be great." REGULAR AGENDA REGULAR 600. Police Department -Code Enforcement Bureau Requesting Consideration By The City Commission To Re-Evaluate The Commercial Vehicle Ordinance Section 20-434. As Directed At The February 9, 2009 Commission Meeting. Mayor Bush opened "Public Input" on this Agenda Item. Mr. Kenneth Bordner, SSO Oak Court, Winter Springs, Florida: was opposed to restrictions on individuals having company trucks; and commented on garage sale slgnage. Mr. Albert J. Gauvin, Jr., 70 South Fairfax Avenue, Winter Springs, Florida: thought ladder racks should be acceptable. CITY OF W[NTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP -MARCH 12, 2009 PAGE 3 OF 4 Mr. Richard Petry, 40 Tarpon Circle, Winter Springs, Florida: spoke about commercial vehicles and Homeowner's Associations and suggested there be guidelines for size for acceptable commercial vehicles. Discussion. Mr. Oral Nussbaum, 209 Buttonwood Avenue, Winter Springs, Florida: commented on assisting trades people and that they need a place for their vehicles; agreed there should be some restrictions; and thanked the Mayor and City Commission for their efforts as Elected Officials. Mr. Andy Brunkala, 709 Ironwood Court, Winter Springs, Florida: remarked about an employee living in the City with a commercial vehicle and their need to be on call. Mayor Bush closed "Public Input" on this Agenda Item. Chief Brunelle began the discussion on this topic. Captain Glenn Tolleson, Code Enforcement Bureau, Police Department addressed the City Commission on this Agenda Item and noted that complaint calls had stopped. Discussion. Deputy Mayor Krebs then said, "I would hate for -homeowners that need to park in the street be unable to park in the street because there are too many commercial vehicles which are larger." Deputy Mayor Krebs added, "I just don't want us to create a problem." Captain Tolleson remarked, "I could work with Anthony (Garganese) to fix that language." Mayor Bush again opened "Public Input ". Mr. Albert J. Gauvin, Jr., 70 South Fairfax Avenue, Winter Springs, Florida: commented on a personal issue related to parking and his lawn. Mayor Bush again closed "Public Input ". Discussion. Mayor Bush mentioned that a large truck had parked in his church's parking lot and said to Captain Tolleson, "Would you -watch that?" Captain Tolleson responded, "We will take care of that." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP -MARCH 12, 2009 PAGE 4 OF 4 Mayor Bush said to Staff, "You did a good job." Mayor Bush again opened "Public Input". Mr. Albert J. Gauvin, Jr., 70 South Fairfax Avenue, Winter Springs, Florida: suggested there be a place in the City for the parking of commercial vehicles. Mayor Bush again closed "Public Input". Next, Mayor Bush suggested to Manager Smith, "Getting this on the Agenda for a change at our next Meeting?" Manager Smith stated, "Yes, Sir." Mayor Bush added, "Or as soon as we can get it." Deputy Mayor Krebs noted, "Yes, as soon as we can." Deputy Mayor Krebs remarked, "It is a Consensus for next Meeting." City Attorney Anthony A. Garganese explained, "We are going to need to take that to the Land Planning Agency because it is in the Zoning District Regulations; so, they would have to make a recommendation..." Deputy Mayor Krebs remarked, "...Okay...." Attorney Garganese continued, "... So, I will prepare the Ordinance. We will get it on the next LPA (Local Planning Agency) Agenda and hopefully you will see it soon thereafter." Brief comments followed on Ordinance and Meeting processes.
