CALL TO ORDER
The Regular Meeting of Monday, November 10, 2008 of the City Commission was called
to Order by Mayor John F. Bush at 5:15 p.m. in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

Mayor Bush read an email sent by Commissioner Joanne M. Krebs related to asking if
the City Commission would agree to having Invitations for guests of the newly Elected
Officials.
Brief comments were made.

RECOMMENDATION OF COMMISSIONER KREBS AND DO A SIMPLE
CEREMONY WITH A SIMPLE RECEPTION AFTER THE CEREMONY AT
THE DECEMBER 8TH [2008] CITY COMMISSION MEETING FOR OUR
NEWLY ELECTED COMMISSIONERS -AND INCLUDE THE INVITATIONS."

Mayor Bush mentioned a meeting he attended with the University of Central Florida's
Incubator Director and noted there would be a forthcoming presentation on the status of
this project; and also mentioned the possibility of a new company in this area.

Deputy Mayor Gilmore asked about the status of parking on lawns.
Discussion ensued with Captain Glenn Tolleson, Code Enforcement Bureau, Police
Department.
Deputy Mayor Donald A. Gilmore stated, "We had parking on streets as one issue and
parking on the lawns as a separate issue. They were not tied together."
Captain Tolleson remarked, "If we don't allow on-street parking in some areas, that's
putting them in the yards." Deputy Mayor Gilmore asked, "Did you tie them together, or
did the Commission tie them together?" Captain Tolleson explained, "I did at that
Meeting."
Further discussion followed on an upcoming Ordinance due to the City Commission, and
Commissioner Rick Brown suggested that this subject may need to be a Special Meeting.
Continuing, Commissioner Brown suggested, "We probably may need Andrea (Lorenzo-
Luaces, City Clerk) to provide us with what we actually asked for and what the actual
request was in that Motion that we made to have this done." Mayor Bush added, "I think
what Commissioner Brown is recommending is something to give Andrea (Lorenzo-
Luaces) time to research it and get it out to everybody."

With discussion, Manager McLemore stated, "Our dilemma in trying to address that issue
off getting people off their yards was we had to have a place to put them, and the only
place that was available was street parking. So, to conclude that they weren't connected
-they have always been connected, right from the beginning."
Manager McLemore added, "It may be two (2) different Ordinances and I would agree
with you on that; but we had to determine to what extent, the Commission was going to
be willing to allow on-street parking in order to really be able to effectively enforce the
Ordinance against parking on lots.
And, so that we were supposed to get to at the end of this Trial period so you can make
the Policy decision as to whether you want to go forward with this or not."
Captain Tolleson then said to Commissioner Brown, "If you think I have missed
something, I will be happy to research it and get back to you."
Discussion ensued on holiday parking issues and Mayor Bush added, "I think the
Commission may want to consider making that a Policy so that - on the Holidays, you
would waive that, especially with this causing problems, and I wouldn't know why you
wouldn't want to include Thanksgiving in that as well."
Discussion.
In terms of the Special Meeting, Captain Tolleson explained, "Just so I am going to have
it prepared - I am talking about gated communities; talking about parking in the yards;
and I am talking about parking in the streets and -where it is not supported; as well as
what's going on in all municipalities around us."

OUT OF THE NINE (9) MONTH SURVEY AND THAT MEETING SHALL BE

THE THANKSGIVING AND CHRISTMAS HOLIDAYS AS WE DID LAST
YEAR. YOU HAVE THOSE STIPULATIONS GLENN (TOLLESON), I AM
SURE, CORRECT? THAT WE INSTITUTE THAT FOR THE 2008
HOLIDAYS." COMMISSIONER McGINNIS ADDED, "HOW ABOUT
THANKSGIVING THROUGH NEW YEAR'S." MOTION BY COMMISSIONER

Next, Commissioner Sally McGinnis asked if there would be enough chairs for tomorrow
night's Veteran's Memorial Ceremony.
Commissioner McGinnis then noted she had been asked to serve on the South Seminole
Hospital Women's Advisory Board.
Lastly, Commissioner McGinnis asked about the upcoming Council of Local
Governments in Seminole County Meeting (CALNO) which is being hosted by the City
of Winter Springs in December.
PUBLIC INPUT
Mayor Bush recognized the two (2) newly Elected Commissioners, Commissioner-Elect
Jean Hovey and Commissioner-Elect Gary Bonner.
Ms. Mary Alice Wilder, 710 Boysenberry Court, Winter Springs, Florida: spoke about a
suggestion that the Holiday Parade venue be moved to the Winter Springs Town Center
and sponsors.
Mayor Bush suggested that Ms. Wilder provide a copy of her Report be given to the City
Clerk who could then provide it to the City Commission. Ms. Wilder stated, "Sure, not a
problem."
Discussion ensued on parking. Commissioner Brown suggested that resident Avery
Smith be contacted as she voiced an interest in assisting with Special Events. Mayor
Bush suggested that resident Mark Fischer be involved with the proposed Spring Concert.

Mr. Bob Rucci, 973 Turkey Hollow Circle, Winter Springs, Florida: commented on
funding; matching funds; and a possible three (3) prong approach.

Ms. Eloise Sahlstrom, ASLA, AICP, Senior Planner, Community Development
Department addressed the City Commission on the Capital Improvements Program.

A possible Workshop in April or May was suggested by Ms. Sahlstrom; and Mayor Bush
suggested that Department Directors should be involved in any Workshops.
Mayor Bush asked, "If the Commission moves forward with this and as this is an
Ordinance, and then at these Workshops, the Commission decides to change these things,
do we have to Amend the Ordinance?"
Attorney Garganese stated, "Right, because you are adopting the attached Exhibit
schedule, so it would require - an Ordinance to Amend."

And The Annual Update To The Capital Improvement Element (CIE) Required By
Rule 9J-5.016 FAC (Florida Administrative Code) And Chapter 163, Part II, F.S.
(Florida Statutes) And Amending Other Elements Of The Plan As Needed To
Ensure Internal Consistency.

page flyer..." Commissioner Brown noted, "...In the water bill." Manager McLemore
stated, "We'll just have to make sure."
