REQUEST: The Public Works Department requests the City Commission validate the
staff recommendation finding the Inwood Office Building Phase I site to be
built in substantial accordance with the Final Engineering plans and to
accept the potable water and sanitary sewer infrastructure for ownership
and maintenance.
PURPOSE: The purpose of this Agenda Item is to request the City Commission validate the
staff recommendation finding the Inwood Office Building Phase I site to be built
in substantial accordance with the Final Engineering plans and to accept the
potable water and sanitary sewer infrastructure for ownership and maintenance per
Section 9-178 in order for Certificates of Occupancy to be issued.
APPLICABLE CODE:
Section 9-178. Required Improvements to be completed prior to building on lots;
exceptions.
(c) Where the building official has an authoritative method of assurance that the
improvements will be completed in accordance with approved plans, such as withholding
occupancy, the building official may issue building permits upon advising the developer
that all or partial occupancy will be restricted until satisfactory completion of the
improvements has be accomplished.
(d) ... Certificates of occupancy will not be issued until all improvements are accepted
by the city commission.
CONSIDERATIONS:
• The 3.86-acre Inwood Office Building site is located on the north side of Dovera Drive
within the Oviedo Marketplace DRI Parcel 14A.

• Phase I consists of a new 30,000 SF office building and related site infrastructure and
landscaping improvements. The 30,000 SF building is under construction and is
expected to be complete within the next several weeks. Phase II will add another 15,000
SF of office space and additional parking.
FINDINGS:
1) The site has been constructed in substantial accordance with the Final Engineering
plans approved by the City Commission on July 23, 2007, except as noted on the
attached site punchlist, Exhibit A.
2) All City agencies have found the work to be acceptable, except as noted on Exhibit A.
3) The engineer-of-record has certified the sitework and provided a draft set of record
drawings.
4) The developer has provided atwo-year maintenance bond for the water and sewer
utilities being turned over to the City for ownership and maintenance.
5) The developer has provided signed utility easement agreements to the City for all
onsite utility easements.
6) The FDEP sanitary sewer clearance applications have been approved by the City and
returned to the developer for submission to FDEP. FDEP approval must be obtained
prior to a Certificate of Occupancy.
RECOMMENDATION:
Staff recommends that the City Commission validate the staff recommendation
finding the Inwood Office Building Phase I site to be built in substantial accordance with
the Final Engineering plans and to accept the potable water and sanitary sewer
infrastructure for ownership and maintenance, subject to satisfactory completion of all
site punchlist items listed in Exhibit A.
IMPLEMENTATION:
The Certificate of Occupancy can be issued after Commission approval and
satisfaction of all site punchlist items listed on Exhibit A.

The following items must be completed prior to issuance of a Certificate of Occupancy:
1. Replace damaged detectable warning mats (several locations).
2. Repair asphalt damage near the front building entrance.
3. Install the ribbon curb at the project phase line per the plans.
4. Install the speed limit sign on the entrance road per the plans.
5. Repair low spots in the parking area that puddle after storms. These are mostly along the east
side of the parking lot median islands at the west side of the site.
6. Complete all site landscaping and irrigation. Contact Steve Richart (321-689-1417) for
inspections.
7. Clean the stormwater system after all sitework is complete. Erosion control should be installed
and maintained while site construction is ongoing.
8. Complete installation of parking lot lighting.
9. Clean the entire site including all dirt, trash, and construction debris.
10. At the side entrance to the parking lot, replace the curb returns on both sides. These are
awkward looking and the vertical portion of the curb should not jog into the travel lane. Suggest
using FDOT Index #304 (CR-20) per the sketch below:
