Authorization
The Community Development Department requests the City Commission consider a
request from the Tuscawilla Home Owners Association (THOA) for permission to
install a flag pole and American Flag in a public roadway median at the main entrance to
the Tuscawilla Subdivision.
PURPOSE:
The purpose of this agenda item is for the City Commission to consider a request of the
Tuscawilla Home Owners Association to install a permanent thirty (30') foot tall flag
pole and American Flag in a public median located at Winter Springs Boulevard and
Tuskawilla Road.
CONSIDERATION:
On February 15, 2006, Chairman Gary Hillery brought a request before the Tuscawilla
Lighting and Beautification District Advisory Board (TLBDAB) from the THOA to
sanction support for installation of two flag poles at the main entrance to the Tuscawilla
Subdivision at Tuskawilla Road. The proposed location of the flag poles at the time was
behind the fountain features.
At the same advisory board meeting the TLBDAB unanimously voted to decline the kind
offer of the THOA to install flag poles at the main entrance to Tuscawilla and suggested that
an area such as a City Park would be a more suitable location for flag pole installations.

On October 18, 2006, a Director of the THOA Board appeared for public input at a
regular TLBDAB Meeting to request the Advisory Board reconsider their support for the
installation of flagpoles at the main entrance to Tuscawilla. During this discussion Staff was
requested by the TLBDAB to review, with the City Engineer, the possibility of installing a
flagpole in the center median (public property) at the main entrance to Tuscawilla.
On June 9, 2008, at a regular City Commission Meeting, and during public input, Pamela
Caroll of the THOA made a request of the City Commission for the THOA to have
permission to use the center median located at Tuskawilla Road and Winter Springs
Boulevard for installation of a single flag pole. The City Commission requested the issue
come back as an agenda item for discussion.
According to Ms. Caroll, the THOA desires to mail a survey to every address within the
Tuscawilla Lighting and Beautification District (TLBD) to determine the level of
community interest for installation of flag pole(s) as summarized below (residents will be
asked to check one):
1. I/We support installation of two (2) flag poles, each directly behind
the water feature on the North and the South sides of the main
entrance to Tuscawilla.
2. I/We support installation of one (1) flag pole in the center median at
Winter Springs Boulevard and Tuskawilla Road at the main
entrance to Tuscawilla.
3. I/We do not support the installation of flagpole(s) at any location of
the main entrance to Tuscawilla.
If the survey is favorable to choice #2, and if the City Commission grants consent, the
THOA would consider moving forward with the installation of a thirty (30') flag pole and
an American Flag located at the center median on Winter Springs Boulevard and Tuskawilla
Road at the main entrance to Tuscawilla.
Staff wishes to inform the City Commission of low voltage lighting currently located in
the proposed installation site (median) which was installed by and is operated by the TLBD.
The lighting system could potentially be utilized to light the flag as per established protocols.
STAFF RECOMMENDATION:
Staff recommends the City Commission decide whether to allow the Tuscawilla Home
Owners Association (THOA) permission to install a thirty (30') foot tall flag pole with the
United States Flag in the public property median located at Winter Springs Boulevard and
Tuskawilla Road, as requested.

Regarding the proposed flag pole in Winter Springs Boulevard, !understand that the f{ag
pole will be approximately 40-feet east of the median nose at the Tuskawilla Road
entrance, and it will be centered in the 12-foot median. This is an acceptable location,
and it meets the app{icable FDOT clear zone design criteria, which requires a minimum
of 4-feet from the face-of-curb to a roadside object.
