HomeMy WebLinkAbout_2007 11 29 City Commission Emergency Special MinutesCITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION EMERGENCY SPECIAL MEETING NOVEMBER 29, 2007 CALL TO ORDER The Emergency Special Meeting of Thursday, November 29, 2007 of the City Commission was called to Order by Mayor John F. Bush at 5:06 p.m. in the West Conference Room of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Sally McGinnis, present Commissioner Robert S. Miller, present Commissioner Rick Brown, present Commissioner Donald A. Gilmore, arrived at 5:07 p.m. Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, present City Attorney Anthony A. Garganese, present City Manager Ronald W. McLemore addressed the City Commission regarding the situation related to funds held with the State Board of Administration (SBA). Commissioner Donald A. Gilmore arrived at S: 07 p. m Next, Manager McLemore commented that he would be holding a Meeting tomorrow at 8:00 a.m. with the Department Directors regarding the current issue. Manager McLemore also suggested the City Commission not hold the currently scheduled Special Meeting for Monday, December 3, 2007. Mr. Steven Alexander, Managing Director, Public Financial Management, 300 South Orange Avenue, Suite 1170, Orlando, Florida: via telephone, Mr. Alexander addressed the City Commission regarding this situation. The City Commission then discussed for the Record why they were not previously notified about this issue. Discussion. Mr. Michael S. Blake, 711 Canadice Lane, Winter Springs, Florida: addressed the City Commission on this situation. Deputy Mayor Sally McGinnis suggested that the City Commissioners refer questions to one (1) contact. Manager McLemore commented that the City Commission could do that. Mr. Blake remarked that there should be one voice addressing people's questions about this issue. Mayor Bush added that there should be one (1) piece of paper that has the standpoint that the City is taking. Commissioner Robert S. Miller commented that he agreed and suggested that Manager McLemore put something together. Mayor Bush remarked that something should be put together tomorrow morning. Manager McLemore said that the City should tell people that we are evaluating the situation and are working with the State to restructure the situation. Further discussion. Continuing, Mayor Bush suggested that the Manager put together a one (1) page document that the City Commissioners could use to answer reporters and anyone else who has questions. Discussion. Next, Manager McLemore stated that he would make up a statement and would fax it to the City Commissioners. Further discussion. Commissioner Rick Brown inquired about why the City did not have an Investment Manager to which Manager McLemore replied that typically smaller Cities relied on the State Board of Administration's (SBA) expertise and that having an Investment Manager would be something to look at in the future. Next, Manager McLemore again suggested that the City Commission not hold the Special Meeting planned for Monday, December 3, 2007 in which Deputy Mayor McGinnis remarked that she agreed. No objections were noted. Continuing, Manager McLemore stated that the City needed to put the message out to their employees on this issue. Commissioner Joanne M. Krebs commented that she agreed that this be done.
