JUNE 11,2007
CALL TO ORDER
The Workshop of Monday, June 11,2007 ofthe City Commission was called to Order by
Mayor John F. Bush at 4:00 p.m. in the Commission Chambers of the Municipal Building
(City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

City Manager Ronald W. McLemore, arrived at 4:04 p.m.
City Attorney Anthony A. Garganese, arrived at 4: 13 p.m.
A moment of silence preceded the Pledge of Allegiance.

600. Community Development Department
Requesting The City Commission To Listen To A Presentation On Workforce
Housing And Take Action As They Deem Appropriate.
Mr. Randy Stevenson, ASLA, Director, Community Development Department presented
this Agenda Item, saying, "I wanted to introduce Tom Tomerlin. Tom is a Principal
Planner with Seminole County. A lot of the information that you see presented here
tonight came as a result of a Task Force that Tom chaired over the past - about eight (8)
months. And trying to address it at the [Seminole] County level and also - specifically
the Seminole County and some of the municipalities this question of Workforce
Housing. "
City Manager Ronald W McLemore arrived at 4:04 p.m.

Regarding the numbers for workable hours per year, City Manager Ronald W. McLemore
asked, "Based on what income?" Mr. Stevenson replied, "Based upon the average
income for these as established in the Orlando Metro area." Mr. Stevenson continued, "I
don't have the hourly figures, but this was based on the hourly figures from 2006 for
those particular workers, an average. 1 don't have those currently, but 1 can find them."
Further discussion.
City Attorney Anthony A. Garganese arrived at 4: 13 p. m.
Manager McLemore asked, "Do these numbers reflect only the cost of the mortgage or
the cost of utilities, taxes, insurance, all in?" Mr. Stevenson replied, "All in - Utilities,
taxes - everything associated with housing."
Mr. Tom Tomerlin, Principal Planner, Seminole County, 1101 East First Street, Sanford,
Florida: addressed the City Commission.
Discussion continued.
Commissioner Rick Brown asked, "How many businesses are leaving - or relocating, due
to the fact that they don't have enough qualified workers?" Mr. Stevenson replied,
"Commissioner, 1 don't have a number on that at this point and time. 1 don't know that
we have a tremendous amount leaving. 1 know it is a concern when people look to come
into this area."
Regarding rentals, Mr. Stevenson commented, "That has become less of an option, than 1
think than maybe it was a number of years, when 1 came to Florida - it was always an
option to rent. So, we're trying to address that and wrap that into Workforce Housing;
that it's not just an ownership issue, but it's also the ability to rent that one (1) bedroom
or two (2) bedroom apartment for a whole house of four (4)."
Further discussion.
Deputy Mayor Sally McGinnis asked if they could receive copies of the presentation; to
which Mr. Stevenson replied, "You will."

Regarding public/private partnerships, Mr. Tomerlin remarked, "There is something that
I wanted you all to be aware of. It's a funding source that the State has re-upped this year.
It's called the CWHIP Program. And this acronym stands for 'Community Workforce
Housing Innovation Program.' And they allotted somewhere around sixty-two, sixty-
three million dollars ($62,000,000, $63,000,000) state-wide for this program. And this
program requires that you develop a public/private partnership with the Developer, to
provide Workforce Housing. Typically what I've seen in the applications that were
accepted last year; this program is only a year old; were that the public end of the
partnership was a donation of land of some sort. So, I'd just throw that out there so you
know that something's out there on the radar screen with respect to there is some State
funding available there."
Deputy Mayor McGinnis commented that perhaps we should explore this.
Continuing, Deputy Mayor McGinnis commented, "Shane Doran's company has a long
history of developing for Workforce Housing. It is a serious commitment from their
family and their business." Deputy Mayor McGinnis continued, "That is good, we might
keep that in mind."
Further discussion.
Commissioner Joanne M. Krebs suggested that businesses be brought in that create the
jobs that allow their staff to afford the houses that exist in our market.
Discussion continued.
With further discussion, Mayor Bush mentioned getting copies for the City Commission.
Mr. Stevenson stated, "... We will get copies."
Deputy Mayor McGinnis mentioned she would like to know what other cities are doing.
Mr. Stevenson replied, "Sure."
Lastly, Mayor Bush suggested that Mr. Stevenson put PDF's on the City's Website which
would save money.
ADJOURNMENT
Mayor Bush adjourned the Workshop at 5:08 p.m.
