REQUEST: Mayor Bush requesting the City Commission to approve a general fund
supplemental appropriation of $8,350 to fund a Strategic Economic Development Plan for
the Seminole Way Program.
PURPOSE: This agenda item is needed to fund Winter Springs" pro rata share of the Seminole
Way Strategic Economic Development Plan.
CONSIDERATIONS:
The Seminole Way Initiative is a program designed to attract high valued jobs along the State
Road 417 corridor. Substantial work has already been performed establishing the program at no
cost to the City. The next phase involves a focused economic development plan.
Although everyone in the County benefits from the attraction of high valued job creation in the
County, effected communities bordering the S.R. 417 corridor are Winter Springs, Oviedo,
Sanford, and Seminole County.
The pro rata allocation of cost of this next phase of the program is as follows:

FUNDING: Funding of this study will require a supplemental appropriation from the general
fund in the amount of $8,350.
RECOMMENDATION:
It is recommended that the Commission consider approval of an $8,350 supplemental
appropriation to fund the City's pro rata share of the Seminole Way Strategic Economic
Development Plan.

Dear Mayor Bush,
Subject: SeminoleWAY Initiative Associated with State Road 417 in Seminole County
As you know, the Seminole County Board of County Commissioners with the partnership of the
cities of Oviedo, Winter Springs and Sanford as well as the Seminole County Regional Chamber
of Commerce, initiated a comprehensive study of the area generally associated with the subject
corridor. The objective of the study was to create a strategic economic development plan
focused on attracting high value/high wage jobs and businesses to our communities. I am very
pleased to announce that very significant progress has been made in this study effort. After
receiving Board authorization in January 2008, the consulting team led by Real Estate Research
Consultants (RERC) has produced a comprehensive Industry and Facilities Analysis along with
an accompanying Land Use Analysis.
To date, this study effort has been conducted at a substantial savings compared to original
estimates. While the Board approved scope of services estimated project costs to be
approximately $140,000, it is believed a solid and comprehensive study can be completed for a
total project cost of approximately $95,000. This cost savings is largely due to the exceptional
job the consultant team and staff have had in stretching resources and the inherent passion
associated with this groundbreaking effort. The Board of County Commissioners has already
invested $70,000 toward the study, or nearly 75% of the project's total cost. This letter is being
respectfully sent to our three partner cities of Oviedo, Sanford, and Winter Springs requesting
their participation by covering the remaining $25,000 (or approximately $8,350 per City) needed
to complete the study.
I am confident you will agree that your City's $8,350 investment will produce substantial
dividends for both the residents and businesses within your city.
