Winter Springs Fire Department
- Lowest pay in the Seminole County Public safety system
- Substandard Public Safety retirement benefits in
comparison with surrounding communities.
- Lowest manpower levels per capita except for Seminole
County.
- Oldest Fleet of Trucks
- 25 year old mini pumper (Volusia County)
- 2 - 16 year old "Class A" engines. Eng 26 and back up
Eng 124.
- 2 Rescue Trucks R26 and R24 due for replacement in the
next few years.

- Fire Department is currently 15% under budget.
$690,000 of a 4.7 million dollar budget. As
acknowledged by the City Manager during
commission meeting.
- Fire Assessment provides Status Quo, no
enhancements.

$48,396. ($2,274,620 / 47 Firefighters)
- Seminole County Firefighter Average Base Salary
- 07/08 - $54,400 11 % Difference

Consolidation Assumptions
- Consolidation is answer to Winter Springs budget problems
and the Controversial Fire Assessment Fee.
- There will be budget savings to both the County and Winter
Springs.
- Operationally Fire/EMS service will be the same.
- The cost of consolidation will be a wash to both entities.
- There will be an increase in Fire Assessment Fees
(from the County) to the WS citizens with a decrease in the
numbers of FF per capita.
"The Winter Springs Firefighters will not have to worry about the
details. All pension and pay issues will be addressed in any
Consolidation agreement." Winter Springs and County officials

Pension
- Winter Springs Pension Plan is unique
- It may be the only plan like it in the whole State.
- Does not address Public Safety career assumptions
- Firefighters and Police have the same plan as general
employees.
- Seminole County has Florida Retirement System, FRS
- FRS has Special Risk class with retirement adjustments
appropriate to length of career in Fire, Police, EMS.
WS Pension cost are 16% of Employee's Salary.
Seminole County (FRS) costs are 20% Employee Salary.
7/1/2008 FRS has increased costs to 22% each employee.
Consolidation Pension Savings
For Seminole County
Several tenured Firefighters in the Winter Springs Pension
will not be able to complete adequate time in the County's FRS
Pension Plan upon consolidation. Due to their age and time vested
in the WS pension plan. These Firefighters will have to stay
within the WS Plan.
The numbers of Firefighters affected will be approximately 24
- 20 Firefighters and 4 Fire Administration personnel.
-The Delta 7/1/08 Difference of FRS / WS pension 6% an employee.
- The County has refused to pay this Delta to WS consolidated FF's
- 6% x 24 FFs x $54400 (SC average salary) _ ~7g,336
- $78,336 / $4,545,441 (SCFD pension budget) = 1.72%

- Seminole County consolidated Firefighter salary
savings will also be included in all employee
benefit costs. 11 % savings for all benefits.
- Overtime, Special Pay, Social Security Matching,
Health and Life Insurance, Workers
Compensation.
- Total savings (estimate) $500,000 a year.
