REQUEST: Public Works Department - Stormwater Division providing the City
Commission information regarding stormwater utility rates in Seminole
County and the City's stormwater management activities
PURPOSE: The purpose of this agenda item is to provide the City Commission information
regarding stormwater utility rates in Seminole County and the City's stormwater
management activities
CONSIDERATIONS:
· The City of Winter Springs has a stormwater utility fee imposed on all developed property
in the City:
o On residential properties, the fee is $5.50 per ERU (dwelling unit)
o On commercial properties, the fee is based on the amount of impervious area, with
each 2,123 square feet of impervious area equal to one ERU ($5.50).
o Developed properties with privately owned stormwater systems are eligible to
receive a 25% discount if they have properly designed and maintained stormwater
treatment facilities.
· The stormwater utility fee generates approximately $1.0 million in revenues per year. All
stormwater utility fees collected must be used exclusively to pay for costs associated with
the stormwater management system.
· The chart on the following page shows the current stormwater utility rates for the seven
incorporated cities in Seminole County. Four of the seven cities have rates higher than
Winter Springs, while two (Lake Mary and Sanford) have lower rates.
· The City's current stormwater utility fee of $5.50 per ERU is sufficient to fund the
Stormwater Division and maintain an acceptable level of service. No changes to the fee
are under consideration.

· In April 2006, the Florida Department of Environmental Protection formally adopted the
Total Maximum Daily Loads (TMDL) and their allocations for Lake Jesup. A TMDL is
the maximum amount of a given pollutant that a water body can absorb and still meet
water quality standards, including applicable water quality criteria and its designated uses
(e.g. drinking, fishing, swimming). The TMDLs for Lake Jesup are set for Total Nitrogen
(TN) and Total Phosphorus (TP). The Lake Jesup Basin stakeholders, including the City
of Winter Springs, are currently preparing a Basin Management Action Plan (BMAP). The
BMAP is a document that will define the load reduction allocations among the affected
parties and provide a description of the load reduction activities to be undertaken,

including structural projects. The BMAP will identify a timetable for implementation and
the potential funding sources. The City's TMDL obligations are uncertain at this time, as
are the estimated costs to achieve compliance. However, in anticipation of TMDL
obligations, a total of approximately $400,000 has been identified in the 5-year stormwater
capital improvements plan for future TMDL water quality projects. The nature and scope
ofthese projects are unclear at this time but are expected to be more clearly defined as the
BMAP and the City's TMDL Master Plan are completed within the next year.
. The City's Stormwater Division has recently implemented pond littoral and tree planting
programs. A pond's "littoral zone" refers to the shallow transition zone between dry land
surrounding the pond and the open water area. The installation of trees and other aquatic
plants in the littoral zone is recommended by the Florida Department of Environmental
Protection and offers the following benefits:
o Improved water quality through the uptake of nutrients (pollutants) by the plants
o Habitat preservation for fish and aquatic wildlife, which benefits water quality
o Improved pond bank stabilization
o Enhanced pond aesthetics and establishment of a natural buffer
o Seed source for additional native plants
The water quality benefits of the littoral planting program are important given the
forthcoming TMDL obligations. Since the program was implemented last year, a total of
approximately 25,000 littoral plants and 200 trees have been planted (see photos below).
