RE: SIGN VARIANCE FOR TEXACO AT S.R. 434 AND HAYES ROAD
Dear Don:
Please find enclosed the information that you requested for the above mentioned variance. We realize
that our request must represent some type of hardship or circumstances that do not result from the actions
of the applicant. We feel that our request meets this criteria. .
Weare requesting the following variances:
1. Texaco canopy logo is 16 feet high due to clearances needed for gas delivery or truck height
clearance. The total sign areas will be located on 3 sides of the canopy, north, east and west,
totaling 129.30 square feet (5.6 feet for the "star" and 37.5 square feet for the Texaco name).
Similar approvals have recently been granted to a Hess gas station via a developer's agreement.
In that approval the developer's agreement allows 193.5 square feet of internal and building
signage. This Hess canopy signage is also above 16 feet for truck clearance. We compare
favorably with only 129.30 square feet of canopy signage and request an area to be no greater
than 24 square feet (3x8) for an awning sign on the convenience store that will be no greater than
15 feet 16 inches high. Thus, total internal and building signage that we are requesting is as
follows: '
Internal/building signage of 153.30 square feet to be not greater than the top of the gas station
canopy standard height of 19.6 feet (see photos and attached canopy drawing).
2. Based upon the restrictions of the ground mount sign of32 total square feet, we are req~esting a
variance to include total area of 110 square feet, which is consistent with recent gas
station/convenience store approvals via a developer's agreement for the Hess station on State
Road 434. Our signage (see attached) will only be 10 feet high which is under the allowable 12
foot high restriction for ground mount signs.

The reason we need the additional square footage is two fold; I.) a display of gas prices like other
gas s~tions on State Road 434 is needed, and ;2.) there is not sufficient space to display tenants or
co-brand business that will be operating as fast food providers inside the convenience store. This
concept is widely used by other operators such as the new Hess station and places our project at a
competitive disadvantage without such approvals. It is important to note that our ground mount
sign, as proposed, would only be 10 feet high compared to the Hess sign that was approved at 13
feet 1 inch (see attached). Due to the use and need to display gas prices this variance is
requested. Without this variance we would be at a severe competitive disadvantage compared to
all other gas stations in the City of Winter Springs if we were unable to adequately display gas
prices. To offset this variance we agree to lower our sign height to 10 feet from the allowable 12
foot height.
It is also important to note that we have agreed to donate valuable frontage property to the City of
Winter.Springsat NO COST to the city for right of way improvements. We have had a very good
working relationship with the city's staff.and look forward to the council's favorable review.

FROM: Antoinette Jardin, Secretary of the Board of Directors, Hacienda Village Co-op, Inc.
RE: Texaco Station being built at 581 E. State Road 434
Problems which should be investigated and corrected before any variance by Brossier Company is
considered.
(1) There has been no work done on the site at 581 E. State Road 434 for at least one (1) week.
(2) All heavy equipment has been removed. Why has work stopped?
(3) The area which was excavated three (3) weeks ago between lots 13 and 14 LaVista Circle (see
attached map) to connect to sewer lines remains open. It is an eye-sore and a definite hazard.
La Vista Circle is not fully accessible because of barriers remaining in the street.
(4) The temporary six to eight foot fence which was erected after complaints from a resident of
Hacienda Village, was subsequently opened in one section to allow heavy equipment access to the
sewer connection between lots 13 and 14 LaVista Circle. To date, this section is still open and our
property is again easily accessible to State Road 434.
I would like the City of Winter Springs to take an active interest in the welfare of the tax paying
residents of Hacienda Village.
When a business elects to build in an area adjacent to established residences which will be negatively
impacted, said business should abide by established codes.
Any increase in lighting as a result of larger signs is sure to have a negative impact on residents
whose homes are adjacent to the filling station.
