FEBRUARY 4, 2002
I. CALL TO ORDER
The Workshop of Monday, February 4,2002 of the City Commission was called to order
by Mayor Paul P. Partyka at 7:00 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

A mcment of silence was followed by the Pledge of Allegiance.
II. AGENDA
A. Office Of The City Manager
Discussion Of Issues Pertaining To The Proposed Dyson Drive Annexation.
City Manager Ronald W. McLemore introduced tonight's topic for discussion and spoke
on the merits of becoming a City of Winter Springs resident.

Mayor Partyka opened the "Public Input" portion of this Workshop.
Mr. Don Spotts, 965 Tuskawilla Road, Winter Springs, Florida: spoke about this
annexation issue and stated that he had been promised a map and additional information,
which he had not yet received.

In regards to advertising this Workshop, Manager McLemore stated, "The Meeting was
put in the letter that I sent to you last week to make sure that you knew about this. I
believe it has gone out at least once more, I'm not sure. But I need to go back and look at
that. "
In reference to the annexation area map, Manager McLemore stated, "We will put a map
in the material going out tomorrow - actually Thursday or Friday." Commissioner
Michael S. Blake suggested, "We could actually get this gentleman a map before he
leaves though, can't we?" Mr. Earnest McDonald, Advanced Planning Coordinator,
Community Development Department stated, "Yes, we can do that."
Deputy Mayor Cindy Gennell suggested that a map be shown on the Commission
Chambers screens for the benefit of those in the audience.
Mr. William S. Brewer, 1089 Howell Creek Drive, Winter Springs, Florida: spoke of
property values; City Code Enforcement regulations regarding trees; services provided by
the Seminole County Sheriffs Office; and Seminole County Fire/Rescue services.

With discussion, Commissioner David W. McLeod commented on the Commission being
available should anyone have a concern, and stated, "You can contact any of us to discuss
your problems."
Mr. Jan Smed, 1059 Dyson Drive, Winter Springs, Florida: inquired if there would be
assessments on the installation of sidewalks. Mr. Smed also spoke on the issue of
drainage.
Discussion.
Mr. John Donahue, 1120 Howell Creek Drive, Winter Springs, Florida: commented on
the placement of the walls.
Mr. Dave Wofford, 1096 Dyson Drive, Winter Springs, Florida: remarked about the
location of the walls and signage issues.
Commissioner Edward Martinez, Jr. spoke for the record about the Tuscawilla
Homeowner's Association.
Mr. Dennis Pearson, 1072 Dyson Drive, Winter Springs, Florida: spoke of wall signage,
drainage, and traffic calming issues.

Discussion followed on traffic calming devices. Commissioner Blake stated, "I would
hope that we could find other solutions than traffic speed bumps. That really is
detrimental to the community in terms of evaluations, and again that penalizes one
hundred percent (100%) of the people, one hundred percent (100%) of the time."
Commissioner Robert S. Miller remarked about the effective traffic calming devices on
the west side of Winter Springs.
Mr. Jim Boland, 1108 Black Acre Court, Winter Springs, Florida: stated his concern
with property values, signage, and stated that he was opposed to the proposed annexation.
Mr. Mike Condon, 1604 Dyson Drive, Winter Springs, Florida: spoke on behalf of his
mother and suggested moving the proposed Dyson Drive entrance back farther from
Tuskawilla Road so that his mother would not lose any land due to construction. Mr.
Condon then spoke about boats and City Code Enforcement.

Mr. Ed Porterfield, 1108 Otter Lane, Winter Springs, Florida: commented on the current
Dyson Drive entrance and stated his opposition to the proposed annexation.
Ms. Kyle Brinton, 1075 Dyson Drive, Winter Springs, Florida: spoke in favor of the
proposed annexation.
Mr. Tony Sostenuto, 1113 Black Acre Trail, Winter Springs: remarked about his
concerns with the proposed signage.
Mr. David Coburn, 1088 Howell Creek Drive, Winter Springs, Florida: spoke in favor of
the proposed annexation.
Mr. Benton Bonney, 1118 Dove Lane, Winter Springs, Florida: as an amateur "Ham"
radio operator, he voiced his concerns with potential Code Enforcement issues regarding
communication towers.
Mr. John F. Muller, 1069 Deer Run Drive, Winter Springs, Florida: commented on
utility taxes.
Ms. Brenda A10nger, 1133 Howell Creek Drive, Winter Springs, Florida: spoke III
opposition to the proposed annexation.

Ms. Susan Diamond, 1097 Dyson Drive, Winter Springs, Florida: spoke in favor of the
proposed annexation and bringing the community together.

Mr. Moti Khemlani, 605 Morgan Street, Winter Springs, Florida: also spoke in favor of
the proposed annexation effort.
Ms. Mary Mead, 1130 Black Acre Trail, Winter Springs, Florida: expressed her support
of the proposed annexation.
The "Public Input" portion of this Workshop was closed.
Discussion.
III. ADJOURNMENT
Mayor Partyka adjourned the Workshop at 10:00 p.m.
