Bush at approximately 11 :52 a.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor John F. Bush, present Deputy Mayor Michael S. Blake, absent Commissioner Robert S. Miller, absent Commissioner Donald A. Gilmore, absent Commissioner Sally McGinnis, present Commissioner Joanne M. Krebs, present City Manager Ronald W. McLemore, absent City Attorney Anthony A. Garganese, absent REGULAR AGENDA REGULAR 300. Office Of The Mayor Discussion Of Issues Related To The Florida League Of Cities March 2006 Legislative Action Day Events. Discussion. Commissioner Sally McGinnis said, "If you will look at your packet - they have given us an assignment - that is what the [Florida] League [of Cities] does." Commissioner Joanne M. Krebs stated, "I have invited them all to the Breakfast - from all of us, the Winter Springs Delegation." Further discussion ensued. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MARCH 2 1,2006 PAGE20F3 Commissioner McGinnis remarked, "The fact is they all know the [Florida] League's [Of Cities] Agenda. That is the truth. So everybody is going to be telling them the same thing; so if you can come in - and localize it." Mayor Bush stated, "In our case - they know the local issues." Commissioner McGinnis added, "Home Rule." Mayor Bush stated, "I went to Lee Constantine's Town Meeting and I actually got up and spoke about that - matter of fact he wrote me a letter which I think you all got a copy of where he said he would in fact support it. So we need to just thank him for it and..." Commissioner McGinnis noted, "... We will be watching your Vote." The issue of Workman's Compensation and previous discussions with the Honorable Sandy Adams was discussed next. Workforce Housing was then discussed to which Commissioner McGinnis stated, "We are not talking low income." In arranging to pursue this subject more, Mayor Bush suggested, "You need to say - you either make a Motion, or say, 'I need a Consensus' ." With further discussion on Workforce Housing, Mayor Bush suggested a Special Meeting be held where we can "Be educated, like last night - that needs to be the only thing - Staff is focused on it, we are focused on it." Commissioner Krebs noted, "That is probably one thing we definitely want to bring up with everyone that we speak with next week is affordable housing." Mayor Bush asked, "Why don't we get more information before we go up there." Further discussion followed on this issue. Mayor Bush added, "What the Commission can do though is - the talk on densities, say - 'This is the way it goes. You do this, you can have this'." Mayor Bush added, "Might be a question to ask Anthony [Garganese] to make sure." Regarding the actual Legislative Action Day, Mayor Bush said he would be driving up to Tallahassee on the 29th, [Of March 2006], and "I will probably miss the Breakfast." Mayor Bush then explained that he would be attending a Mayor's Meeting there at 2:00 p.m., but would be available from "Nine o'clock to - two o'clock. Why don't we use that as the time to try to schedule - appointments." Commissioner Krebs noted, "The Clerk's Department is trying to do that." As to these appointments, Mayor Bush then said, "[Lee] Constantine; [Sandy] Adams; and [David] Mealor - if we can do those - nine [o'clock a.m.], ten [o'clock a.m.], or eleven [o'clock a.m.]." Commissioner Krebs then said to Mayor Bush, "Will you be our spokesperson?" Mayor Bush responded, "Sure." CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - MARCH 21, 2006 PAGE30F3 Mayor Bush remarked, "I think we just really hit them all on the Home Rule issue..." Commissioner Krebs stated, "...Yes..." Mayor Bush continued, "...Which is on Florida League's [Of Cities] Agenda, and we use our own example which they should be somewhat familiar with, to say the least. And 1 think that would be our main thrust." Furthermore, Mayor Bush added, "And affordable housing." Commissioner McGinnis commented that regarding "Workforce housing - 1 will make copies of what 1 have." Mayor Bush added, "And then this opposing the 'Prempting local franchising authority for cable services' - we can talk about that one too." Discussion. Mayor Bush stated, "At that Breakfast, you are going to hear from the [Florida] League [Of Cities], so you will get some information 1 won't know about." Commissioner McGinnis remarked, "The Lobbyist Act - whatever you call it, - don't expect a lot of those to come to the Breakfast." Mayor Bush stated, "You would think what the [Florida] League [Of Cities] would do, is say, 'Breakfast costs ten bucks ($10.00), so they come and pay their ten bucks ($10.00) - we will ask them about that too. " Mayor Bush said to Commissioner McGinnis and Commissioner Krebs, "As soon as 1 get in town, 1 will call you to see where you are." Mayor Bush spoke then of contact information. Next, Mayor Bush stated, "Once Andrea [Lorenzo-Luaces, City Clerk] gets the appointments, you will let us know that." Discussion. Tape I/Side B Further discussion.
