Consolidation: Advantages
^ Eliminates the need for fire assessments, and places fire
services costs back on the property tax rolls.
^ Reduces the City millage to 2.2268, far below the statutory
roll back and maximum millage levy limitations imposed by
last minute actions of the Legislature in this session.
^ The County MSTU provides a dedicated revenue source for
fire and emergency medical services.
^ As a result, fire and emergency medical services do not have to
compete with other General Fund services for funding each year.
^ Additionally, the taxpayer knows exactly how much they are paying
for fire and emergency medical services.
Consolidation: Advantages
^ The County MSTU spreads the cost of fire and emergency
medical services over a much larger tax base.
^ There is considerably more opportunity for growth in the
county wide MSTU tax base due to higher amounts of
commercial and industrial properties in the County, as
compared with the City, and a larger opportunity for new
development, as compared with the City.
^ Can be implemented without loss of services or quality.
^ For all intent and purposes, fire services in the County are
already consolidated under uniform operational protocols
and development procedures.
Consolidation: Advantages
^ Can be implemented through an interlocal agreement
binding the parties to terms and conditions.
^ The interlocal agreement can be structured to allow the City
to take fire services back from the County if consolidation
does not prove to be satisfactory.
^ There is already an example o f a highly successful
consolidation in Altamonte Springs.
Consolidation: Advantages
^ Provides current City fire and emergency medical personnel
with better pay, benefits, promotions, and advancement
opportunities.
^ Will help stabilize the cost o f fire services to Winter
Springs' residents more effectively than the City retaining a
separate department.
Consolidation: Advantages
^ Will eliminate four positions over time, costing $300,000
today.
^ Allows the City to focus its resources upon other high
priority services.
^ For example, the need for expanded law enforcement services
associated with the downturn in the economy, and preventing rising
rates of violent crimes in cities in Central Florida from spilling over
into our city.
Consolidation: Disadvantages
^ Even though service levels would be secured by an
interlocal agreement, the City would give up the day-to-day
control over operating decisions.
Consolidation: Summary
^ Consolidation appears to be a win-win situation for
taxpayers and City employees.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF WINTER SPRINGS FLORIDA, INDICATING ITS INTENT
TO CONSOLIDATE FIRE SERVICES WITH SEMINOLE
COUNTY CONTINGENT UPON SUCCESSFUL NEGOTIATIONS
OF AN INTERLOCAL AGREEMENT BETWEEN THE CITY
OF WINTER SPRINGS AND SEMINOLE COUNTY; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, economic conditions are making it progressively more difficult for the City to fund
the level of fire and emergency medical services that our residents desire, and
WHEREAS, the consolidation of the Winter Springs' Fire Department with the Seminole County
Fire Department appears to provide a more efficient method of continuing the current level of fire and
emergency medical services the residents of the City currently enjoy, and the long term stabilization of
the cost of fire and emergency medical services provided to Winter Springs' residents, and
WHEREAS, the City Commission recognizes that the City of Altamonte Springs has previously
successfully consolidated its fire department with Seminole County and that a similar consolidation in
Winter Springs may be beneficial to Winter Springs and Seminole County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF WINTER SPRINGS, that the City intends to pursue consolidation of fire and emergency medical
services under the authority of Seminole County, subject to negotiating an interlocal agreement mutually
acceptable to the City and the County.
NOW, BE IT FURTHER RESOLVED THAT THE CITY shall expedite and prepare a draft
interlocal agreement to present to Seminole County no later than fifteen (15) days from the adoption of
this Resolution.
This Resolution shall become effective immediately upon adoption
DONE AND ADOPTED by the City Commission of the City of Winter Springs, Florida, on this
the 2151 day of May, 2008.
