REQUEST:
The Community Development Department -Planning Division requests the City Commission hold a
Public Hearing for the Aesthetic Review for the Starlight Baptist Church, located at the N.W. corner
of the intersection of Hayes Road and East Bahama Road. Site signage and future enclosure of the
existing covered basketball court are not included in this request and will be addressed later.
Aesthetic review for the dumpster enclosure, signage, the railing above the retaining wall, and
possibly other structures are not part of this review and will be addressed separately at
another time.
PURPOSE: To encourage creative, effective, and flexible architectural standards and cohesive
community development consistent with the intent and purpose of Article XI -Minimum
Community Appearance and Aesthetic Review Standards.
APPLICABLE LAW AND PUBLIC POLICY:
Sections 9-600 through 9-606 of the City Code
CHRONOLOGY:
July 10, 2006 -Conditional Use to expand the Church in the R-lAA Zoning District
July 10, 2006 -Variance to allow stabilized grass parking
Apri12, 2008 - P&Z recommend final engineering/site plan approval
CONSIDERATIONS: The plan is to construct a new 30,167 SF building (with a 783 seat
sanctuary, classrooms, and offices) and provide additional parking for the expanded facility and
generally bring the site into conformance with Code. The existing structures are proposed to
remain, with the covered basketball court eventually being enclosed. A development agreement
(DA) will address limiting future expansion, hours of operation, scheduling a sidewalk along E.
Bahama Road (require a sidewalk when the roadway is paved), positive light spillage onto Hayes
Road at the site ingress/egress, parking setbacks, screening the bus parking, landscape and
grassed parking maintenance, overnight accommodation for visiting pastors and/or visiting
singing groups. Other pertinent issues could also be included in the DA.

The Final Engineering/Site Plan contains a landscape plan to screen the parking and noise from
the adjacent neighborhood. Minor field modifications and additional plantings will be required
to ensure adequate screening of utility items.
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as may be required. The procedures for review and approval are set forth
in Section 9-603.
The City Commission may approve, approve with conditions, or disapprove the application only
after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications of the proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The proposed building and associated improvements will be compatible with
each other on the subject site and with the surrounding community.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
There are no other future developments currently proposed or approved in this
area of the City.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other
building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
The proposed 30,167 SF building is a church and looks like a church. It should
and is proposed to stand as a positive feature in the neighborhood. Its style does
not appear excessively similar or dissimilar to that of other structures in the
immediate area.

The applicant's team has worked with staff to provide adequate definition to the
east (Hayes Road side) and south (E. Bahama Road side) elevations of the new
building. Provision of banding, quoins, spandrel glass windows, doors,
archways, keystones, split-faced masonry, the cross, and steeple provide
character, depth, and verticality to the Hayes Road elevation. Staff encouraged
the applicant to extend the steeple height to 65 feet, in conjunction with the
cross, to add verticality. The porte-cochere, banding, and windows provide
character to the south elevation. A standing seam metal roof is provided over the
main portion of the structure, with metal the over the protrusions, the steeple,
and the porte-cochere. The light poles and downward-directed fixtures have
been reviewed, found acceptable, and staff recommends the bronze color metal
poles in lieu of concrete.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
The proposed building has a contextually appropriate architectural style and
includes design features and detailing that accentuate the building and enhance
the established character of the existing structures on the site.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The aesthetic review package, subject to the conditions set forth herein, meets
the requirements of the City's design criteria as specified in the Code. Items not
addressed in this review (e.g. signage, dumpster enclosure, railing at top of
retaining wall, and enclosure of the covered basketball court) require separate
aesthetic reviews.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The project is attractive and will be an asset to the community, given the
architectural enhancements already mentioned.
FINDINGS:
• The building elevations include architectural detailing adding to their appearance and to the
quality of the project.

• The attached Aesthetic Review package and the associated revisions is consistent with the
requirements in the approved conceptual and proposed final engineering/site plans.
STAFF RECOMMENDATION:
Staff review found the applicant's request for Aesthetic Review in compliance and recommends
approval, subject to the bronze color metal light poles.
