Authorization
REQUEST: Public Works Department requesting authorization to enter into a
contractual agreement with Underwater Engineering Services, Inc. for
construction of the Gee Creek Bank Stabilization Project at Hacienda Village
in an amount of $300,000, funded by the Natural Resources Conservation
Service and Hacienda Village.
PURPOSE: The purpose of this agenda item is to request authorization to enter into a
contractual agreement with Underwater Engineering Services, Inc. for
construction of the Gee Creek Bank Stabilization Project at Hacienda Village in
an amount of $300,000, funded by the Natural Resources Conservation Service
and Hacienda Village.
CONSIDERATIONS:
• At the January 28, 2008 City Commission meeting, the Commission provided authorization
to enter into a Project Agreement with the Natural Resources Conservation Service (MRCS)
for the Gee Creek Bank Stabilization Project at Hacienda Village.
• At the March 10, 2008 City Commission meeting, the Commission provided authorization
to enter into a contractual agreement with CAPTEC Engineering, Inc. to provide
professional engineering services for the project. The design is now complete and the
project is ready for permitting and construction.
• The Project Agreement with NRCS is part of the Emergency Watershed Protection
Program (EWP), a national program which responds to emergencies created by natural
disasters and provides funding assistance to local entities. The EWP program is designed

to help people and conserve natural resources by relieving imminent hazards to life and
property caused by floods, fires, windstorms, and other natural occurrences. Under the
terms of the Project Agreement, the Gee Creek project must be completed by June 30,
2008.
• Underwater Engineering Services, Inc. (UESI) was selected as the contractor early on in the
design process due to their recent experience with similar projects, their availability and
willingness to perform the work within the time constraints of the NRCS Project
Agreement, and they were recommended by NRCS and CAPTEC. Due to the emergency
nature of the project and the June 30, 2008 federal funding deadline, the contract was not
advertised for bidding.
FUNDING:
The total construction cost is $300,000. NRCS is funding $270,000 and Hacienda
Village has already funded the remaining $30,000. In accordance with the City's Project
Agreement with NRCS, the City will advance fund the $270,000 NRCS portion of the
construction cost, and NRCS will reimburse the City the full amount upon completion. The
City's advance funding will be from the Stormwater Fund Balance, which has a projected FY 08
balance of $554,587.

RECOMMENDATION:
Staff recommends that authorization be granted to enter into a contractual agreement with
Underwater Engineering Services, Inc. for construction of the Gee Creek Bank Stabilization
Project at Hacienda Village in an amount of $300,000.
