NOVEMBER 8, 2005
CALL TO ORDER
The Workshop of Tuesday, November 8, 2005 of the City Commission was called to
order by Mayor John F. Bush at 6:31 p.m. in the Commission Chambers of the Municipal
Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

300. Public Works Department
Providing Information To The City Commission Regarding Residential And
Commercial Parking Guidelines.
Mr. Brian Fields, P.E., City Engineer, Public Works Department while presenting the
issue of parking pointed out that, "If you don't provide enough parking, businesses cannot
survive."
Discussion.
Deputy Mayor Michael S. Blake arrived at 6:42 p.m.
Mr. Fields continued with his comments on shared parking and 'Residential' ratios, and
remarked that "The data shows that in multi-family developments here in Winter Springs
- we are just not seeing demands that are more than two (2) vehicles per unit."

Further discussion.
On the discussion about Moss Place, Commissioner Robert S. Miller said "I would like to
get a Consensus from the Commission - I would like to see more data gathered on this,
because my belief is that this is what we really need to seriously consider as we go
forward." Commissioner Miller added, "This, I think is the justification that there really
is too much parking. Now this is 'Residential'; when it comes to 'Commercial' and all
the rest of it, I think that also is just as bad."
Further discussion.
The use of Golf Carts as a mode of transportation and licensing of them was covered
next.
Discussion.
Deputy Mayor Blake said, "Down the south end of Tuskawilla Road at Aloma Avenue,
there is a Development, a Centex Development, 'Ashford Park', I think." Deputy Mayor
Blake then asked Mr. Fields, "Do you know the ratios there? Be interesting to find out."
With further discussion, Mr. Fields stated, "We'll check it out."
With further discussion, Commissioner Joanne M. Krebs said, "Also, on some condos, I
would be interested to know - the snowbirds do come down here at a certain time of the
year and I think that you may find that during certain times of the year, you will have
more spaces taken up than other times. " Commissioner Donald A. Gilmore said, "I think
that is a very good point - I think you are going to see a higher density in the winter, than
you will in the summer." Mr. Fields stated, "Possible, we can try and get some counts
later. "
Mr. Fields noted, "We've got recommended guidelines, this can either be brought back as
an Ordinance; brought back after we get more data - tabled as guidelines to monitor for a
period of time; or other action as the Commission sees fit." Mayor Bush suggested, "I
think you need more data." Commissioner Krebs also said, "I think you need more data."
With additional comments, Mayor Bush said, "Commissioner Gilmore, you are saying
that 3.30 is too low?" Commissioner Gilmore remarked, "I would suggest that it needs to
be a minimum of 4.00."
Mayor Bush noted that regarding the Agenda Item, "These don't have page numbers on
them."
Discussion ensued on 'Commercial Office' space, to which City Manager Ronald W.
McLemore suggested, "You need more than one (1) category of 'Office', to deal with this
issue. "

Mayor Bush said to Mr, Fields, "Are you familiar with the office complex there on North
Moss Road - that parking lot, most of the time, it is full during the day. What are the
ratios there?" Mr. Fields than said, "Would it be helpful if we got some counts from
offices in Seminole County - nearby to help substantiate the data, like we have in the
'Residential'?" Mayor Bush said, "Yes."

Mayor Bush then said - "'Villagio' - what is the ratio there?" Mr. Fields responded, "We
can find out and bring it back to you."
Discussion.
Next, Commissioner Gilmore inquired about the Research Park in Maitland.
Mayor Bush then asked, "What about the office complex that has been approved there on
southeast Moss [Road] and [State Road] 434?" Mr. Fields stated, "It is something I can
bring back to you." Mayor Bush noted, "I think we should know the ratios of the current
office complexes in the City." Mr. Fields remarked, "Okay."
Discussion.
Mayor Bush commented, "I think we need to see more data, especially on existing
facilities that we all see here in the City, as well as like - the Maitland office complex -
the Colonial Park complex." Commissioner Gilmore noted, "The Research Quadrangle."
"Ranges" for parking was discussed next. Mayor Bush remarked, "I think the
Commission needs a little more data on this." Commissioner Krebs remarked, "Yes."
Commissioner Gilmore suggested, "Call Joe Wallace."
Mayor Bush said, "Let's make sure we know what the Commission would like to see on
this - more data on some of the complexes that currently exist in the City..." Mr. Fields
said, "... 'Office', 'Retail' as well as some of the 'Residential' areas." Mayor Bush noted,
"The ones we mentioned; and the Maitland - the Research Park was mentioned as well."
Commissioner Miller remarked, "Make it so."
Discussion ensued on the Town Center and parking.

Further discussion followed on parking issues related specifically to the City's Town
Center.

Commissioner Miller recommended, "When you present things to the Commission, we
need to see things in an optimistic light if this whole thing is going to work. I would
suggest in the future when you are making a presentation, give us the solution first, and
then tell us all the problems, and how it is solved."
Discussion ensued on parking to which Manager McLemore suggested, "We need to
decide how many spaces are beyond those requirements that we want to put in to these
buildings in order to take advantage of them and not take up additional ground to get
sufficient parking; and we have up to 238 spaces potentially thereabouts - that could go
into these two (2) garages." Manager McLemore then explained, "The cost is right now
- based on the last discussion we had - was twelve thousand dollars ($12,000.00) and that
is consistent." Deputy Mayor Blake said, "That normally includes land costs." Manager
McLemore said, "I think what we have been told to allow for is construction of the
garage and I will clarify this for you - is twelve thousand dollars ($12,000.00) per space."
Manager McLemore then remarked, "How many spaces do we want to negotiate for in
these two (2) garages, because they really need - the first things out of the ground will be
the parking garages." Manager McLemore said, "My personal opinion is we should think
about for - purposes, fifteen thousand [dollars] ($15,000.00) a space and I will clarify
that. "
Next, Manager McLemore pointed out that "What we need to decide for planning
purposes so I can go forward with planning - and work out details and bring them back to
you - is how many parking spaces in Phase IIA, do we want to put in there?"
Deputy Mayor Blake recommended, "What might be a better solution, is to put 148 in
those two (2) garages and 100 over on - this side of Tuskawilla Road." Manager
McLemore noted, "That is a good question." Deputy Mayor Blake added, "Wouldn't that
be a better use of funds." Manager McLemore remarked, "I think what the engineering
people would tell you and - how we're trying to handle this now is probably the most
efficient use, would be to maximize those garages you are going to build anyway."
Furthermore, Manager McLemore stated, "I think there is some real benefit to having
distributed parking options."
Commissioner Krebs suggested, "Why can't we negotiate with him to either do that at a
reduced cost or give us some spaces in exchange for letting him build like that?"

Further discussion.
Commissioner Gilmore suggested, "In order to sell this thing, you have got to sell it off
the increase in revenue from the Town Center the City is going to experience. You
almost also have to include the increased cost that we are deriving from - the Town
Center, and you have got - I think to outline all of those increased costs - Police, Fire,
Maintenance, Operations, Staff, Planning, Inspectors - all of this has to come in there."
Additionally, Commissioner Gilmore remarked, "We are going to have to look at this as
an analogy and say this is the income, and this is all of the expenses on this thing it is
going to be." Furthermore, Commissioner Gilmore noted, "We need to look at all the
costs." Lastly, Commissioner Gilmore remarked, "We have got to show them how we
can build a garage without it costing them."
With further discussion, Mayor Bush said, "I think one of the things that we have learned,
at least I have learned tonight was that we are talking about building additional floors on
something the Developer is building, is the way I understand it."
Mayor Bush stated, "Commissioner Blake made a recommendation about - is
approaching all three (3) of the garages as one (1), presenting the data - all together - is
the Commission in agreement with that?" Commissioner Gilmore said, "I am." Mayor
Bush stated, "We have Consensus." No objections were noted.
Then, Mayor Bush pointed out that "Commissioner Miller said very early on - that we
have a little more data I think, to access the parking situation - you said three (3) or four
(4) samples - and do we have Consensus on that?" Commissioner McGinnis said, "Yes."
No objections were voiced. Mayor Bush then remarked that, "He made another good
recommendation really on the presentation, about presenting positive things first, versus
the negative."
Mayor Bush then stated, "We have got a perception problem that needs to be addressed;
and we need to address that with people, to try to get them to understand the 'Vision', as
Commissioner Miller has referred to, time and time again." Mayor Bush added, "My
recommendation is that we ask the Manager to look into some assistance on this - and
whatever way he thinks to be appropriate."
With discussion on promoting the City's Town Center 'Vision', Mayor Bush suggested,
"Let the Manager address this."

Deputy Mayor Blake then suggested, "We have a Newsletter that goes out and it might be
appropriate to dedicate one (1) entire issue to - the ten (10) year Anniversary of the
history of the Town Center." Deputy Mayor Blake added, "It might be good to try to re-
energize the public - re-excite them about what the future is." Deputy Mayor Blake then
suggested, "It may be a historical look, where was Winter Springs ten (10) years ago, and
where are we today. Take a picture of the medians, and if we have a picture - I am sure
we do some place, of what [State Road] 434 used to look like when it was a two (2) lane
road." Further, Deputy Mayor Blake recommended, "You can take pictures of what the
Parks looked like then."

ADJOURNMENT
Mayor Bush adjourned the Workshop at approximately 9:40 p.m.
