MINUTES

DECEMBER 29, 1999
I. CALL TO ORDER
The Public Presentation of December 29, 1999 was called to order by Mayor Paul P.
Partyka at 11 :02 a.m. in the East Training Room of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).
Mayor Partyka welcomed everyone, and then introduced himself and the following
individuals: Deputy Mayor Cindy Gennell; Commissioner Michael S. Blake;
Commissioner Edward Martinez, Jr.; and City Manager Ronald W. McLemore.
Also present were Mr. Charles Carrington, AICP, Community Development Director;
Ms. Missy Casscells; Mr. Ed Parker; Mr. Dick Parker; Mr. and Mrs. Blumberg; Mr. Win
Adams; Mr. Will Wellons (The Orlando Sentinel); and Mr. Bill Kerns, (The Seminole
Herald).
Mr. Martin Wu, introduced himself, and spoke of the approximately 50,000 Chinese
individuals in the area; and of merging and joining with the local society. Some of his
colleagues included a hotelier; furniture distributor; architect; real estate developer; and
an individual in the import/export business.
II. PRESENTATION
Mayor Partyka discussed various subdivisions and communities in this area; schools;
parks; and the diversified recreational aspects of our local community.
Mr. Michael Schrimsher arrived at 11:20 a.m.
Discussion ensued on the Sanford/Orlando International Airport.
Mr. Charles C. Carrington, AICP, Community Development Director spoke about the
desirable location of our community; site proximity; the population wanting to support
area businesses; the ownership of various parcels in the City; future Public Hearings
planned for the City Commission; the process involving a "Development of Regional
Impact" (DRI); a "Preliminary Development Area" (PDA); and design and engineering
plans that have already been submitted.
Other discussion items included access from the Greeneway; the available land ready for
development; the City's interest in this project; shopping areas; traffic; lake access and
boat ramps; zoning classifications; the new Town Center zoning which is compatible to
numerous uses; and water and sewer services.

Further discussion continued regarding the implementation of future utility services; the
actual potential capacities; and permitting procedures.
Mayor Partyka stated that the City is ready to do business, and that the City supports the
landowners and potential business deals.
A luncheon break began at about 12: 1 0 p.m.
Lunch continued until about 12:57 p.m.
Mayor Partyka concluded the presentation by saying that he would forward the names of
all of the property owners to Mr. Wu's office.
Mr. Wu added that he and his colleagues thought that this was a very interesting project,
and that they may be organizing private meetings with the landowners after tomorrow.
III. ADJOURNMENT
Mayor Partyka adjourned the Presentation at 1 :01 p.m.
