NOVEMBER 22, 1999
I. CALL TO ORDER
The Workshop of November 22, 1999 of the City Commission was called to order by
Deputy Mayor Cindy Gennell at 5:14 p.m. in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).

Commissioner Robert S. Miller, arrived at 5:26 p.m.
Commissioner Michael S. Blake, present
Commissioner Edward Martinez, Jr., present
Commissioner David W. McLeod, present
City Manager Ronald W. McLemore, present
City Attorney Anthony Garganese, present
Members of the Commission stated their preference to discuss Consent Agenda Item "B";
Consent Agenda Item "C", Consent Agenda Item "G", and Consent Agenda Item "H".

Discussion Of General Issues Pertaining To The Vario1lIs Agenda Items Scheduled
For The Regular Meeting Of November 22,1999
CONSENT
B. Public Works Department
Requesting Authorization To Enter Into A Contract Agreement For Landscape
Maintenance Services For Facilities.
The Commission, Mr. Kipton D. Lockcuff, P.E., Public WorkslUtility Department
Director and Mr. Alan Hill, Public Works Department Superintendent discussed contract
terms; award of the bid; costs; level of service; scope of the bid; and the status of
(incomplete) bid packages, as they related to this Agenda Item.

F. Community Development Department - Code Enforcement Division
Requests The City Commission Authorize The City Manager To Execute A
Satisfaction Of Lien In The Amount Of $326.50.
There was brief discussion on the status of the satisfaction of this lien.
G. City Manager
Requesting The City Commission To Adopt Resolution Number 904 Authorizing
The Holiday Schedule For The Calendar Year 2000.
Discussion included the length of time that the City has had ten (10) paid holidays.
Commissioner Robert S. Miller arrived at 5:26 p.m.
The Commission then considered which day the City would be closed for the New Year's
Day holiday.
H. City Manager
Requesting The Commission To Consider Appropriating $30,000 To Employ The
Services Of A Marketing Public Relations Firm To Prepare An Informational
Package For Annexation Purposes, And An Engineering Firm To Evaluate The
Cost Of Providing Services To Annexation Areas.
Commissioner Michael S. Blake asked that this Agenda Item be discussed and voted on
separately, during the Regular Meeting to follow this Workshop.
PUBLIC HEARINGS
A. Community Development Department - Code Enforcement Division
Requests The City Commission Hold A Public Hearing For The Second Reading Of
Ordinance #748 Establishing A Moratorium Prohibiting The Installation Of New
Billboards.
Discussion ensued on the requirements for this moratorium; if a third reading was
required; and related Ordinance requirements.
B. Community Development Department - Code Enforcement Division
Requests The City Commission Hold A Public Hearing For The Second Reading Of
Ordinance #750 That Amends The City Code That Deals With The Keeping Of
Animals In Residential Areas.
There was brief discussion about the quantity of pets that a household could have.

D. Community Development Department - Code Enforcement Division
Requests The City Commission Hold A Public Hearing For The First Reading Of
Ordinance No. 753 To Amend The City Code That Deals With Trailer Signs Along
The State Road 434 Corridor.
Grand Opening situations; preferred signage for the corridor; "not getting into the trailer
sign business"; the terminology of "temporary"; possible changes that could be
considered; and applicable law were discussed.
E. Community Development Department - Code Enforcement Division
Requests The City Commission Hold A Public Hearing For The First Reading Of
Ordinance No. 754 To Amend The City Code That Deals With Storage Of
Commercial Vehicles In Residential Areas.
Brief discussion ensued on the issue of commercial vehicles.
F. Community Development Department - Code Enforcement Division
Requests The City Commission Hold A Public Hearing For The First Reading Of
Ordinance 755 To Amend The City Code That Deals With Garage Sale Signs.
The Commission discussed where signs can and have been placed; possible options for
offsite signage; quantities and permitted locations for signage; and types of signage.
G. Community Development Department - Building Division
Requests The City Commission Hold A First Reading Of Ordinance 752 Amending
Section 6-101. Of The Code Of Ordinances, City Of Winter Springs, Florida To
Comply With The Amended State Of Florida Minimum Building Codes.
Brief discussion ensued regarding guidelines to be adopted; and the preference to upgrade
our codes.
H. City Manager
Presents To The Commission, For Their Action, The Second Reading Of Proposed
Ordinance No. 751 Which Addresses The Public Service Tax.
The Commission; Mr. Ronald McLemore, City Manager; and Mr. Don LeBlanc, Land
Development Coordinator discussed striking the words which follow "stated on the
customer's bill", as shown in the last sentence of Section 18-26.(a). Attorney Anthony
Garganese commented that he felt that this change could be made.
III. ADJOURNMENT
Deputy Mayor Gennell adjourned this Workshop at 6:12 p.m.
