CITY COMMISSION
WORKSHOP
JULY 21,1999
The Workshop of July 21, 1999 of the City Commission was called to order by Mayor
Partyka at 6:32 p.m. in the Commission Chambers of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).
I. CALL TO ORDER

II. AGENDA
A. Budget Review
Mr. Ronald W. McLemore, City Manager stated that the Parks and Recreation
Department would address the Commission first.
PARKS AND RECREATION DEPARTMENT
Mr. Chuck Pula, Director, Parks and Recreation Department, identified some of the
proposed changes and reclassifications to this Department's budget. Discussion ensued
on operating expenses; and concession area items.
Commissioner Edward Martinez, Jr. arrived at 6:43 p.m.
Further discussion followed on the costs of constructing a new building at Central Winds
Park; concession operations; projected revenues; restroom facilities; meeting the
projected goal for breaking even on concessions; and the Summer Parks Program.
COMMUNITY DEVELOPMENT DEPARTMENT
Mr. Charles C. Carrington, AICP, Director, Community Development Department,
reviewed some of the planned departmental budget expenditures. Discussion followed
regarding the Engineering Department; consultant fees for technical assistance; and
potentially using local area college students for interns.

The Commission questioned the printing line code and Mr. Carrington and Manager
McLemore said that they would look into this. There were further questions on the status
of a GIS system; computer services; and the Development Review Committee.
The Commission further discussed Building Department staffing and activity; and Code
Enforcement certification and travel related costs with Mr. Carrington.
PUBLIC WORKS
Mr. Doug Taylor, Superintendent, Utility Department, and the Commission discussed
questions about staff vacancies; and increasing the budget for Holiday decorations.

The Commission discussed millage rates; and further commented on possibly increasing
the budget for replacing Holiday decorations and "improvements that the public sees".
The consensus of the Commission was to see what Mr. Kipton D. Lockcuff, P.E., Public
Works/Utility Director can do with the proposed $15,000 for Holiday decorations. The
Commission also asked Manager McLemore to find out what was spent on Holiday
decorations in the 1998-1999 fiscal year.
Further discussion ensued on consultant fees; streets that have been designated to be
pa"ed; capitals outlays such as underdrains, infrastructure, and repair; and maintenance.
Mr. Taylor commented on problems and related costs that arise from various types of
plant mC'.terial and other debris being blown or swept into drains. Commissioner
Martinez said that he would further check into this matter.
Discussion then followed regarding an opening in the Stormwater Management
Department; revenue projections; future changes to the rate structure; potential major
capital improvements; and impact fees. The Commission then discussed Moss Road, in
relation to the traffic circulation plan.
Regarding the Water and Sewer Department, the Commission discussed rate studies; and
water qualitY in the City. Deputy Mayor Cindy Gennell proposed that a quality study be
done regarding the water quality and the efficiency of the City's system, especially in
relation to other surrounding communities. Discussion ensued regarding previous
reports; and whether the City's Water Department could contact surrounding Cities for a
comparison of the water.

The consensus of the Commission was not to undergo a major expense to investigate this
issue. Commissioner Blake suggested that this issue be brought back as an Agenda Item
and Deputy Mayor Gennell further commented on the taste of the City's drinking water.

Discussion ensued on a main interconnect line; service lines; related costs; tap fees; and
paving roads in relation to the Dunmar Estates subdivision.
Manager McLemore suggested that the Commission agree to add a specific amount in the
budget for a transmission line project. The Commission agreed to the amount of
$100,000.00. Staff would then bring information back to the Commission regarding the
stai:us of this project.
Discussion ensued on the fund balance; reclaimed water and revenues; the construction
fund; other interconnects; the renewal and replacement fund; and the revenue
regeneration fund.
The Commission and Manager McLemore discussed comparing performance
comparisons; and Interim Service Fees. Commissioner Blake asked that the Staff check
into any Interim Service Fees that have been charged since May 6, 1999.
After discussion, Manager McLemore said that he would check into the reimbursement
for Moss Road; the one (1) cent sales tax; and reimbursement projects.
Further discussion ensued on different funds; and franchise agreements and fees.
Manager McLemore suggested that the Commission add funds to the budget to hire a
firm to research the cable franchise review and related contract, estimated to be at
$30,000 to $35,000; and franchise cable fees. Discussion. The Commission asked that
Staff check the references.
Deputy Mayor Gennellleft the Meeting at 9:30 p.m.
Commissioner Martinez also left the Meeting at 9:30 p.m.
Debt service funds and construction funds were briefly discussed.
GENERAL FUND
General Fund revenues were then discussed including costs for building permits on page
B-1, and the revenue sharing number.
Manager McLemore said that next week staff would bring back a tentative budget.
Commissioner McLeod asked that a (single page) summary of the changes the
Commission has made be provided in addition to the tentative budget.
The Commission asked for a comparison of other Cities and to bring this and.
Commissioner McLeod's request back on Monday night.
