JULY 19,1999
I. CALL TO ORDER
The Workshop of July 19, 1999 of the City Commission was called to order by Deputy
Mayor Cindy Gennell in the Commission Chambers of the Municipal Building (City
Hall, 1126 East State Road 434, Winter Springs, Florida 32708).

II. AGENDA
A. Community Development Departmelllt - Planning Division
The Proposed GreeneWay Interchange Zoning District Regulations, as
prepared by Mike Wadley of Marion I. Skilling & Associates, Inc.
Mr. Charles C. Carrington, AICP, Community Development Director advised the
Commission that this meeting's discussions would begin on page 9.
Mr. Ronald W. McLemore, City Manager; Mr. Carrington; and the Commission
considered changes from the previously adopted design guidelines for State Road 434.
There was discussion about allowing paving up to the favade of a building; and whether
different language should be utilized; landscaping around a building; and not allowing
parking "right up" to a building. Members of the Commission suggested that unpaved
areas be landscaped along the facade of the building.
Mr. Mike Wadley of Marion 1. Skilling & Associates, Inc. gave examples of similar
situations. Mr. Wadley suggested that the Maitland Center and the Heathrow areas
should be considered as examples of walkways; signage; and density. The Commission
further discussed the GreeneWay Interchange Zoning District in reference to connectivity
with stores and office buildings. The heights of buildings in this district were also
discussed.

The: Commission and Mr. Wadley discussed the regulations, and that they were patterned
afterihe New Development Regulations and the County Ordinances. Mr. Wadley added
that he and City Staff had worked with the Property Owners, and any reasonable
concerns were included, "if at all possible".
The Commission discussed parking spaces; pedestrian walkways; sidewalks; landscaping
with canopy trees and hedges; curbs along State Road 434; buffers; and design guidelines
within the GreeneWay Interchange Zoning District.
There was much discussion regarding retention features, specifically, not allowing fences
in the front of properties; fencing retention ponds for security reasons; and the slope of
the retention ponds.
The Commission discussed incorporating references to the Arbor Ordinance; tagging
trees; and making a developer responsible for adhering to rules concerning the Arbor
Ordinance.
Furtht:r discussion included: parking spaces; design guidelines; related Ordinances; the
higher density of the proposed Interchange District is; commercial use; redefining the
intent of the GreeneWay Interchange Zoning District; and concerns with different
criteria.
Members of the Commission spoke of their concerns involving the possibility of a
planned higher density, but not "cheapening" the product; and stressed "Quality
development" .
Mr. Wadley then explained that language with words that were "underlined" or "struck
through" involved changes made through negotiations with members of the Casscells
family.
Further discussion ensued about setting a "standard" along the State Road 434 Corridor;
no~ "compromising aesthetics"; whether one (1) main entrance to the State Road 434
corricor should be considered; internal access roads; wall heights; and types of concrete
block for the walls.
The Commission then discussed residential and commercial signage; the master plan; the
Development Review Committee's involvement; the subdivision of Creek's Run; buffers;
and setbacks to protect the residents.
It was determined that Section 20-492. should read "Development Review Committee"
instead of "Design Review Committee".
There was discussion in reference to entry wall signs; designating primary and secondary
entries; that entranceways should be "elegant" in design; colors, and landscaping.

The Commission was in agreement that on page 12:
· Under (b) (1), the word "fine" should actually say "firm".
· Also on page 12, (b) (2) has been changed from fiteen (15) to ten (10) feet for
signage - "from the front, side, or rear property lines".
On page 13:
· Under (c) (3), the new wording should state: "The sign(s) shall not project above
any roof or canopy elevations".
· Section (c) (6), the second sentence should say "The maximum height of letters
and logos.. .".
· In Section (c) (8), Staff mentioned that the word "an" was to be removed, and
replaced by the word "each".
· Also under Section (c) (8), regarding the wording "without separate exterior
tenant entrances", the consensus of the Commission was to keep the "old" (8).
· Consultants were directed to check on signage issues.
Th,:,: Commission discussed setting another meeting, and mentioned upcoming deadlines
associ.ated with the Casscells family.
III. ADJOURNMENT
Deputy Mayor Gennell adjourned the Workshop.
