I am pleased to transmit to you the preliminary budget for fiscal year ending 1999.
The financial position of the City continues to improve. The City will begin FY 99 with the highest surplus on record.
Department spending requests for FY 99 is 2.1% below departmental expenditure requests for FY 98. Expenditures for
all fund groups for FY 99 are 2.3% below requested expenditures for all funds in FY 98.
Except for Stormwater Fees there are no appreciable request for increased taxes, rates or fees.
It will be necessary for the City to increase its bonded indebtedness for capital improvements related to the parks
improvement program, storm water improvements and proposed new Town Center. Except for storm water fees, this
increase in bonded indebtedness will not require any increase in rates or fees. Studies related to additional indebtedness
are ongoing and should be evolved to a point where we can make recommendations prior to the final Budget Adoption.
