SPECIAL MEETING
CITY COMMISSION
NOVEMBER 1, 1995
The Special Meeting ofthe City Commission was called to order by Mayor John F. Bush at 6:00 p.m.

Discussion/Selection of City Manager Top Candidates and Set Procedures ofInterview Process for
City Manager:
Mayor Bush said the sole purpose of this meeting is for the Commission to discuss and set procedures
for the interview process. Mayor Bush said Commissioner Ferring has passed out recommendations
and a time table to all of you; Manager Govoruhk and I also put together a scenario which is not
much different from Commissioner Ferring's.
Commissioner Ferring said he spent quite a bit of time trying to analyze what would be the best way
to do this and I've come up with these suggestions and recommendations. I also put in there that in
the event there is a tie for the fifth spot, we could even interview the six finalists on that basis.
Commissioner Ferring went over his recommendations and timetable.
Mayor Bush went over the proposed procedures that he and the Manager worked on. Mayor Bush
said one comment on Commissioner Ferring's recommendations is that he doesn't have him (Mayor)
interviewing any of the candidates and if there was a tie he would have to vote. Mayor Bush said
hopefully all the Commission will be present to vote but in case any Commissioner is not present to
vote that he (Mayor) needs to interview the candidates as well, just as a precaution. It was the
consensus of the Commission to have the Mayor interview the candidates.
Commissioner McLeod said he would like to remind the Mayor and Commission that he will be out
oftown the week of November 13, 1995, thru November 20, 1995. Discussion.
Commissioner Gennell stated that she had to do this about six weeks ago for two positions and
executive director and a program director. We did them all on a Saturday, the reason being that the
people doing the interviewing didn't loose time from work and the applicants didn't loose time from
work. We did them together, I don't object to doing them separately and then together; one benefit
in having done them together was that if one asks a question it might trigger a question in another's
mind. The point is that it is very helpful to have all the "brain power" working at once and be able
to feed off each other instead of everybody reinventing the wheel. Discussion on having separate
interviews and the Commission as a group interviewing.
Mayor Bush said through the rankings that were given to Manager Govoruhk the Commission was
to select five candidates. The way the Commission's rankings came out there was a tie for fifth, does

the Commission wish to deal with those six people or do you want to let my rankings decide who is
number five. The Commission was in agreement to interview the six candidates.
Commissioner Langellotti said the Commission has to remember that we have to go according to the
City Charter, that we pick the Manager as five Commissioners and the Mayor votes incase of a tie,
if one of us should be absent. I think the five Commissioners should come up with the six candidates
to interview and if there is a problem with that then the Mayor should step in.
Mayor Bush said the top six will be contacted by either the Personnel Director or the City Manager
to find out if they are still interested in the position. The second is the Manager and City Attorney
will start background checks on the six individuals. The third is have the Manager set up six
individual rooms for the Commission and Mayor to meet one on one for a maximum of 30 minutes
to meet with each candidate individually and then meet as a group with each candidate. The Manager
will keep the Commission informed with the information that he and the Attorney has gathered doing
the background checks.
Mayor Bush said Commissioner Ferring has recommended a rating sheet and asked the Commission
if they had any comments, additions or corrections to the rating sheet. Discussion. Mayor Bush said
on column "F" Past Accomplishments and Professionalism.
Commissioner Gennell thanked Commissioner Ferring for doing such a good job on the
recommendations he came up with.
Mayor Bush asked the Commission to give the City Manager the dates they cannot make for the
interviews by the end of the day tomorrow.
The meeting adjourned at 6:30 p.m.
