SPECIAL MEETING
CITY COMMISSION
CITY OF WINTER SPRINGS
JANUARY 30, 1995
The Special Meeting of the City Commission of the City of Winter Springs was called to order by
Mayor John F. Bush at 7:00 p.m.
Roll Call:
Mayor John F. Bush, present
Deputy Mayor John Langellotti, present
City Manager John Govoruhk, present
City Attorney Frank Kruppenbacher, present
Commissioners:
Larry Conniff, absent
John Ferring, present
Cindy Gennell, present
David McLeod, absent
A~pointment to Districting Commission:
Mayor Bush appointed 0.1. "Skip" Drumheller to the Districting Commission.
Mayor Bush asked the Clerk to contact the Commissioners who are absent for their appointments to
the Districting Commission.
Review of Sunshine Law. City Charter. Commission Procedures and New Laws. etc:
Attorney Kruppenbacher stated that this meeting is very important that we set it up to have our whole
Commission present to cover the Sunshine Law, the changes in the law and the Commission's
discussion about the Charter and it's business. We could do that and ask people to read their minutes
so they would have it, but I don't care for that approach, because you are banking on somebody
understanding what they are reading as opposed to our ability to dialog and ask questions. The
alternative being would you want to consider continuing this meeting or some portion thereof until
the full Commission is present? I have spoken to Mr. Holmes who is here from the State Attorney's
office and Mr. Bricklemeyer, and neither have a problem with coming on another occasion, if that was
your judgement or discretion otherwise we can go forward tonight and give them the minutes and if
they have questions from the minutes, they can then come to us and ask us about that.
Commissioner Ferring stated in lieu of the fact that we only have three Commissioners here, it would
absolutely be imperative that all Commissioners get this information, so if it is no problem with Mr.
Holmes and Mr. Bricklemeyer or yourself or anybody, I have no problem putting it off.
Motion was made by Commissioner Gennell to take care of the appointments to the Districting
Commission and that we adjourn this and continue it to a future date when we can determine that all
the Commission will be here.
Attorney Kruppenbacher said you can call the Commissioners who are absent and get their

appointments and at your next Commission meeting we will announce the appointments the
Commissioners made.
Attorney Kruppenbacher gave the Mayor and the Commissioners present the 1995 Government in
the Sunshine manuals. This has questions and answers in it and you can all look at those and if you
do continue it and anticipation when Mr. Holmes is here, you may have questions on it etc.
Mayor Bush asked the Commission about rescheduling the meeting we were going to have tonight
on the Sunshine Laws. Commissioner Gennell suggested to wait for the next meeting when all the
Commission is present. Mayor Bush said we will postpone everything until the next meeting.
Attorney Kruppenbacher also gave the Mayor and Commissioners copies of the verbatim minutes
May 16, 1994, where we went over the Charter and then attached to that is the actual Charter.
The meeting adjourned at 7:10 p.m.
