WORKSHOP MEETING CITY COMMISSION CITY OF WINTER SPRINGS JULY 19,1994 The Workshop Meeting of the City Commission of the City of Winter Springs, Florida, was called to order by Mayor John F. Bush at 6:00 p. m. Roll Call: Mayor John F. Bush, present Deputy Mayor John V. Torcaso, present City Manager John Govoruhk, present Commissioners: John Ferring, present John Langellotti, present Cindy Gennell, present David McLeod, present . Preliminary Study-Ranchlands Paving and Drainage: Terry Zaudtke, with Conklin, Porter & Holmes, the City's consulting engineers, explained the sum of $50,000 has been budgeted for several years for this study. He said Staff came to Conklin, Porter & Holmes and said they had several items that they wanted answers to looking ahead to the future of possible paving or water and sewer in this area. They wanted identified the existing drainage patterns; they wanted to discuss paving options within the area; they wanted to know what the right of ways were described in there; the stormwater requirements; they wanted to determine what the St. John's River Water Manage- ment District would require on an existing development such as this and they wanted to know the areas available for retention. Mr. Zaudtke said they were given a proposal to do those tasks for a fee of $8,000 approximately. The Commissioners were given copies of the report which covers all those items in detail. Mr. Zaudtke pointed to a map of the drainage area. He spoke about their discussions with SJRWMD about reduced criteria. He said other drainage considerations in the Master Drainage Plan, there are a number of improvements that need to be made in culverts and easements. He said there are some drainage improvements that need to be dealt with. Commissioner Ferring asked Mr. Zaudtke if he has done a financial analysis. Mr. Zaudtke answered no because he said we are still in a stage of what is the concept here and what are the requirements. He said once the criteria is established for a roadway width or whether you just wanted to provide pollution control, then you could decide how much impervious area you had and then determine the size of these basins. Mr. Zaudtke said there are cost estimates within the Master Drainage Plan that identify the areas they had outlined for easements and culvert improvements and those do have numbers. (Summary Table 6, 7, 9, 10 and 14) . Commissioner Ferring asked Mr. Zaudtke, "what do you need from us?" Mr. Zaudtke said at this point did the Commission want to move into the next phase on this and is there a need. Mr. Zaudtke said we need to move ahead with some of the items in drainage so the paving and drainage improvements need to be separated. He said the drainage improvements need to be done, but the whole idea is if you are going to do drainage improvements, and there is a consensus that you want to pave this area, you might as well do the paving improvements at the same time. It could be broken up, the southern portion could be done, and not the northern Workshop Meeting, City Commission, July 19, 1994 ~ portion or it does not have to be done at all. Page 2 Commissioner McLeod said the options are: a cost of correcting water standing issues that we presently have; total cost for correcting all water issues to comply to the Master Plan, which when that is addressed, that becomes a paving issue. But, he said, you also need a cost if we are going to correct this and not how many dollars are we wasting over here, if we decide that we don't want to pave at this point. If the residents decide they don't want it paved, knowingly going in we're going to spend $100,000 extra to do this at this time in this fashion rather than pave so that everybody is aware of what is being left, what it is costing to correct it in a fashion that we may correct the issues so that we weigh out what we are really looking at. Commissioner Gennell said she wanted to see it done separately and priced out separately. She also asked Mr. Zaudtke to provide the absolute legal minimum that we must do to satisfy whatever legal entities are out there so that we know what our bottom line is. Mr. Zaudtke explained the Master Drainage Plan is based on our current Code and also on SJRWMD. Commissioner Gennell said on that plan we are working with a 10 or 15 year phased in, so she asked for the first phase only, the first 5 years. ~ Commissioner McLeod said the study is telling the cost of areas right now need to be addressed, but the overall study needs to be the overall package. If for some reason the folks in the Ranchlands wanted paving then it is cheaper to do the paving and drainage of certain areas of the Ranchlands at the same time. He said the two at some point have to be addressed together but first of all we need to know the cost of the drainage areas that are due to washouts and emergen- cies and not being able to get to the residents during heavy storms. He said we have two issues- we do have a drainage issue which is emergency and safety issue, but the other one becomes an overall plan issue which then takes in paving but we have to look at both of those together. Mayor Bush asked how much that would cost. Mr. Zaudtke said he did not know how many man hours he would be putting into it. He said when you discuss the drainage issue you are looking at a cross section and trying to determine the approximate cost. When you get into detail design systems you would then do more detailed soils analysis, you would do more detailed topography of the area and he said he thinks the Commission is looking for an approximate cost of what it would take to provide a swale drainage system for the existing roadway. A Workshop Meeting was called for September 19th at 7:00 p. m. Mayor Bush called a recess at 6:45 p. m. and called the meeting back to order at 6:50 p.m. ~ Reuse Feasibility and Implementation Plan for our west wastewater facility operations Master Plan Reclaimed Water System: Mr. Zaudtke explained the original purpose and the reason for the development of the reuse feasibility study was to meet the requirements of St. John's River Water Management District and Florida Dept. of Environmental Protection. He said it is required any time a new operations permit is issued for major con- struction. He said it served as a basis of getting our current operating permit as pending. It provides a future plan for expansion of the system and reuse provides a viable irrigation water source and can reduce the demand for potable water. . . . . ' l. ,.... Workshop Meeting, City Commission, July 19, 1994 Page 3 Mr. Zaudtke explained the report you were provided identified those areas where we would be putting in reuse initially. Those areas were determined by sending out a survey to every customer and every non-customer in the Ranchlands area, basically anything within the west system. The purpose of the survey was to determine those people that would use reuse or want reuse as a possible source for irrigation. And with that he developed an estimate which is shown in Table 33, on page 310 of the report which is based on capacity from the number of units that were available; positive responses as well as 50% responses and that was divided into the cost to be able to serve the area for installing the pipelines. Mr. Zaudtke said they came up with a cost per gallon and then those areas were prioritized based on the cost per gallon to serve those. He said their recommendation is to implement the plan as described and we would need to discuss the 11 items on page 1.5. Mr. Zaudtke said a brief synopsis of what they are recommending is this area known as the Highlands which had the best positive results. He said we are looking at a phased system. Phase 1 is budgeted and is in the current proposed budget for extension of this line down to the easement along Moss Road. There are two subdivisions which are designed with reclaimed water distribution systems in mind, Highlands Lakes and Eagle Ridge, and those lines are being installed by the developer. Mr. Zaudtke explained this would be done in three phases. The first phase is the main line which is $375,000; Phase 2 which is most of the distribution system in the residential areas which is $763,000 and the last phase $382,000. That would provide over one half million gallons of capacity for reclaimed water service. Commissioner Ferring asked how are we paying for all this? The Utility Director, Kip Lockcuff, explained it will be a five year program. There is $350,000 budgeted for next year. Commissioner Langellotti recommended Manager Govoruhk get in touch with Congressman Mica's staff to see if we can get a grant. Mayor Bush said the recommendation was to implement the plan and he asked if the Commission wanted to see this on the next agenda. This is to be on the next agenda. Attorney Kruppenbacher advised that Monday evening at 5:00 p.m. there will be a meeting pursuant to Florida Statutes, with the Commission, the City Manager, Defense Counsel Palombo and himself to discuss the pending litigation involving Dr. Earley and the Court Reporter will also be present.
