HomeMy WebLinkAbout1994 06 29 City Commission Workshop Minutes . . . ~ CITY COMMISSION WORKSHOP JUNE 29, 1994 The meeting was called to order by Mayor John F. Bush at 5:35 P.M. Mayor John F. Bush, Present Deputy Mayor John V. Torcaso, Present Commissioner John Ferring, Present Commissioner John Langel lotti , Absent Commissioner Cindy Gennell, Present Commissioner David McLeod, Present Manager John Govoruhk, Present Finance Dir. Harry Martin,Present Manager Govoruhk stated that a survey was done on prices other miniature golf courses are charging and the results are as follows: Altamonte Springs is charging $5.89 all ages; Sanford is charging $2.50 all ages; Orlando is charging $6.50 for adults and $5.50 for children. We have discussed this and we have come up with charging $2.50 for adults and $1.25 for children under the age of 12. According to the Finance Director's figures this would cost a family of 4 under $10.00 to playa round of miniature golf. Based on that it would take 3,600 families playing one round of golf to recover the investment in the miniature golf course. Discussion. Manager Govoruhk said another thing he would like to bring up is that he has heard from the man from the Code study and was told that they (the Cody Study) don't have any Mayor or Commissioner salary study because the City's normally do their own for the Mayor and Commissioners; and when it has been requested it has been an isolated incident and he does not keep it on file so he would have to start from the beginning and that there would be a charge due to the fact they would have to start from the beginning. Discussion. Manager Govoruhk also reported that Fire Chief Lallathin has a rough estimate on an ambulance service, to give us what we would need, the whole operation of this, the vehicle and employees, we would be looking at close to 3 hundred thousand dollars. According to the Finance Director's figure it would be a .4 mill increase based on a hundred thousand dollar home, would be approximately $40.00 per year per household. Discussion. Mayor Bush said as you all know the Duda people went to the County Commission, and said that he thinks we have to keep our eye on this and he thinks that we should write a letter to the County Commission letting them know our stance that we were never against the mall, nobody ever implied that, not a single Commissioner ever mentioned that to my knowledge, we were concerned about the traffic and it was on the traffic basis that we in fact rejected it unanimously. Commissioner Ferring said that it would be a good idea if our Attorney would draft up a letter that would cover all of the aspects of what we need to communicate with them and I think it should also go to the City of Oviedo. Commissioner Gennell said that she thinks it would behove us to keep our eyes on both of those Commissions to see what they do. Mayor Bush said that he thinks we need to have somebody attend the meetings and get their minutes. Mayor Bush asked the recording of the County Cannission's meeting regarding the their minutes. Mayor Bush asked the Manager to have the City Attorney draft a letter to the County Cannission. Mayor Bush also said that we really don't know how the people of the City feel about same of the issues that came before the Cannission unless it approaches them directly, and maybe we could do same opinion polling on same of the issues that came up just to get a feel of what the entire City of Winter Springs thinks rather than only reacting to those came out here want to give us the "devil" or those very few people who what to bother to write you a letter. Discussion. Mayor Bush mentioned that the University of Central Florida has a political science department that do things like this and if the Cannission approves he (the Mayor) would see what they would charge for this poll. Discussion. It was the consensus of the Cannissioners who were present for the Mayor to look into this. Discussion of FY 1994-95 Budget: RECREATION Promotional Activities: Discussion. It was determined to cut this line code out of the Recreation budget and the Manager will talk to the Department to see specifically what this will be used for (-$3,000.00) Park Security: Discussion. Operating Supplies: Discussion. Other Equipment: Discussion. There was discussion on the maintenance of the City's parks. There was also discussion on enforcing the "No Animals allowed" in City parks. Cannissioner Gennell said she wanted to discuss the Summer Youth Program that was in last years budget and the year before. It doesn't appear in this budget, but the Cannission voted to give them that money, and I won't even try to guess how it got negotiated out, but I would like to see it put in here under a line code to provide for the YMCA if they came forward next year. Cannissioner Ferring stated that when we made the original agreement with them we didn't agree to provide them the maintenance or the Civic Center for their complete use, and that is the reason that is done because that takes care of what we have to spend for the maintenance of that place and the upkeep of that place.
