HomeMy WebLinkAbout1994 06 23 City Commission Workshop Minutes .. . CITY COMMISSION WORKSHOP JUNE 23, 1994 The meeting was called to order at 5:25 p.m. by Mayor John F. Bush. Mayor John F. Bush, Present Deputy Mayor John V. Torcaso, Absent Commissioner John Ferring, Present Commissioner John Langel lotti, Present Commissioner Cindy Gennell, Present Commissioner David McLeod, Present City Manager John Govoruhk, Present Finance Director Harry Martin Mayor Bush spoke about a letter he received from the City Manager from Francis Chandler, the Comprehensive Plan Manager for the County; the County wants us to continue our participation in the Seminole County Community Development Block Grant Program. The City Manager said that there is no down side for us and he sees no reason why we shouldn't continue to do this, according to this letter all seven Cities in Seminole County participate. The Board of County Commissioners would like our continued support. It was the consensus of the City Commission to continue to be involved in the C.D.B.G. . Mayor Bush said also for the record regarding a letter from Harold Scott which pointed out problems and concerns that he had with the 35th Anniversary. Mayor Bush stated that he called him at home and spoke about a couple of the items. Manager Govoruhk said that one thing that was left out of your packet, it is required in there under Chapter 9 on the Police and Fire Department, on impact fees used on long range planning. There is a letter from the Fire and Police Chiefs basically what they are saying the new fire station going .up and the new addition to station one and anticipating the new police department that all the money in the impact fee money, which was cleared to Commissioners last year and the year before, and it is in the budget for their impact fees to go first of all to paying their portion of that impact fee money and then it goes into the Bond money. Manager Govoruhk said that regarding getting a photographer for the 35th Anniversary, we have hired Davis Studios to do the photographs. Ruth Holmes will be the photographer for that day and will take anywhere from 70-100 photos at a total cost of $150.00. That includes the processing 4-6 proofs the photographer will be here from 2:00 p.m. to 5:00 p.m. There will be no candid photos will be taken, no group photos and no organization photos. (no political photos) Commissioner Gennell went over the itinerary for the 35th Anniversary with the Mayor and Commissioners. . Discussion of FY Budget 1994-95: Commissioner Ferring had a question on the Purchasing Department's Printing Expense budget. Discussion. -41, . workshop City Cannission June 23, 1994 Page 2 ENGINEERING Salaries: There was discussion on the new engineering construction inspector. Consulting Engineering: Discussion. PUBLIC WORKS Salaries: Discussion on upgrades. It was determined to put the upgrades back into the all department line codes. The Cannission asked the Finance Director to come back with a figure on how much all the upgrades will amount to. . Mosquito Chemical: Discussion. Kip Lockcuff, Utility Director/Public Works Director stated that they can only spray by complaint now; and they have a surplus. Repair & Maintenance Grounds: Discussion on landscape maintenance contract. COMMUNITY DEVELOPMENT Travel & Per Diem: Discussion. Printing Expenses: Discussion. POLICE DEPARTMENT There was discussion as to the number of Police Officers. Chief Sexton stated as of right now there are enough police officers but when the High School is build and McDonald's there will be a greater demand for more police officers. workmen's Camp Ins.: Discussion. Pension Contribution: Discussion. General Insurance: Discussion. Repair & Maint. Cannunications: Discussion. Repair & Maint. Vehicles: Discussion. Copy Machine Supplies: Discussion. . Uniforms: Discussion. It was determine that $5,000.00 will be cut fram this line code. (-$5,000.00) . . . Workshop City Commission June 23, 1994 Page 3 other Equipment: Discussion. Chief Sexton explained about an optical disk machine. It was the consensus of the Commission to go ahead with this purchase. Computer Programs-New: Discussion. Commissioner Gennell asked about the Police Education Fund, why does it sit there and build up why don't you use it. Martin stated that it has been used and it hasn't been building up; he stated that when we would get the fines and Forfeiture monies in we were transferring about 6 1/2% of each months collections into this but in talking to the Chief about the ever increasing balance, we decided to stop putting money into here for a while. We were putting in about 6 1/2% which was probably more than which was actually being collected, chargeable to police education monies; but we quit putting it in there because it was an ever increasing balance. CODE ENFORCEMENT DEPARTMENT This was under the Police Department and now it is a department on its own. CAPITAL EQUIPMENT/IMPROVEMENTS FUND Discussion. FIRE DEPARTMENT Utility Services: Discussion. There was discussion on the new fire station on Northern Way. Promotional Activities: Discussion. Employee Relations: Discussion. Office Supplies: Discussion. Operational Books: Discussion. There was discussion on the City having its own ambulance service. The Commission asked Chief Lallathin to came back to them with figures for the City having its own ambulance service. There was discussion on salaries and incentive pay. BUILDING DEPARTMENT Salaries: Discussion on the new position of plans examiner. . . . . Workshop City Carmission June 23, 1994 Page 4 Carmissioner Gennell asked if the McDonald's project would come before the Carmission. Manager Govoruhk stated that he gave that question to the Attorney because they (McDonald's) have been told by Staff that the process is done and completed; the question to the Attorney is if you stop them here and say they are going to be delayed for another few months can the City do it? Discussion. Manager Govoruhk said that all they need to get are the permits from D.O.T. and the County and they can start development. The consensus of the Carmission was that they want the site plans for the development along S.R. 434 to come before them. Carmissioner Gennell stated that she realizes that they can build and that they don't have to come to us, I would just like for us to sit down with them as a group and get some commitment on their part that if we have design standards at a later date that they would gladly come into compliance at a later date; that is not a lot to ask. Discussion. Carmissioner Ferring said that the Site Plan Review Board went through this thing completely, I would hope that they have done what they were suppose to do, I see no problem in asking these people whether they would consider coming before us, at least we can do that. I think it's only a courtesy that they should do that. Mayor Bush said we could ask them to come in the meeting after next. Manager Govoruhk stated that they are coming in tomorrow so we are going to be meeting with them tomorrow. Carmissioners Gennell and Ferring said they would like to see what their architectural scheme is. Mayor Bush said two weeks from Monday is July 11th, and asked the Manager to ask McDonald's if they would come before the Carmission at the July 11th meeting. TRANSPORTATION IMPROVEMENT FUND Discussion on the street resurfacing. street sweeper. There was also discussion on the UTILITY DEPARTMENT Discussion on the Utility Department budget. STORMWATER MANAGEMENT DEPARTMENT Discussion on the Stormwater Management Department. Mayor Bush stated that another workshop for the FY 1994-95 budget will be held on Wednesday, June 29, 1994.
