Authorization
REQUEST: Community Development Department requesting authorization to purchase
227 decorative street signs from Brandon Industries under GSA Contract (GS-
25F-0007N) at a cost of $156,405 and to expend $22,246 for installation as part
of the Tuscawilla Lighting and Beautification District (TLBD) Phase II
Beautification Project.
PURPOSE: The purpose of this Board item is to request authorization to purchase and install
decorative street signs in the Tuscawilla subdivision as part of the TLBD Phase II
Beautification Project.
CONSIDERATIONS:
On February 14, 2005, the Commission approved Agenda Item 401 and adopted
Resolution 2005-40, approving assessment rates and capital improvements for the TLBD
PH II Beautification Project. The Ph2 Project, as approved, consists of installing
decorative streetlights and street signs along roughly 12 miles of roa within the
Tuscawilla Subdivision.
On February 26, 2007, the Commission approved Agenda Item 407 authorizing the
purchase of decorative street signs under GSA Contract (GS-25F-0007N) from Brandon
Industries, but did not include the purchase price of $156,405 due to unavailability of the
total quantity of street signs required and shipping costs. The total quantity for this order
will be 227 decorative street signs.

Staff has received bids for the installation of street signs from (3) three competitive
bidders with the following results:
• Fausnight Stripe and Line, Inc. $56,750
• Godwin Enterprises, LLC. $22,019
• Custom Coverings $22,246
After careful review of price and work quality, Staff believes Custom Coverings
is the most responsive and responsible contractor for installation of decorative street signs
for the project. Custom Coverings was also the company selected to do installations of
decorative street signs for the Glen Eagle Subdivision late last year.
As of this date, capital expenditures for the TLBD Ph2 Beautification Project are
well below budgeted projections for the project. Staff estimates the total project will be
completed by June 30, 2008.
FUNDING:
Funding for the purchase and installation of signs would be from Line Code (313-
65000-30105) of the TLBD PH2 Improvements Fund.
RECOMMENDATION:
It is recommended that authorization be given to purchase 227 decorative street signs
under GSA Contract (GS-25F-0007N) from Brandon Industries at a cost of $156, 405 and
that authorization be given for their installation by Custom Coverings at a cost of $22,246;
both paid from Line Code (313-65000-30105). This approval will result in a total
expenditure of $178,651 of the budgeted ,$224, 000 from the TLBD Ph2 Improvement
Fund Line Code for street signs.
