REQUEST: Public Works Department Requesting Commission Direction on the Trail Bridge
Flags
PURPOSE: The purpose of this Board item is for the Commission to Direct Staff on whether to
Proceed with the stipulations for the trail bridge flags outlined in the letter from
Seminole County.
CONSIDERATIONS:
This agenda item is needed for the staff to install and assume responsibility for installing the flags
on the trail bridge over State Road 434. The approval letter with stipulations from the County is
attached. The stipulations generally are:
• Obtain FDOT approval
• City to be responsible for ensuring the flags are flown in accordance with official rules
• Only the American, State, County and City flags allowed
The American flags for City Hall are 8' X 12' and cost about $200. It is assumed that State and
County flags will be priced slightly higher and last about the same amount of time. As can be seen in
the enclosed photos, a ladder will be required to service the flags. They are replaced about every two
years. Flying at half mast occurs 3 to 4 times a year. However, the bridge flag poles are only about 8'
tall so staff will have to determine whether smaller flags are needed or whether full length flags are
acceptable.
FUNDING:
No funds have been budgeted for trail bridge flags. Annual costs are estimated $1,000.

RECOMMENDATION:
It is recommended that City Commission direct staff as they deem appropriate.

Seminole County has investigated the installation of flags on the trail overpass with
FDOT in response to the City wanting to install the American, State, County, and City
flags. The County has received tentative approval from the FDOT for the installation of
those flags only.
The City wanting to install the flags and being responsible for the aesthetics of the
overpass needs to formally request approval from Mr. Richard B. Morrow, P.E., FDOT
District Traffic Operations, Florida Department of Transportation, 719 South Woodland
Blvd., Deland, Florida 32720-6834. The FDOT will probably make the approval
contingent on following conditions:
- The City will be responsible for ensuring the flags are flown in accordance with
official rules.
- If a safety problem develops related to the flags, then the City will remove the flags.
- No flags will be allowed other than the four official government flags, American,
State, County, and City.
After FDOT approval, please provide Seminole County with a letter accepting the
FDOT's conditions. Thank you for your continued support of the trail system in
