each member of the Commission, City Manager and City Attorney receive a copy of my letter.
I also request that my letter to the Mayor and City Commissioners be read into the minutes, prior to
the discussion when "the proposed Resolution on Payments to the Board" comes up on the
agenda.

Since around 1976 I have served as a City Commissioner, member of the Planning and Zoning,
Board of Adjustment, Charter Revision, District Committee, Florida Municipal Pension Fund and
currently I am on the Pension Board. As you can see, I have been on both sides, some with
payment and some without payment
My purpose is to give you comments, based on years of service to the City through my experience
on many boards concerning your proposed Resolution on Payments to the Boards.
If you would read the Resolutions providing payments to the Boards, the Mayor and City
Commissioners you will see it contains the same language, "expense reimbursement. .for natural
and necessary expenses."
In Resolution number 590, providing payment to the Mayor, $500.00 per month, Deputy Mayor,
$400.00 per month, and City Commissioners, $350.00 per month "for expense reimbursement. .
for expenditures naturally and necessarily incurred," not a salary. You are receiving from SEVEN
TO lEN TIMES TIlE AMOUNT PER MONTII PAID TO BOARD MEMBERS who qualify
under similar Resolutions under IDENTICAL STANDARDS.

Recently, I did some research at City Hall. I read over the minutes for the past three years. During
this time, the City Commission met on an average of slightly over two meetings per month. If you
break their payments down to a per meeting basis, at two meetings per month, the Mayor, Deputy
Mayor, and City Commissioners would receive $250.00, $200.00, and $175.00 per meeting
respectively. Board members, who qualify, receive only $50.00 per month. I know, and I am
sure you are aware that some boards usually the Planning and Zoning Board, meet as many as four
times a month.

Also, I am sure if you check the time the City Commissioners spend at meetings now, you will
fmd that they are spending about 1 hour less than in the 70's and 80's. During that time there was
more business to conduct because of the tremendous growth the City was experiencing. If you
agree there is less business to conduct, this may explain why some Boards are meeting less,
namely the Board of Adjustment and probably the Planning and Zoning Board (except for special
projects).
I certainly do not resent or oppose the monies paid to the Mayor or City Commissioners, you may
well be underpaid. What I do resent and oppose is your apparent attitude. By proposing a
reduction in payments to only the Boards, your implying that your time is more valuable and you
are more important than others who serve the City. This is my impression from listening to the
tape of the meeting where you tried to pass this Resolution, without input and without including
yourselves.
You want to reduce payments to the Boards because they're not meeting as often as in the past
Maybe the City Commission and some boards are putting in less hours than years past, however if
a change is necessary, the change should apply to ALL.
Not only is your proposed Resolution reducing the Boards' payments going to anger many who
serve the City, you may well have insulted them ($15.00 per meeting for gas and a babysitter for
some meetings that may last over four hours is an insult).
I know there are some members on various Boards that do not want any payment, some that need
the money to pay for out of pocket expenses, and some that want their pay to justify spending
many hours away from their families. However, our Mayor and Commissioner did not know this,
for they did not ask for any input from those directly effected. GET ALL TIlE INFORMA nON
AND BE FAIR.

I agree, there is a problem in attendance and some Boards may not be meeting as often as in the
past. By proposing this reduction in payments, without even getting input from the Boards'
members, YOU ARE GOING ABOUT IT THE WRONG WAY. Fortunately, the City Attorney
advised against it
It seems to me by attempting to pass this Resolution you are demonstrating what is wrong with the
United States Congress. mE CONGRESS PASSES LAWS THAT AFFECTS OTIlERS, BUT
EXEMPTS lHEMSEL YES DIRECIL Y OR THROUGH OMISSION. So if you decide to adopt
this Resolution which reduces board members' reimbursements and eliminates pay for
non-attendance, then REDUCE YOUR PAY proportionately and DO NOT PAY YOURSELVES
for non-attendance. 00 NOT do what our Congress does.
My point is, lHINK before you pass this Resolution. Make sure you don't hold the Boards to a
higher standard than you hold yourself. Make sure your decision is in the best interest of the City.
I know you do not want it to backfire.
My recommendation is to mirror the Mayor/City Commission compensation scale as follows:
· Chairman $75.00 per meeting with a maximum of $150.00
· Vice-Chainnan $60.00 per meeting with a maximum of $120.00
· Members $50.00 per meeting with a maximum of $100.00•Conversely, pay yourselves $250.00 for the Mayor, $200.00 for the Deputy Mayor and $175.00
for the City Commissioner per meeting, with a maximum of $500.00, $400.00, $350.00
respectively, based on attendance.

winter Springs "Weekend fo Celebration"
The City of winter Springs' "Weekend of Celebration" on
December 4-5, 1993 is shaping up to be an exciting and
fun event. The Fourth annual winter Springs Art
Festival sponsored by the Tuscawilla/Winter Springs
Rotary will be held at Central Winds Park. The art
festival will feature many outstanding artists, have
top-notch musical entertainment and should have many
local dignitaries including a celebrity special guest.
The festival will open at 10:00 AM on both days.
Entertainment will be held on a covered stage platform
overlooking Lake Jesup. There will be entertainment the
entire afternoon on both days. Local radio station,
WLOQ-I03FM, will be the official radio station sponsor
of the "Weekend". They will bring their hot air balloon
and will be giving away gifts.
This is a juried art show with the following art
categories: Painting; Graphics & Drawings; Sculpture;
Ceramics; Watercolor; Photgraphy; Jewelry. There will
be a total of 32 awards with prizes totalling $8,000.
and $1,500 for The Best of Show.
Major sponsors include First Union Bank and The
Schrimsher Companies, while the Oviedo Voice (serving
Winter Springs and Oviedo) will publish the official
program. Artist Diane Vivian is designing the Festival
poster which will be available shortly. Profits from
the Festival will be used for the Tuscawilla/Winter
Springs Rotary Scholarship Foundation, as well as, other
local charities in the Winter Springs area.
The location of Central Winds Park is on Rt. 434, just
west of Winter Springs City Hall. THe park's 50 acres
provide a beautiful setting adjacent to Lake Jesup with
plenty of free parking for visitors. There will be
rides for the children. So come, see the park, browse
through the art show, bring a blanket, and listen to the
music! !

Dear Mayor Kulbes:
Last year, approximately 18,000-20,000 people visited my home during the holiday
season as part of our annual Winter Wonderland--a loving gift from me to our community. It
always humbles me that so many have come to anticipate and include a visit with me as part of
their family's tradition of celebrating the Christmas season. Your comment in the Guest
Register, "My 3rd year, wouldn't miss it!", on the night Santa and Mrs. Clause were here, meant
so much and was exemplary of many, many others in my keepsake album.
Open House at 1097 Cheyenne Trail in Winter Springs has been a part of the Christmas
memories of thousands for the past eight years. Each year, the number of visitors has increased
dramatically. It has been a joy to be able to share my feelings in this way with not only our
community, but with people from as far away as England, France and Japan. It has truly
developed into a phenomenon with international appeal. Some have even declared it "better than
Disney" and last year, Disney "scouts" were here checking it out.

There are few attractions that families can enjoy freely, where they will see beautiful
displays, be entertained with musical groups such as "Friends" (who were with us on the night
you came), be served coffee, hot cocoa and cookies all at no charge. I have enjoyed being able
to offer this to families each year, and would love to be able to continue this tradition.
Attached is a letter I recently received from the Seminole Pines Park Board. Their
request that it be my financial responsibility to hire off-duty police officers for traffic control
and assume the liability for any accidents that may occur as a result of the display are not only
overwhelming, but fiscally impossible. In the past, I've recruited volunteer hostesses for inside
my home and volunteer friends and neighbors to don orange vests and hats and help to control
the traffic flow. Steve Spencer in Public Works authorized and gave us I-Way street signs for
our neighborhood last year, and that helped tremendously. Though I've done every thing I can
to insure the safety of visitors in my home and the park, the Board's request that I personally
hire policemen is more than I can handle. To make it simple--I need X2.YI help.
If you, and the City of Winter Springs, would like to see this tradition continued, I would
be happy to cooperate in every way possible. Open House has always begun on Thanksgiving
Night and continued through Christmas Eve. Last year, by popular demand, we remained open
through New Year's Eve so that families expecting. out-of-town holiday visitors could bring
them. Until the attached letter arrived, it was my intent to open this year as usual, but I cannot
do it without your help. Santa and Mrs. Clause are scheduled to arrive here on December 19,
and musical entertainment has already been scheduled for this holiday season.

Would the City of Winter Springs be able to provide the traffic control assistance called
for in the Board's request? Can you offer any help or suggestions that might make it possible for
the continuance of this very special holiday occasion? As you can imagine, the installation of all
of the displays is costly, time consuming and a true labor of love. I am not asking for any
financial assistance for what I do here at my home--only to help and protect the visitors to our
Area.
If we are to continue to offer this attraction to the people, we need to begin the
installation in mid to late September in order to be ready for opening on Thanksgiving Night,
when all the switches are thrown simultaneously to "kick-off" this holiday tradition. Please
feel free to call me at my home or drop by. I will be happy to meet with you and/or others here
or at your offices to see if we can work together to make this year the best yet for the people of
Winter Springs and our out of town visitors. I look forward to hearing from you.

Dear Mrs. Krummel:
By unanimous vote of the Board of Director's of Seminole Pines
Mobile Homeowner's Association at our board meeting of this date,
it has been decided that the liability factor involved with
citizen's and/or children directing traffic for your Christmas
display is far too high. Were an accident to occur, both the
board and the park would in all likelihood face a law suit.
Due to this fact, it was decided that the only acceptable
alternative would be for you to hire off-duty police officers to
handle the excessive traffic that occurs during the Christmas
season due to your displays. Police officers are the only ones
who can legally direct traffic. These off-duty officers would be
required to be present at all hours and on all days that the
display is open to the public, from the first day to the last.
Please advise the board of your agreement to this arrangement at
your earliest possible convenience.

Jim Mikes is in the process of purchasing this property and is proposing
construction of 27 single-family units where 197 condominium units were
once approved.
The P&Z Board recommended approval of this plan at their meeting of
September 1, 1993.
The project, as presented to the Commission, does not meet Code requirements.
The Code will be fully addressed during formal review if the decision is to
approve this plan.

Attached are the Staff Minutes of the conceptual review of Parcel 51 held
on August 24, 1993.
The comments offered by Staff are to be addressed when the preliminary
engineering is formally submitted to the City for review. This conceptual
plan is not to be construed as meeting Code requirements. Approval of
this plan allows the developer to proceed with the technical submissions
without having to worry about major changes later on in the process.
Again, if the Board consents, I would like to present this to the Commission
at their scheduled meeting of September 13, 1993 without having to wait
until the Board meeting of September 15, 1993 where the minutes would be
approved/disapproved or modified.

The above referenced was held on August 24, 1993. J. Mikes represented the
project. Staff Members present were Kern, Kozlov, Lallathin, LeBlanc,
tockcuff, Moran, Sexton and Spencer.
This was a conceptual review only - prior to submission of preliminary
engineering. Parcel 51 was originally approved for approximately 197
condominum units. This proposed plan is for a private, 27 simgle-family
unit, gated-community.
There was discussion about City access to the community. There are presently
two(2) like communites within the City. City access (similar to a garage
opener) to these two (2) communities is by a control box which utilizes the
same frequency for both. The developer is to attempt utilizing the identical
frequency for this development.
Attached are comments by the Building Official and the Police Chief.

This project will require 2-4 fire hydrants. No obstacles can be within a
IO-foot radius of the hydrants.
Impact fees apply. An Arbor Permit is needed for the infrastructure and each
lot. A Natural Resource Survey must be conducted.
The project engineer has visited with the City Engineer and is aware of City
concerns. A waiver to the 50-foot ROWand sidewalks on,both sides of the
street can only be granted by the Commission.
The water, sewer, and reclaimed water lines are to be deeded to the City
once installed.
Covenants and Mandatory Homeowners' Association documents must be submitted
during preliminary engineering review.
The developer is aware of the Comprehensive Plan Amendments and the time
frame before approval. He will furnish the City a document stating that he
is proceeding with this endeavor at his own risk - the City is not responsible
for monies expended for engineering services or property acquisition if the
amendments are disapproved or delayed.
