CITY COMMISSION
CITY OF WINTER SPRINGS
AUGUST 9, 1993
The Regular Meeting of the City Commission of the City of Winter Springs, Florida,
was called to order by Deputy Mayor John V. Torcaso, at 7:30 p. m.
Roll Call:
Mayor Philip A. Kulbes, absent
Deputy Mayor John V. Torcaso, present
City Manager John Govoruhk, present
City Attorney Frank Kruppenbacher, present
Commissioners:
Don Jonas, present
John Langellotti, present
Terri Donnelly, present
Cindy Kaehler, absent
For the invocation Commissioner Jonas asked for a moment of silent prayer. The
pledge of allegiance to the flag was led by Commissioner Terri Donnelly.
Motion was made by Commissioner Langellotti to approve the minutes of July 26, 1993.
Seconded by Commissioner Jonas. Discussion. Vote on the motion: Commissioner Jonas,
aye; Commissioner Langellotti, aye; Commissioner Donnelly, aye; motion carried.
Glenn Whitsett, Recreation Director, presented a plaque of appreciation to Mr. Sun
who is very active in the Seniors Program. Mr. Sun drew up plans for the proposed
mini-golf course.
Public Comment:
Ray Laub, Blue Spruce Court, spoke about the proposed taxing district for the
maintenance of the common areas of Tuscawilla. He said more than six months ago
they voted to tax themselves for the purpose of maintaining the common areas of
Tuscawilla the way the people who live there desire them to be maintained. He
said their pleas have fallen on deaf ears and as a result Tuscawilla looks lousy,
Winter Springs looks lousy and he lays the blame on the Commission. He said all
they have asked for is a legitimate taxing district, and he asked for an explana-
tion.
Deputy Mayor Torcaso explained that not all the people in Tuscawilla are in favor
of the taxing district. He explained the Commission has turned it down.
Jim Pitts, Lamoka Court, said the way Deputy Mayor Torcaso just spoke to the citizen
of this community was a disgrace, and he said if he had it in his power to impeach
him he would do so.
General Agenda
First Reading of Ord. No. 548, setting term limitations, etc.:
Deputy Mayor Torcaso said Ord. No. 548 will be on the agenda for the next meeting.
Attorney Kruppenbacher explained he prepared two ordinances. One is a three term
consecutive, nine year limit which says you are entitled to have three and the
other is a three term non-consecutive meaning you could be on the commission only
three terms of three years each. You may have three years, take off three years.
He said most everything he has seen has been the consecutive.
Attorney Kruppenbacher said he thinks the one the Commission envisioned was the
nine year consecutive term, then you can not come back on the Commission. That
would apply to the Mayor and Commission.

Polling Places for 1993 Municipal Election and compensation for pollworkers:
Deputy Mayor Torcaso read the memo from the City Clerk as follows:
In accordance with Sec. 2-90 of the Code of Ordinances, the City Commission must
designate the polling places for the Nov. 2, 1993 Municipal Election. There are
11 precincts in the City. I would recommend the same voting places be used this
year as was used by Seminole County last year. The following Polling Places are
recommended: Precinct 13, Civic Center; 24 - Seventh Day Adventist Church; 50 -
St. Stephen's Catholic Church; 67 - Seventh Day Adventist Church; 75 - St. Stephen's
Catholic Church;76 - Church of the New Covenant; 78 - Civic Center; 94 and 95 -
Wedgewood Tennis Villas;96 - Winter Springs City Hall; and 103 Wedgewood Tennis
Villas.
In accordance with Sec. 2-85 of the Code of Ordinances, the City Commission sets
the compensation for the pollworkers. The pollworkers must be at the polling
places by 6:00 a.m. and remain throughout the day until the polls close at 7:00
p.m. I would recommend the pollworkers be paid $65.00 each and the Clerks $75.00.
For each precinct we need four pollworkers, plus a deputy, totalling $3,360.00.
Motion was made by Commissioner Langellotti to approve the memo. Seconded by
Commissioner Donnelly. Discussion. Vote on the motion: Commissioner Langellotti, aye;
Commissioner Donnelly, aye; Commissioner Jonas, aye; motion carried.
City Manager John Govoruhk:
Manager Govoruhk had no reports except the memo that Mr. Kip Lockcuff would be in
charge during his absence while he is at the Florida League of Cities Convention.
Commission was in agreement with the memo.
Commission Seat II - Don Jonas:
No report.
Commission Seat III - John Langellotti:
Motion was made by Commissioner Langellotti to name John Torcaso voting delegate at
the Florida League of Cities Convention starting Wednesday. Seconded by Commissioner
Jonas. Discussion. Vote on the motion: Commissioner Donnelly, aye; Commissioner Jonas,
aye; Commissioner Langellotti, aye; motion carried.
Commissioner Langellotti asked about the Code Enforcement Ordinance. Manager Govoruhk
explained the Attorney has reviewed his memo which will be added to the ordinance and
will be on the agenda for the next meeting.
Commission Seat IV - Terri Donnelly:
Commissioner Donnelly said she wanted to apologize, not just for tonight, but many
nights of meetings in the past, when residents have been invited to come forward and
express their views and have been ill received. She said she would like to apologize.

Deputy Mayor Torcaso called a Workshop for the Budget for August 16, 1993, at
7:00 p.m.
He called a Workshop Meeting with the School Board at 7:00 p.m.
Deputy Mayor Torcaso said each Commissioner has a copy of a proposed resolution
regarding payment to members of the Boards in the City of Winter Springs. He
asked the Commissioners to review the resolution and give their comments to the
City Clerk.
Meeting was adjourned 8:00 p.m.

Polling Places for 1993 Municipal Election and compensation for
Pollworkers
Re:
In accordance with Sec. 2-90 of the Code of Ordinances, the City Commission
must designate the polling places for the November 2, 1993 Municipal Election.
There are 11 precincts in the City. I would recommend the same voting places
be used this year as was used by Seminole County last year.
