On Friday, August 14, 1992, there was an electrical fire at the above referenced facility. Due
to the location of the fire and the switchgear configuration, significant damage occurred which
caused a shutdown of the entire pumping system. Fortunately, the operators at your facility
were able to re-activate the system within approximately 45 minutes. These operators should
be praised for their extraordinary effort. We visited the site to survey the damage on the
following Tuesday. At that time, Mr. Lockcuff requested the input of an electrical engineer,
and we were able to schedule a meeting on Thursday, August 27, 1992. A copy of the electrical
engineer's report is attached for your review.
Previously, we had investigated the possible expansion of the high service pumping system at
this facility. The additional horsepower requirement exceeded the capability of the existing
600 Amp service. By re-rating the capacity of the existing pumps, we were able to extend the
capacity of this system without incurring additional costs. Recently, however, the Florida
Department of Environmental Regulation has requested that the City provide plans which show
a further increase in capacity.
Therefore, we recommend that the electrical system be upgraded to handle the twenty-year
planning period. This involves the installation of a 1200 Amp service entrance and associated
equipment. An electrical system designed as a motor control center would allow the City to
connect four high service pumps with a pumping capacity of over 12,000 gpm and serve
approximately 10,000 customers at your present level of service. If the conservation items listed
in the Comprehensive Plan are successful, this would increase the number of customers that
could be served by this facility.
We recommend the following course of action:
1. Make minimal repairs to the existing electrical system to make it fully operational
in accordance with electrical code. This involves repair/replacement of the No. 1
disconnect and some additional wiring.
2. Prepare a design for a new electrical system capable of 1200 Amps.

3. Prepare a design for a new high service pump to meet FDER requirements.
4. Bid the new electrical system as soon as possible and proceed with construction.
5. Implement the pump design project as required by FDER.

Dear Mr. Zaudtke:
This confirms our visit to the above referenced facility on
Thursday, August 27, 1992. The purpose of the trip was to outline
options for the upgrade of the existing water treatment plant
electrical system and to evaluate the recent electrical system
problems.
The electrical failure of pumps No. 1 and No. 2 was due to a short
circuit in a 200A, 3P disconnect serving pump No.1. The failure
was most likely caused by a loose electrical connection. The
ensuing fault was not cleared by the plant electrical equipment,
causing a significant amount of system damage. In order to afford
the existing electrical system a higher degree of protection, we
recommend that the existing Gould Tri-onic TRS-500R class RK-5
fuses be replaced with Buss "Low-Peak" LPS-RK-500 class RK-l fuses
as soon as possible. These fuses will operate at one-fourth the
fault level current of the existing fuses.
The existing plant electrical system is loaded to capacity.
Therefore, an upgrade of the overall electrical system is necessary
in order to accomplish any additional plant additions. We are
proposing replacement of all existing electrical equipment and
controls at this time due to the age and type of the existing
installation. Under option one, all plant electrical equipment
would be replaced including the existing 600A, 3P automatic
transfer switch (ATS). The new ATS would be sized to match the
service size (1200A). This would enable the city to select any
pump for operation on the emergency generator system via key
operated selector switches. When the generator is upgraded,
additional load could be run on emergency power without any
additional electrical modifications. option two would leave the
existing 600A, 3P ATS. This option will require the design to
limit the generator emergency bus to 600 amps. Only load connected

to the emergency bus could be run on the generator. This option
will limit the overall operating flexibility of the installation,
as only a single pre-determined 200 HP high service pump plus the
well pump load could ever be run on emergency power. The cost
savings to reuse the existi.ng ATS is approximately $15,000.00.
The scope of work for this project includes the design of two state
of the art 200 HP variable frequency drives and controls to serve
high service pumps No. 1 and No.2. Conversations with Stewart
Electric Motor have indicated that the existing bar rotor motors
currently installed on pumps No. 1 and No. 2 may not be capable of
being run on the new variable frequency drives. Furthermore, it
appears that the efficiency of these motors is very low
(approximately 70%). We are still researching whether or not we
recommend reusing these motors. Further analysis will follow under
separate cover. At this time, we have not included a price in the
cost estimate for their replacement. Well pump controls will be
float operated and have their own control panel. The plant flow
meter will be replaced and the wells will have their flow measured
and totalized locally. site lighting will be upgraded as directed
and the HVAC system will be enhanced to permit the operation of the
2-200 HP variable frequency drives.
The project cost estimate is attached for your review. Engineering
costs and proposed sheet lists will be forwarded to you under

Deletion of Caretaker's Residence
At the workshop of August 31, 1992, the subject of vandalism at Central
Winds Park was discussed and how to provide security. This discussion was
further amplified and the question was asked why the caretaker's residence
was not included as it was depicted in the overall conceptual plan of the
park.
The residence, because of budget constraints, was deleted at the Special
Meeting of October 15, 1990. The minutes of this meeting are attached.

The Special Meeting of the City Commission of the City of Winter Springs, Florida
was called to order by Mayor Leanne M. Grove at 8:05 p.m.

Approval of i.Changesl Additions to Phase 1 of Master Plan:'
Mr. Barth of Glatting Lopez Kercher Anglin went over the changes and additions to Phase
I as follows:
The deletions are the caretaker's trailer, tennis courts and the playground. The
additions are: clearing and grubbing the entire site and he said the site would have to
be measured; grading the multi-purpose field, grading the ampitheater and converting the
T-ball into a multi-purpose field.
Mr. Barth said he would specify picnic tables, but the amount to be placed there
would be up to the City. He said he would specify a typical section for a pathway and
that too would be up to the City.

Motion was made by Commissioner Jacobs to approve the changes and additions to Phase I
of the Master Plan. Seconded by Commissioner Kaehler. Discussion. Vote on the motion:

Commissioner Kaehler, aye; Commissioner Hoffmann, aye; motion carried.
Authorization to proceed with Construction Drawings of Phase I:
Motion was made by Commissioner Jacobs to authorize to proceed with construction
drawings of Phase I. Seconded by Commissioner Kulbes. Discussion. Vote on the motion:

Commissioner Hoffmann, aye; Commissioner Kulbes, aye; motion carried.
Commissioner Kaehler called a meeting for Tuesday, Oct. 23rd, 7:00 p. m. for all
volunteers for the park.
City Manager Rozansky said he would not sign the engineering or architectural contracts
until they are reviewed and approved by the City Attorney for legality.
Mayor Grove asked for a concensus to send out a-letter to all registered voters
explaining the referendum issue of districting. Commission was in agreement.
Manager Rozansky said he is going to order the bins for recycling. They will be paid
for from the Capital Improvements fund. Industrial Waste Services will be here at
the first meeting in November to discuss rates and recycling.

Mr. Barth said they would be meeting with Staff on a regular basis and asked Commission
if they would like to be kept informed periodically and the Commission was in agreement.

Commissioner Partyka said we should think about the five million dollar cost of the
park. He said if we decide this is Phase I, when are the people going to get Phase 2
and how much is it going to cost them. He said he is not against spending five
million dollars if that is what the community wants, but we have to figure out how to
get the five million dollars. He said his overall comment and summary is we have a
total project that ought to be considered in a very responsible fashion, and how to
tell the people where we are going to get the rest of the money.
Commissioner Kaehler reported at the meeting held on Thursday there were some very
enthusiastic people from allover the City who were willing to work on the park.
Commissioner Kaehler recommended the basic first step should be to clear and grub the
entire park; we may not be able to light the ballfields right now, which would be a
savings of approximately $200,000. Mr. Brian King, President of the Seminole Soccer
Society and John Burns, Vice President, offered help on the soccer field. The National
Audubon Society, Florida Native Plant Society, and Florida Trail Association all offered
their assistnace. Glenn Whitsett, Bill Johnson, David Hopkins, John Ferring and Tim
Johnson all offered their assistance. Discussion followed.
Mayor Grove adjourned the Workshop Meeting at 8:00 p.m.
