The following items are scheduled for the Commission Meeting of
April 13, 1992:
1) Davenport Glen - Acceptance, by City, of improvements. The
City Engineer has approved the as-built engineering and the amount required
for the maintenance bond. The bond is being reviewed by the City Attorney's
office. Please see attached correspondence. The blanks on the maintenance
bond will be filled in with the date of acceptance, if accepted.
2) Ordinance No. 519 - This is a request to vacate R-O-Ws located
on Seminole Pines property (across from City Hall). Attached are the
letters of no objection from the various utility companies.
3) Chestnut Ridge - P & Z Board Recommendations for Final Development
Plan/Preliminary Engineering. Also attached are Staff comments. All of
the Staff comments are to be addressed at Final Engineering.

Ferring moved to approve the minutes of December 18, 1992. Seconded by Trencher.
Vote: all aye.
Chestnut Ridae - Review of Final DevelOPment Plan/Preliminarv Enaineerina
Ferring questioned LeBlanc about the fencing adjacent to Fairway Oaks. LeBlanc
stated Fairway Oaks requested a fence separating the two developments. George
Garrett, P.E., project engineer, discussed the proposed brick wall on Greenbriar
Lane and Northern Way as well as the wooden stockade fence behind lots 34 through
40.
Glavin asked for elaboration on the drainage easement. LeBlanc explained the
original plans for the development had a different layout for the easement. The
new plans have reconfigured the lots which requires the abandonment of the old
(existing) easement and the dedication of a new easement. Garrett explained the
new easement will be along the back of the lots.
Dick Coniff, 1202 Royal Oak Drive, and Bill Wing, 1224 Royal Oak Drive, spoke
on behalf of the Fairway Oaks Homeowners Association. Coniff presented a letter
to the Board dated July 5, 1990, which was originally presented to Mayor Grove,
regarding areas of concern. While three concerns were expressed in the letter,
only one remains unresolved: the issue of the wooden stockade fence along
Fairway Oaks. Coniff stated a brick wall should be continued. LeBlanc noted
that the responsibility for the maintenance of a fence would belong to the
homeowners association of Chestnut Ridge. Further, the City does not require
a fence to be installed.
The Board continued discussion about the fence issue. Garrett stated he would
remain open to discussion regarding the type of fence or wall to be used.
Trencher asked about the planting of trees along the Northern Way R.O.W. LeBlanc
noted the city has no landscaping ordinance.
Trencher made a motion to recommend acceptance of the plan to the commission with
the following recommendations: 1) Developer will be asked to continue the
masonry type fence from lots 34 through 40, and 2) put trees along the outer
border of the fence along Greenbriar Land and Northern Way in a similar fashion
as they appear in Glen Eagle. Seconded by Ferring. Vote: all aye.
Recommendation will be forwarded to the City Commission.

Dear Madam Mayor:
We would like to document the position of Fairway Oaks in regard
to the Final Engineering and Approval of Chestnut Ridge, to be
discusssed at the July 9 City Council meeting. Specifically, the
approval was granted at the June 25 council meeting pending
satisfaction of two contested issues: the location and shape of
the retention pond on the Tuskawilla CC goif course 15th hole,
and the fence planned to separate Chestnut Ridge from our
neighborhood.
Richard Ooniff, our Association President, spoke to Mr. Jim
Mikus, owner of the golf course, subsequent to the June 25
meeting. Mr. Mikus assured him that his intention was to have
the retention pond in question re~designed and moved into the
fairway and was surprised that the drawings did not reflect this.
We feel this issue should not be considered satisfied until the
engineering drawings are officially submitted and reviewed by the
City, Mr. Mikus, and our Association, as this pond directly
borders our homes.
The wooden stockade fence planne4 is totally unacceptable to us.
We feel the developer should ere~t a brick wall along our common
border identical to the wall planned fOF Chestnut Ridge's
frontage on Northern Way and Greenbriar Lane. Our reasons are:
Oxbow Lane is a secondary Street just as Greenbriar Lane is.
The developer should provide the same for. all street
borders.
The wooden fence planned is not particularly attractive at
the time of installation. As a few years pass, the wood
deteriorates and the paint or stain fades. Who is to
provide the maintenance on this fence?' No organization is
provided that is charged with this responsibility. A brick
wall requires no maintenance.
A stockade fence would negatively affect our home values,
especially as it deteriorates.
A wood fence would allow individual Chestnut Ridge residents
to replace fence sections with gates and use our private
property to access their back yards for such things as
camper or boat storage, pool construction, etc. We would
have no control in this.
The cost of this wall is minimal given the total cost i of
development. The developer is already erecting 1920 feet of
wall along Northern Way and Greenbriar Lane. A wall along
our common border would be approximately 540 feet long. We
contacted a builder for a cost estimate of a brick wall, and
got an average of $30 per foot. This totals $16,200, or
$305 per lot. This is not much, compared to the cost of
grading, water/sewer, paving, etc. The developer, for
example, paid the golf course $125,000 for the right to
build the retention ponds on the golf course (plus pay for
the ponds).

In 1984, when Imara Corporation was planning condominiums on
this parcel, the City Council and Imara agreed that a brick
wall should be erected on the common property border. We
are only asking for a continuation of that stance.
One issue that was not included in discussion at the last Council
meeting was the provision to tie an existing open storm drain on
the Chestnut Ridge property to our drop inlet. The plans do show
enclosed storm drainage on their property but do not specify the
method to tie into our system. This needs to be reviewed and
accepted by the city and Fairway Oaks. Our position is that the
connection needs to be a closed connection with a provision for
maintenance. It also needs to be confirmed whether or not there
is a facility to prevent debris from entering the planned closed
system and subsequent passage through our system and into our
pond. The current arrangement is dnbris collection at our inlet.

We have reviewed the preliminary plans for Chestnut Ridge sealed

3. Effluent Reuse - Approved as shown.
4. Developer Agreement - As part of the final approval process,
a developer agreement between the City and the developer
must be executed and water and sewer capacity purchased.
The current water and sewer connection fee is $2,450 per
single family unit. Based on the 52 lots shown, the total
connection fees due at developer agreement signing would be
$127 ,t~OO.

Engineering
The following comments are submitted on the above referenced
development as pertains to fire hydrants.
1.) Hydrant location at lot 52 is OK.

2.) Hydrant location between lots 7 and 8 is OK.
3.) Hydrant location between lots 43 and 44 needs to be
changed to, between lots 45 and 46. (This is
required by code to allow spacing between fire
hydrants to be no greater than 750' in residential
developments.)
4.) An additional fire hydrant needs to be added
between lots 37 and 38. (Code requires that no
structure be greater than 350' from a fire
hydrant. )
ADDITIONAL INFORMATION:
Each hydrant shall be painted uniformly. The hydrant barrel
and all caps shall be DOT yellow. The bonnet shall be white
with 3M reflective coating applied (or equivalent). The
hydrant number shall be stenciled with one inch numbers,
black in color. The hydrant number shall be provided by the
fire department.

in the drainage pipe sections. All traffic regulatory signs will

Re: Chestnut Ridge - Revised Preliminary Engineering
Dear Mr. Garrett:

Your response transmittal and engineering plan sheet dated
February 14, 1992, were received February 17, 1992. These were
in response to the City's engineering review letter dated January
31, 1992.
The Preliminary Engineering was found to be satisfactory.
Before the project can receive Final Engineering approval,
documents granting a "drainage easement" at the location of the
pond outfall or "letter of no objection", will need to be forward-
ed to the City. If any piping or outfall structure will be on the
discharge site owned by Winter Springs, Development JV (WSDJV),
then an "easement" will be needed. If only stormwater is being
discharged on the discharge site (no pipes, etc.), then a
"letter of no objection" will suffice. The letter from Lisa M.
Miskinis, of WSDJV stating they are "...inclined to grant...."
an easement, is not acceptable. The actual documents will have
to be submitted.
